Be careful what you wish for...

Democrats are applauding (today) that the GOP was not able to muster up 50 votes to repeal/replace/modify/rename/or otherwise do anything to change the current Obamacare status quo. The President's first response in all of this seems to be to remind Americans that this shit-storm of a law was not created on his watch, and that he will push back against anyone suggesting that the fallout from Obamacare problems are his to burden.

What many people forget is that while this President has had some serious issues acclimating himself to the Washington culture, in the bloodbath that has ensued between the Administration and the left wing media, the media certainly looks to be taking the brunt of the damage.

Yes, Trump has taken numerous hits, and his approvals appear stubbornly stagnant in the 40% range. But when you look at the demise of credibility for major media outlets like CNN, NY Times, and The Washington Post there is certainly a pretty good "you should see the other guy" defense that Trump and his administration can play in all of this.

Trump is still a master at framing and tying issues around the necks of his political adversaries like albatrosses. Has anyone forgotten that very concept of "fake news" is primarily a byproduct of Donald Trump and his ongoing war with the media? The argument that Trump is deeming any and all negative stories about him as "fake news" in an attempt to delegitimize the media is a pretty valid argument. More to the point, it seems to be working in his favor, as approval and trust in the media hits all time lows. Trump supporters (and many other people) are now taking most every story they hear or read with a grain of salt. Or as the kids are saying now... is that true, or did you hear it on CNN?
_______

So why does this matter? Because it appears at this point that the Trump strategy will be to remind the public (likely in an over the top fashion) that Obamacare is not a Republican law, and that any and all failures of the bill should be blamed on those who created it. It's clear this will be an optics war with Democrats, who are looking to shift the burden of Obamacare failure onto the President and the GOP.

The underlying issue is that Democrats are convinced that this is a political argument that they can win, which is why they are probably happy (today) that the GOP attempts to repeal and replace are falling apart. But the problem with these expectations is that so far, they have been the only people playing the blame game. The President and the GOP have been focused on their own task on hand (trying to repeal and replace). When the time comes (and it looks like it will come) that the GOP simply gives up and moves on, then the finger pointing war will start full scale. The President seems to be suggesting that he is willing to move into that debate sooner, rather than later.

The reality here is that once you get out of the abyss that is "Washington insider politics" and into the game of persuading the public... you move out from the world where Trump is a fish out of water and move into what has basically been Trump's world since Trump has been Trump.

You can attack the President for policy problems, rookie mistakes, and other issues that has left him open to much criticism. But it would be a mistake to believe that he suddenly has lost his ability to campaign and convince his supporters (and plenty of leaners) of whatever it is that he wants them to believe.

And let's be honest. The "facts" are on his side here. The Democrats are trying to build a pretty large bridge of bullshit from reality to spin by trying to suggest that problems with the law that they created all by themselves, that they have protected around every corner, and that they continue to support - should be blamed on Trump and the Republicans. For a master persuader like Donald Trump, this should be pretty low hanging fruit.

to think the failure of a law called Obamacare will be blamed on R's is abject stupidity

Time has not been kind to its individual market provisions, and now even more regulatory uncertainty surrounds the program. While Republicans deserve some of the blame for this state of affairs, Democrats cannot evade a much fuller measure of responsibility, because most of the program’s problems are congenital, not lifestyle-induced.

Consider what would have happened if Democrats had followed the Republican Party’s sterling example of political expedience: They would have scaled back to a more modest ambition, probably a Medicaid expansion, while keeping their hands off the individual market. Since most of Obamacare’s coverage gains came from the Medicaid expansion, they could have gotten a substantial portion of the coverage gains that the law achieved.

David Nather: “...[Apparently] Trump will try to convince Republican senators to revive the broader Senate health care bill when they meet for lunch at the White House today. It suggests that Trump still hasn’t grasped the big reason why Senate Republicans are stuck: They want different things, and every time GOP leaders try something to please one wing of the party, it pushes away the other.”

ANOTHER WAY OF PUTTING IT:

Why Trump Can’t Convince Anyone on Health Care

Ezra Klein: “The core problem is Trump has no idea what he’s talking about on health care and never bothered to learn. ‘Nobody knew health care could be so complicated,’ he famously, and absurdly, said. His inability to navigate its complexities meant he couldn’t make persuasive arguments on behalf of the bills he supported, and he routinely made statements that undercut the legislative process and forced Republicans to defend the indefensible.

