The fact is that Mueller's report does not report that these contacts were "suspicious".
What the report claims is that it took a list of contacts between "Trump campaign officials and individuals" and "individuals with ties to Russian Government" and investigated whether or not there was anything about those contacts that actually was "suspicious" or otherwise were part of coordination, conspiracy, or cooperation.
Many of those contacts where garden variety contacts that would normally take place between foreigners and Presidential Candidates. Others (like Trump's business meetings regarding possible Moscow real estate deals) and Paul Manafort's political consulting contacts were not even election related.
But... being very thorough.
What Special Counsel did is treat each and every instance as if it "might" be something tied to coordination, conspiracy, etc... and then drew a conclusion about each of them.
As it turned out, not a single one of those contacts were found to have been actually tied to any coordination or cooperation from the Trump administration. That was found true even when certain Russian contacts were made with the intention of offering something and the Trump campaign declined it.
So they had a chance to individually investigate each and every contact to the fullest extent that they wanted. Unlimited money and unlimited time buys you that. So when they come to a conclusion about something, they came to a conclusion. There are no "grey" areas where they just left it alone and didn't bother to check on "suspicious behavior".
Every last "suspicious act" was fully investigated.
At the end...
Well we all know the final outcome.
No coordination, no cooperation, and no conspiracy.
Couldn't be any clearer, unless you are dumb enough to listen to Adam Schiff.
