Someone explain this to me like I am a six year old

So, the DOJ/FBI could have subpoenaed the laptops of Clinton's top aides. They would have had full access and the information could have actually been used in an actual criminal case (after all this was a criminal investigation).

Instead they agreed to not look at anything from 2015 or later, agreed to not use anything they found as evidence, then agreed to destroy the laptops after they were done....

This provided three things:

  • Did not allow investigators to look for any evidence of obstruction. 
  • Did not allow a potential prosecutor to use important evidence if there was cause to bring charges.
  • Effectively prevents a new attorney general and FBI director from taking a full second look at the evidence.

I simply do not buy the concept that this was necessary by any means. They have subpoena power for a reason.

Other than a predisposed decision up front that there would be no charges, is there a single reason why authorities would have agreed to this?

in a word, NO.

we could be certain that the fix was in from day one on this deal once we learned that skeets was communicating with granny via email using a pseudonym.

my cynicism tells me to get comfortable with the fact that we're living under a corrupt banana republic government at this point because we are. the ends justify any means no matter how outrageous, corrupt and 'deplorable.'

News flash. Neither the Justice Dept or the FBI falls under the authority of the Congress. It falls under the corrupt authority of the Executive branch.

When we now know that the President was knee deep into this whole thing himself... lying to the American public about his knowledge of the private server... allowing an actual transparent investigation would have possibly included legal problems for the President himself.

So wonder they would not allow an independent prosecutor to be involved.