“Because Trump doesn’t understand the legislation or the trade-offs it made, he can’t make persuasive arguments on its behalf in public or private, and so he mostly doesn’t try. Trump and his team are not frequent presences in the public debate trying to sell the legislation they’re so keen to sign. That’s one reason the various bills routinely polled around 20 percent — without Trump using the bully pulpit to argue on behalf of the legislation, critics, terrible Congressional Budget Office reports, and news of congressional infighting filled the void.

The conservative WALLSTREET JOURNAL said...

The Journal urged Trump, his family and his associates to release any pertinent information regarding meetings, communications and business dealings with Russians or anyone connected to Russia, with the rationale that the “short-term political damage” is preferable to “death by a thousand cuts of selective leaks.”

Although Trump is regularly pilloried by more liberal editorial boards, the Journal’s caustic attack against the Republican commander in chief is striking. The paper is under the umbrella of News Corporation, Rupert Murdoch’s media conglomerate, which operates the Trump-friendly Fox News.
The editorial board noted that Trump is unlikely to heed its advice.

“Mr. Trump somehow seems to believe that his outsize personality and social-media following make him larger than the Presidency,” the Journal cautioned. “He’s wrong. He and his family seem oblivious to the brutal realities of Washington politics. Those realities will destroy Mr. Trump, his family and their business reputation unless they change their strategy toward the Russia probe. They don’t have much more time to do it.”

Denying all responsibility for health care won't work, because we have a Republican President, Republican House and Republican Senate. Nobody but his core will buy it, and them only because they've been suckered into believing that Obamacare has already failed, is wildly unpopular and monolithically opposed in the health care industry.

Trump says that he is driving a bus with a leaky brake hose. HE wanted to wrap some duck-tape around it - quick fix, slashing costs, back on the road better than ever. But those Democrats sitting in the back of the bus wouldn't let him. And a few Republicans sitting too close to them. So if Trump crashes that bus - and he says he's sure that he will - it's all THEIR fault, not his. Really CH, that's pathetic even by Trump's standards.

That's all based on a Republican fiction however, because we've been hearing about this job-killing, economy-starving death spiral of the entire industry for years from them. Yet nobody in the industry wanted to see the Senate's "fix" happen, and the vast majority of Americans hoped that the Republicans would get their hands off of it.

So yes, people who value ubiquitous health care are cheering the Republicans' failure. But when there ARE leaks here and there, those same Republicans had better get on a stick and plug them because it's dead certain, they do own those problems now.

well wp, trump could very well just let it collapse. the funding appropriated for it by the previous administration was blatantly illegal and unconstitutional.

take away the $$$ and it has no possible way to survive.

so let it crash, let it burn, and let's return to the pre-obamacare days when 80+% of america liked their coverage and could actually afford it.

and when it comes to denying all responsibility, the GOP is on solid ground here. the legislation as it was passed by democrats only still exists, no changes to it have ever been made, and there is not a single GOP fingerprint on the legislation as we know it today.

what the GOP IS guilty of is breaking their promise to repeal. they've had seven years to craft an alternative and that should've been prepared and ready to go at the conclusion of trump's inauguration. but. as usual, the "well-fed republicans"* on the hill from both houses either never intended to repeal and replace to begin with for purely political reasons, or they're just feckless idiots.

Take away the subsidies, that you think are illegal, go full on scorched earth on Medicaid while you're at it, and see what happens. You think Trump and the GOP will skate on that?

C.H. Truth said...

Problem with your analogy WP...

Donald Trump wasn't responsible for the design and manufacturing of that bus, he didn't decide to purchase the bus, and he certainly isn't driving the bus. He has stated over and over that this bus does not work properly and that nobody should be driving that bus, because it's going to break down. It's leaking oil, leaking coolant, leaking break fluid, and it requires all sorts of additional maintenance just to keep it on the road.

Maintenance that the Bus prior never required.

