For purposes of campaign laws "a thing of value" can be provided legally by U.S. citizens as long as the value does not exceed campaign finance limits. No "thing of value" can be provided legally by any foreign entity.
So how much is an investigation worth? Was Barack Obama, Loretta Lynch, James Comey and gang guilty of providing campaign funds to Hillary Clinton by investigating Donald Trump and his team in 2016? When Obama, Lynch, and others met with the Ukrainians to coordinate an investigation into Trump's campaign manager, wouldn't that also be a solicitation of a "thing of value" from a foreign source?
Logically something is either a "thing of value" or it's not. If investigating a candidate for President is a "thing of value" then no foreign power can ever investigate anyone (or apparently anyone closely associated with that person) from the United States who happens to be running (or may run) for any office. That investigation would constitute election interference.
That would mean that any coordination between our law enforcement and any foreign power would be considered an illegal act (by our law enforcement) if the people they are investigating are running for office. The very law enforcement people responsible for investigating could be brought up on charges for conspiring with a foreign entity to break campaign finance laws. Probably everyone from the administrators, supervisors, and the rank and file investigators.
In essence, running for office basically provides a person with a get out of jail free card, because it would be illegal (as a violation of campaign funds) for them to be investigated.
Lastly, it would mean that Donald Trump can no longer be investigated. Any investigation into him provides a "thing of value" to his political opponent, and therefor would be a violation of campaign laws. The entire impeachment effort could not cost more than the amount of money each member of the Democratic caucus is eligible to provide to his opponent. Let them pool their money and that is their budget. The moment that the cost of that investigation goes over that amount, then each and every member of the Democratic caucus would be guilty of campaign finance laws.
If all of this sounds stupid to you, it's because it is stupid. Investigations are not, never have been, and never should be considered a "thing of value" for campaign purposes. If they were, then that particular concept would have come up at least once or twice before Donald Trump and 2019. Moreover the word "investigation" is not actually interchangeable with "digging up dirt". They are two entirely different concepts.

How many times in 2016 did you complain about a candidate (and those around him) being under investigation by our own and other foreign entities?
Are you going to call on Democrats to put a halt to investigating Trump, since he is running for President and those investigation are a "thing of value" and they would be illegally using Federal money to promote his opponents?
