“Mr. Shokin attempted to continue the investigations but on or around June or July of 2015, the U.S. Ambassador Geoffrey R. Pyatt told him that the investigation has to be handled with white gloves, which according to Mr. Shokin, that implied do nothing,” the notes from the interview stated. The notes also claimed Shokin was told Biden had held up U.S. aid to Ukraine over the investigation.
Shokin was fired in April 2016, and his case was “closed by the current Prosecutor General Yuriy Lutsenko,” according to the notes. Despite his claims, Shokin, on both sides of the Atlantic, had been widely accused of corruption.
In a statement to Fox News after this report was first published, Giuliani said the details were gathered before Biden announced his presidential run and the allegations were brought to him.
"I explored them as part of my duty as an attorney to show that the crimes committed, were not by my client, but by Democrats. I was not seeking to investigate Joe Biden. I was not investigating Joe Biden," Giuliani said.
He also confirmed that he brought the documents to the State Department, saying that he was disappointed they had not been investigated.
"Maybe they will now," he said.
The new documents were shared with Fox News by sources familiar with the “urgent” briefing held by State Department Inspector General Steve Linick on Wednesday.
So everyone seemed to be wondering what the latest "urgent" Inspector General Meeting was about, but now we find that it was in regards to some of these documents that had been brought to the State Department, but apparently ignored.
Now that all of this is in the news and we have all of these competing realities about what really went on, perhaps the best way to settle it once and for all is to actually have this investigated.

Mother Jones, NYT and the WSJ have all written basically the same story that claims that the investigation was "dormant" at the time of the firing. However, as pointed out by Shokin, there were both investigations into the company itself, as well as investigations into the people within the company. Those investigations were working in tandem and at no time where they not investigating one or the other.

A bipartisan group of lawmakers echoed then-Vice President Joe Biden’s push for anti-corruption reforms in Ukraine, including within the country’s office of the prosecutor general, according to a 2016 letter unearthed by CNN.
In the letter, Sens. Rob PORTMAN (R-Ohio) and Dick Durbin (D-Ill.), co-chairs of the bipartisan Senate Ukraine Caucus, pressed Ukraine’s then-President Petro Poroshenko to take action on “entrenched corruption” within his government.
“We recognize that your governing coalition faces not only endemic corruption left from decades of mismanagement and cronyism, but also an illegal armed seizure of territory by Russia and its proxies,” they wrote in the letter. ”[We] urge you to press ahead with urgent reforms to the Prosecutor General’s office and judiciary.”
The letter was also signed by Sens. Ron JOHNSON (R-Wis.), Mark KIRK (R-Ill.), Chris Murphy (D-Conn.), Jeanne Shaheen (D-N.H.), Richard Blumenthal (D-Conn.) and Sherrod Brown (D-Ohio).
The letter appears to undermine President Donald Trump’s unsubstantiated claim that there was “quid pro quo” when then-Vice President Biden withheld aid to Ukraine to push the country’s leaders to fire its prosecutor general, Viktor Shokin.
Trump claims Biden did so for the purpose of impeding an investigation into Burisma, a Ukrainian gas company upon whose board Hunter Biden served. No evidence has been brought to light to suggest this.
Biden boasted in 2018 about withholding $1 billion in aid to Ukraine to get them to oust Shokin, which Trump has claimed amounts to a “quid pro quo.” But foreign policy experts, including a former U.S. ambassador to Ukraine, say Biden’s actions were an appropriate form of diplomatic pressure.
Biden wasn’t the only person calling for Shokin’s removal from office.
Members of Congress (as evidenced by the 2016 letter of support), European leaders and international organizations
were all pushing for the notoriously corrupt prosecutor to be fired.
Shokin’s office had opened an investigation into Burisma, but it was dormant by the time Biden was working on anti-corruption efforts in Ukraine.
Ukrainian authorities have cleared Biden of any wrongdoing related to Shokin’s firing.

In a comprehensive, powerful show open on Thursday’s edition of Shepard Smith Reporting, the Fox News anchor spelled out the potential ramifications of President Donald Trump asking China to investigate former Vice President Joe Biden.
“The president asked Ukraine and China to investigate his political rival on television for all the world to hear,” Smith said. “Fox News knows of no federal investigation of his rival for any violations of any American law. If it is determined that the president made that request to help his campaign for reelection, President Trump may have violated federal law. It is illegal to ask a foreign national or foreign country for any political assistance. To our knowledge, no president before President Trump in American history has publicly asked an adversary in to investigate a rival.”
Smith went on to note that Biden said that “what he did in Ukraine was fully transparent and was carried out in front of the whole world. There is no known evidence to support President Trump’s conspiracy theories about Biden’s activities, as we have reported here repeatedly.”
The anchor closed his devastating five-minute opener by doubling back to Trump’s urging the Chinese to investigate Biden.
“Today, the president did exactly what he’s accused of doing. This time on live television. And this time, he asked the totalitarian government of China to investigate his will ahead of trade talks scheduled for next week.”