It's the Democrats who feel that we are going to be fine as long as we keep up the expensive maintenance of filling oil, coolant, etc, and otherwise subsidizing the Bus - in a manner that a well designed and well maintained bus would not require.

Donald Trump - however - wants to haul that bus over the junk yard and sell it off as scrap. He would prefer to simply to design and manufacture a new bus, that he would then be more than willing to drive and take responsibility for.

So if that origianl bus (that Trump feels needs replacing) happens to break down in the middle of nowhere and causes those riding it, all sorts of hardship... Just as Trump predicted.

How it that Trump's fault?

___

The reality here WP is simple.

Democrats say Obamacare works just fine.

Trump says it doesn't.

If it breaks down and causes problems... Democrats are wrong and Trump is right.

You somehow fall for the argument that Obamacare is both working just swell - while simultaneously arguing that any problems are someone else's fault.

_________________________________________________________________________________________________________________________________

i don't "think" they're illegal.

they ARE illegal.

and if you had read cali's earlier post on the topic you would understand that killing medicaid "while we're at it" was never plausible or intended by the GOP:

Consider what would have happened if Democrats had followed the Republican Party’s sterling example of political expedience: They would have scaled back to a more modest ambition, probably a Medicaid expansion, while keeping their hands off the individual market. Since most of Obamacare’s coverage gains came from the Medicaid expansion, they could have gotten a substantial portion of the coverage gains that the law achieved.

More to the point, they wouldn’t have needed to touch most peoples’ insurance at all. Most people like their insurance (while thinking that the system as a whole is terrible). Messing with people’s insurance was what fed the ensuing political firestorm. That, a mostly avoidable conflagration ultimately ended up torching a number of careers, and the Democratic majorities, leaving the party unable to repair a jury-rigged bill that had never been strong enough to survive without substantial political support.

Legal challenges to a more modest bill probably would never have reached the Supreme Court level. So states would not have had the option of declining the Medicaid expansion, an option given to them by a Supreme Court looking for a compromise on the controversial NFIB v. Sebelius case, one that would loosen the law’s strictures without striking down decades’ worth of Commerce Clause jurisprudence. So all 50 states would probably have expanded their Medicaid programs, thereby not only providing more coverage, but also making even Republican senators reluctant to touch a program that was providing their states with a lot of money.

Instead Democrats fixated on “fixing” the individual market, and passed a draft bill never meant for prime time. In doing so, they broke both that market, and their own party’s majority. The survival of their jury-rigged “temporary” solution in the face of the Better Care Reconciliation Act is not much reason to cheer; the program is still on life support, and there is no doctor in the house. Or in the Senate, either.

as usual, democrats just can't help themselves. the poor could've been served with the rest of us left to enjoy what we already had. but NOOOOOO... democrats always have to overreach, dreaming of that day, a day that never comes, when the imposition of socialism will "really work this time guys! serious!"

Axios: “All of the Republican senators who oppose the Senate health care bill are meeting tonight to work out their differences — after being told by President Trump this afternoon that they need to work late into the night to get a deal. The holdouts, including moderates and conservatives, are scheduled to meet in Sen. John Barrasso’s office at 7:30 pm Eastern with the goal of getting a deal to revive the shelved Affordable Care Act repeal and replacement bill.”

However, one senior GOP aide dismissed the chances for actual progress: “This is just the death rattle.”

Lawmakers Still Don’t Know What They’re Voting On

Caitlin Owens: “It’s up in the air what Senate Republicans will vote on next week, following their meeting with President Trump on Wednesday. The goal seems to be to get something passed, regardless of whether it just repeals parts of the Affordable Care Act or tries to replace them.

“It can’t be overstated how wild it is that Senate Republicans are planning to vote on a massive restructuring of the health insurance system next week, without knowing what it will look like. And though passage of anything seems unlikely, if they do manage to pass a replacement bill, it’ll be a patchwork of last-minute compromises on top of a bill that is already massively unpopular and hasn’t been thoroughly analyzed. And Republicans will then own whatever happens under their bill.”

NO WAY TO RUN A GOVERNMENT

Coldheartedtruth Teller said...

32,000,000 Americans would lose their health insurance by 2026 under the Senate Bill.

