I can confirm to you tonight. The US government had open source intelligence and was aware that as early as February in 2019 that the Ukrainian government was planning on reopening the Burisma investigation.
This was long before the president ever imagined to have a call with President Zelensky. In fact it’s before President Zelensky was even elected.
This is a significant shift in the factual timeline. This is information that was omitted from the whistleblower’s complaint.

A treaty has to be approved (or ratified) by the Senate with a 2/3 vote, but not the House. There is also what is know as an "executive agreement" which does not require any approval from the Senate. There is a "congressional treaty" which requires both chambers of Congress to approve.
Not too surprisingly the past decade or so has seen the widespread rise in the number of "executive agreements" (most signed by Obama).
The problem with an "executive agreement" is that it can be undone at any time by the next "executive" whereas a treaty must be followed by subsequent Presidents unless it is legally repealed.

It means Congress cannot open an impeachment inquiry without a full vote of the house and once opened the process must be public and the president has a right to cross-examine witnesses against him and the minority has subpoena powers equivalent to the majority.
These are the current house rules and to change these rules now and arbitrarily declare an impeachment inquiry with secret evidence and no right of subpoena and cross-examination is a violation of due process.
