Liberals confused by the fact that Conservatives disagree with each other...

It's become amusing to watch the hand wringing from the left over the (what they see as troubling) concept that not all of Trump's nominees for cabinet positions walk in lockstep with the concepts he has put forward. What's even more amusing is the hand wringing from the left, when they realize that it doesn't cause any real problems with people on the right that there is disagreement. 

Liberals prefer to be in lockstep with each other

Let's be clear. No newly elected President ever knew enough about all the nuances of the job to have successfully formulated an all encompassing plan during the campaign. They campaign on general themes and figure that the policy details will fall into place sometime after they are in the actual position. At least that is how any realistic Presidential hopeful would (or should) act.

Let's be doubly clear. If there was ever a newly elected President who didn't know what he didn't know... it would be Donald Trump. I firmly expect that the one thing he will "not" do as President is become stubborn about clinging to broad concepts he might have campaigned on, and rejecting any opinions that do not align. One thing about successful business people is that they are flexible. Flexibility would serve an administrator equally well in the political realm.

The reality is that other than being tougher on immigration (building a wall), repealing Obamacare, and creating a more business friendly environment, there is very little Trump was very specific about. "Make America Great Again" was a lot like "Hope and Change". It could be whatever you want it to be.

Now perhaps the left walks in a little more lockstep than the right does. At least they feel that it's important to put up a united front on pretty much everything. But conservatives tend to disagree among themselves and don't seem to think this is necessarily a bad thing. In my mind, I would rather have some honest disagreement, honest dialogue, and open discussions, than to see an entire cabinet made up of "yes men" who only are allowed to hold views that are consistent with the President.

The only consistency you heard from these candidates is that their opinions aside, they still answer to the President. I am sure they will make their collective cases to the President elect when they believe they are right. Oddly, I am pretty sure that the President elect will give them an honest listen and change his mind more often than we might expect a President to do so. At the end of the day, I would offer this as a potential "good" quality, rather than as a bad one. I also know this confuses most liberals.

What I think this story, and the general discussion about how to cover people in the future is missing, is that Obamacare is so flawed that by itself it is manufacturing plan premium levels that are at least 30% to 40% higher than they need to be.

Readers of this blog are probably tired of hearing me point out that the Obamacare insurance exchanges cover only about 40% of those that are subsidy eligible, when the longstanding insurance industry underwriting rule calls for 75% of an eligible group to be covered in order to have enough healthy people enrolled to pay the costs of the sick. But again it is this critical point that is being missed.

What would happen if the plans were more attractive––if people saw value in them? And, if we had 75% of the eligible group signing up as a result, what impact would that have on current premiums?

I have asked a number of health plan actuaries that hypothetical question. Hypothetical because the health plans don't have the flexibility to rearrange the product pieces so as to make the insurance plans more attractive.

Their answer has consistently been that prices could come down at least 30% to 40% from 2018 prices. Said another way, the anti-selection load the current Obamacare exchange plans are carrying is worth at least 30% to 40%. And, that makes sense. When Obamacare launched for 2014, the carriers conservatively priced for an acceptable claim level. The reality was much higher––2018 prices are now about 30% to 40% higher after adjusting for baseline trend.

Here is a hard concept to grasp but one that is real––fix the plan designs and we can reduce the medical loss ratios by encouraging an influx of relatively healthy people that can pay the claims of these same sick people from the extra premiums that come from more relatively healthier people signing up. With a better enrollment, we can pay for these same sick people, and the claim costs of the new enrollees, and charge premiums that are substantially less than today's.

In other words, it's not so much the numerator of the medical loss ratio that has to change (the claims), it is the denominator (the total premium). We can fix the premium problem two ways. We can raise prices––which is what has been painfully been going on for three years. Or, we can increase the denominator by getting more healthy people into the pool.

Chris Matthews signed off today with this thought and I'm working from memory, but it's dam close.

When he was working for Tip O'Neil when Reagan was President, and before that, when either party won, they would work together and compromise for the good of the country. Now both parties are doing every thing possible to do any thing except to oppose them, because they don't want the opposition to get any credit.

My thoughts are these. The new way of not doing business late in the Clinton administration. The Republicans despised Clinton and tried to impeach him. And after speaker Newt Ginrich worked on welfare reform and a couple other issues. The hard core Republicans removed him from the speaker's chair.

And after 9/11, the two parties worked together for a while, then under the influence of karl Rove, Bush declared a war on terror, and if anyone disagreed with tactics, they were attacked as traitors. From that point on, through the rest of Bush's terms in office and it continued from day one Obama was sworn in.

Look up George Washington's farewell address. He warned us, this was before we had established parties, that someone might get elected, who will act in ways very detrimental to the country. Read it and think about how it is almost an exact warning about electing someone like Donald Trump, 240 years ago. We must not let this man put our nation in danger. He's already acting in ways, with his tweets and flat out lies, that most of his supporters either ignore or find them justifiable.