Thirty-two million fewer people would have health coverage, health insurance premiums would double and the insurance market would destabilize over the next 10 years under legislation the Senate may take up next week, according to a report the Congressional Budget Office published Wednesday.

This isn’t the Better Care Reconciliation Act, the measure to repeal and “replace” the Affordable Care Act that Senate Majority Leader Mitch McConnell (R-Ky.) shelved Monday because it lacked enough support to pass ― and that President Donald Trump and some Republican senators are trying to revive.

Instead, McConnell said he plans to bring up legislation bluntly entitled the Obamacare Repeal Reconciliation Act, which is based on a bill Congress passed in 2015 and that President Barack Obama vetoed last year.

Both the House-passed American Health Care Act and the Better Care Reconciliation Act sought to erect new health insurance systems and new, less generous forms of financial assistance as well as eliminate many of the Affordable Care Act’s regulations and consumer protections.

The Obamacare Repeal Reconciliation Act, by contrast, would merely eliminate the Affordable Care Act’s tax credits for private insurance, funding for its Medicaid expansion, the individual mandate that most Americans obtain health coverage or face tax penalties, the mandate that large employers offer health benefits to workers, and the taxes on wealthy people and health care corporations.

The result of those policies, the Congressional Budget Office projected in its report Wednesday, would be vastly more uninsured people and an unsustainable health insurance market.

Taking away financial assistance for private insurance and funding for states that expanded Medicaid under the Affordable Care Act would cause millions to lose coverage, including 17 million next year alone.

But the damage to the health care system would go deeper. Absent the individual mandate ― which encourages low-cost healthy people to enroll in coverage ― and the tax credits for insurance policies sold on the exchanges, insurers would be forced to increase premiums to cover the expense of treating those customers who are sick enough that they are motivated to buy coverage.

CBO cooked the books liver and this has been shown

But a cursory look at the CBO’s own data raises serious questions about its headline conclusion and should make many in Congress ask CBO some tough questions.

CBO’s projected Medicaid losses have their own problems. For example, 5 million are projected to “lose” Medicaid expansion coverage in states that never expanded Medicaid in the first place. Another 7 million are projected to “lose” Medicaid coverage because the individual mandate goes away, even though the individual mandate does not apply to almost all of those currently on or eligible for Medicaid.

But CBO’s projections for the individual market are perhaps the most bizarre. According to the CBO, roughly 19 million Americans are expected to buy insurance in the individual market in 2018 if the BCRA becomes law.

CBO states that BCRA is responsible for a 7 million person reduction from what would happen under current law (the Affordable Care Act), based on CBO’s 2016 baseline estimates.

The only trouble? CBO updated its baseline estimates in January 2017 to account for how much lower the actual Obamacare exchange enrollment has been, much lower than it previously anticipated as recently as last year.

The result: In January 2017, CBO projected that just 19 million Americans will buy insurance in the individual market under current law (the ACA) in 2018.

That means CBO projected the BCRA would reduce individual insurance coverage by 7 million in 2018, despite the fact that the exact same number of people are projected to have individual insurance in 2018 under the ACA, under CBO’s revised 2017 baseline.

Importantly, that’s still 1 million more people than the 18 million Americans currently in the individual market.

The CBO headline should read: BCRA projected to have no individual insurance coverage losses in 2018 (compared to CBO’s 2017 projections) and total individual market projected to increase by 1 million over the current year.

Senate GOP leaders have shelved their bill to dismantle and replace the Affordable Care Act, also known as “Obamacare.”

Mark Bertolini, the CEO of insurance giant Aetna (AET), argues that the ACA can’t be repealed. But he sees things that can be done to fix it.

“So here we have a bill that was passed in 2010, and hasn’t been touched for seven years because it’s been a political football,” Bertolini said in a wide-ranging interview with Yahoo Finance. “It was not bipartisan, and here we have it fraying at the edges because we haven’t made the changes necessary to keep it viable.”

“It can’t be repealed”

Bertolini noted that other major social programs such as Medicare, Medicaid, and Social Security have been bipartisan and they have been tweaked over the years.

“Any of those other programs wouldn’t work had we left them alone for seven years,” Bertolini said. “So this idea of it financially fraying at the edges… Its original rules and conditions aren’t what the world’s like today and those need to change
