In a recent interview with CBS News, Barr said he chose Durham because he wanted "someone who is tenacious, who is used to looking at sensitive material involving government activities, who has a reputation for being fair and evenhanded."
He also revealed that U.S Attorney John Huber, who had been assigned by Barr's predecessor Jeff Sessions to look into issues related to FISA applications and the electronic surveillance, had "stood back" while Horowitz carried out his review.
Yeah, this stinks like something Jeff Sessions cooked up. Find someone who would stand back, do nothing, and possibly even recuse himself from what he was tasked to do. From what has been suggested, Huber had refused to act, even on areas where Horowitz made criminal referrals.
On the flip side, Bill Barr wants someone active, who will take whatever balls he is given and run with them. It's a near certainty that Durham will push any criminal referrals, and may even reopen the ones that Huber ignored.

Crop Planting Delays Reach Historic Levels Resulting in High Levels of Uncertainty for 2019

In many parts of the country, the weather just isn’t cooperating for farmers. All across the farm belt record-breaking precipitation has been causing headaches for farmers with flooding of fields and excess soil moisture. As a result, tractors are getting stuck in mud, fields are completely underwater, and Mother Nature is doing her very best to keep crops from getting put into the ground. On Tuesday, USDA released the latest Crop Progress report showing historic delays in corn and soybean plantings across farm country. Many acres are, or soon will be, eligible for prevented planting payments through corn crop insurance policies. We are looking at the biggest event for grain and oilseed markets since the drought of 2012. The combination of record-breaking extreme weather alongside continued policy uncertainty has agricultural economists across the board scratching their heads trying to figure out how everything will shake out. At this point, the only thing for certain is that nothing is known with any degree of certainty.
Delays in Planting
USDA’s Tuesday release of the Crop Progress report showed historic delays in corn and soybean plantings across the country. Looking at the five year average, typically at this point in the year corn planting would be 90% complete, but this year farmers have only planted 58% of their intended acres. This translates to nearly 39 million acres of corn still waiting to be planted, which is an astronomical number, especially at this point in the year. We talk about corn experiencing historic delays in planting, but to put that in perspective it is helpful to look at some of the worst years in planting delays. Figure 1 shows 2019 planting progress for corn alongside the five-year average and 1993 and 1995, two years that are widely cited as being some of the most delayed in corn planting.

MANHATTAN, KAS. — During a day-long spot-check of 240 central and northern Kansas wheat fields, scouts on Tuesday braved cold, wet and muddy conditions to find hard winter wheat behind normal pace, but growing drought- and disease-free with the potential for higher yields and lower proteins in 2019.
Scouting teams comprised of wheat industry professionals spanning the entire supply chain, plus government, academic and media representatives, departed Manhattan, Kas., before dawn Tuesday for Day 1 of Wheat Quality Council's annual Hard Winter Wheat Tour. Teams of three or four scouts traveled southwest, west or northwest along one of five color-coded routes through the Southern Plains. One route extended further north for a five-county peek at Nebraska winter wheat.
General findings echoed in reports from many teams were that soil moisture was plentiful, sometimes bordering on surplus just west of Manhattan, but fields grew increasingly dry as scouts proceeded west.
“The thing is we’re really drying out on the surface, but the upside of all that moisture we had last fall is, profile-moisture-wise, we’re sitting in really good shape,” said Lucas Haag, the Northwest agronomist at Kansas State University's Northwest Research — Extension Center in Colby, Kas.
Stopping at least once per county, typically more often, the wheat enthusiasts examined unfenced wheat fields using multiple measurements of wheat height and tiller count, along with ratings of growth stage, disease presence, soil moisture and wheat stands. Using formulas devised by the National Agricultural Statistics Service arm of the U.S. Department of Agriculture, a bu-per-acre yield estimate for each field was noted and later used to calculate a one-day yield average for each vehicle.