Look at the last six years. The "freedom caucus" made up mostly tea party movement congressmen has effectively has been able to block votes in the house.

Examples:

Immigration reform, passed with a bipartisan vote in the Senate. If they allowed it to be voted on, because it would have been passed.


Has blocked any Republican health care bill to be considered.

Bush had very good knowledge of the job when he was inaugurated in 1989. Nixon knew a lot, and Clinton would have if she were being inaugurated next week.

What I can't find is someone who knew as little about the job as Trump before being inaugurated. Carter probably comes closest among elected presidents in my lifetime.

His domestic record will be seen as pretty solid. 79 consecutive months of job increases is a record. We may have been going to have another Great Depression. His effort to keep General Motors was successful. Perfect? No but if President McCain had those numbers, the truthers would be calling for his head on Mount Rushmore.

Foreign affairs, mixed, but sometimes it takes years to judge their success or failure.

Paris and Iran will be seen as successful.

Donald Trump’s energy agenda — which includes pledges of “complete energy independence,” making coal great again and ditching the Paris climate deal — is drawing bipartisan fire from industry analysts, former members of Congress, and even one coal mogul.

All of them, to varying degrees, fault the billionaire’s basic premises and call his promises farfetched and at times contradictory.

They say the Republican presidential candidate uses faulty math to tout his vision of America’s energy independence, fails to understand energy economics in his pledge to revive the coal industry, and is peddling a big myth by claiming that global warming is a hoax.

Some energy analysts also observe that Trump’s energy prescriptions, including big regulatory cutbacks that have long been industry wishes, are politically expedient and unrealistic. In making his promise to “save the coal industry,” for instance, Trump has backed slashing environmental rules, taking that message to West Virginia earlier this year, when he pledged that the state’s miners, as well as those in Ohio and Pennsylvania, “are going to start to work again, believe me.”

But Charles Ebinger, a senior fellow at Brookings for energy security and climate issues, told the Guardian that “coal jobs aren’t coming back and for Mr. Trump to say they’re coming back is erroneous and fanciful.” Noting that cheap natural gas has been the primary driver behind years of decline for the coal industry, Ebinger added that Trump seems to be “pandering to coal miners.”

Other analysts concur. “Donald Trump’s promise to revive the US coal sector can only be realized by reining in hydraulic fracking,” said Jerry Taylor, the president of libertarian thinktank the Niskanen Center.

“That’s because low-cost natural gas (courtesy of fracking) has done far more to shut down coal-fired power plants and, correspondingly, reduce demand for US coal than has EPA regulations. Given that he promises exactly the opposite — moving heaven and earth to increase US natural gas production — Trump’s promises are empty.”

Even Trump backer and coal mogul Bob Murray, who runs Murray Energy, which has given $100,000 to a pro-Trump Super Pac, says that the coal industry won’t ever be great again. “I don’t think it will be a thriving industry ever again,” Murray told an energy publication this year. “The coal mines cannot come back to where they were or anywhere near it.”

Likewise, Trump used dubious data when he spoke at an energy event in May in North Dakota arranged by fracking billionaire Harold Hamm, a key Trump policy adviser who has been mentioned as a possible energy secretary and recently hosted a big campaign fundraiser.


Trump famously tweeted in 2012 that the “concept of global warming was created by and for the Chinese in order to make U.S. manufacturing less competitive.” Taylor called this “risible.”

“Not one scintilla of evidence exists to back the charge up,” he said. “It’s another example of his willingness to say anything at all — no matter how ridiculous or dishonest — to justify the know-nothingism of his base.”

Trump denied during Monday’s presidential debate having said such a thing, but in a speech last December he referred to global warming as a “hoax” three times in one sentence.

Echoing some of Hamm’s priorities, Trump pledged to lift moratoriums on energy production in federal areas, to revoke policies that limit new drilling technologies and to “cancel” the Paris agreement.

Trump also promised “complete energy independence,” a bullish commitment since about a quarter of US energy needs are met by imports, and one that relied on flawed projections of proven oil reserves. Trump stated that the US had 1.5 times the oil of all OPEC countries combined. But at the end of 2014, the US had proven reserves of just under 40 billion barrels, while Saudi Arabia alone had proven reserves of 268 billion barrels.

Similarly, Trump claimed that constructing the Keystone XL pipeline — which, unlike Hillary Clinton, he backs — would create and support 42,000 jobs. But industry projections suggest that building the pipeline would yield about 6,000 jobs directly, and another 7,000 jobs indirectly.

Ex-Conoco Phillips lobbyist Don Duncan compared Trump’s energy proposals to those of an “old snake oil salesman,” saying: “Trump’s energy cures are based on a lot of numbers that clash with energy industry data and scientific studies.”

Trump’s penchant for ignoring facts and hard evidence is also underscored by his attacks on global warming and the Paris accords.
