The State Department has completed its internal investigation into former Secretary of State Hillary Clinton's use of private email and found violations by 38 people, some of whom may face disciplinary action.
The investigation, launched more than three years ago, determined that those 38 people were "culpable" in 91 cases of sending classified information that ended up in Clinton's personal email, according to a letter sent to Republican Sen. Chuck Grassley this week and released on Friday. The 38 are current and former State Department officials but were not identified.
The investigation covered 33,000 emails that Clinton turned over for review after her use of the private email account became public. The department said it found a total of 588 violations involving information then or now deemed to be classified but could not assign fault in 497 cases.
For current and former officials, culpability means the violations will be noted in their files and will be considered when they apply for or go to renew security clearances. For current officials, there could also be some kind of disciplinary action. But it was not immediately clear what that would be.
Although the report identified violations, it said investigators had found "no persuasive evidence of systemic, deliberate mishandling of classified information."

BEIJING (AP) — China's economic growth sank to a new multi-decade low in the latest quarter as a trade war with the U.S. deepened a slump that is weighing on the global economy.
Growth in the world's second-largest economy slipped to 6% in the three months ending in September, down from the previous quarter's 6.2%, data showed Friday. It was the weakest level since China started reporting data by quarters in 1993.
The slowdown and weakening consumer demand add to headaches for Chinese leaders as they fight a 15-month-old tariff war that has sapped China's exports.
Still, the slowdown will not necessarily compel decision makers in Beijing to reach an agreement with President Donald Trump since domestic factors, rather than trade, are having a bigger impact on the economy, said Julian Evans-Pritchard of Capital Economics.
"I don't think striking a deal with the U.S. and lifting those tariffs would resolve the issues the Chinese economy is facing," said Evans-Pritchard. "It would be only a modest boost."

The weak data raise the likelihood of interest rate cuts and other stimulus to shore up growth and avert politically dangerous job losses. WASHINGTON (AP) — President Donald Trump is pushing back at criticism that his Syria withdrawal is damaging U.S. credibility, betraying Kurdish allies and opening the door for a possible resurgence of the Islamic State. He touted a cease-fire agreement that seemed at risk as Turkey and Kurdish fighters differed over what it required and whether combat had halted.
“We’ve had tremendous success I think over the last couple of days,” Trump declared Friday. He added that “we’ve taken control of the oil in the Middle East” -- a claim that seemed disconnected from any known development there.
He made the assertion twice Friday, but other U.S. officials were unable to explain what he meant.
Calling his Syria approach “a little bit unconventional,” the president contended that Turkish President Recep Tayyip Erdogan as well as the Syrian Kurdish fighters the Turks are battling agree that the U.S.-brokered cease-fire was the right step and were complying with it.
“There is good will on both sides & a really good chance for success,” he wrote on Twitter.
That optimism seemed at odds with Erdogan’s own words. He told reporters in Istanbul that Turkish forces would resume their offensive in four days unless Kurdish-led fighters withdraw “without exception” from a so-called safe zone 20 miles (30 kilometers) deep in Syria running the entire 260-mile (440-kilometer) length of the border with Turkey.
There was NO SIGN OF ANY PULLOUT by the Kurdish-led forces, who accused Turkey of violating the cease-fire with continued fighting at a key border town.
They also said the accord covers a much smaller section of the border. And some fighters have vowed NOT TO WITHDRAW at all, dismissing the deal as a BETRAYAL BY THE U.S., whose soldiers they have fought alongside against the IS.
Eric Edelman, a former U.S. ambassador to Turkey who served as the Pentagon’s top policy official during the George W. Bush administration, said he doubts Turkey and its Syrian proxies could control the entire border area from the Euphrates to Iraq without help from Russia or others.
“That’s a very big expanse of territory to hold, albeit a lot of it is uninhabited,” Edelman said. “That probably means they’ve cut already some deal with the Russians and the Iranians.”
Even so, Trump insisted peace was at hand.
“There is a cease-fire or a pause or whatever you want to call it,” he said. “There was some sniper fire this morning,” as well as mortar fire, but that was quickly halted and the area had returned to a “full pause,” he said.
Trump also asserted that some European nations are now willing to take responsibility for detained IS fighters who are from their countries.
“Anyway, big progress being made!!!!” he exclaimed on Twitter.
Trump said nothing further about the European nations he now contends have agreed to take some of the IS fighters, a demand he has repeated often. NO EUROPEAN GOVERNMENT announced an intent to take control of IS prisoners.
Speaking in Brussels after briefing NATO ambassadors on the Syria situation, Secretary of State Mike Pompeo said, “We’ve seen comments today from a number of countries who said they may well be prepared to take back these fighters.” He, too, identified NO SUCH COUNTRIES.

Rep. Francis Rooney (R-Fla.), who was the first House Republican express openness to voting to impeach President Donald Trump, announced his retirement on Saturday.
“I thought the idea was you came and did your public service and left, you accomplish what you want to accomplish and you left," Rooney said on Fox News. "And that’s what I want to be an example to do. And I’m also tired of the intense partisanship that stops us from solving the big questions that America needs solved.”
The two-term congressman confirmed his plans shortly afterward in an interview with POLITICO.
The news came one day after Rooney, a former construction company owner and major GOP donor, told CNN he couldn't dismiss the possibility that the president committed an impeachable offense in his dealings with Ukrainian officials. The investigation, launched more than three years ago, determined that those 38 people were "culpable" in 91 cases of sending classified information that ended up in Clinton's personal email, according to a letter sent to Republican Sen. Chuck Grassley this week and released on Friday. The 38 are current and former State Department officials but were not identified.
The investigation covered 33,000 emails that Clinton turned over for review after her use of the private email account became public. The department said it found a total of 588 violations involving information then or now deemed to be classified but could not assign fault in 497 cases.
For current and former officials, culpability means the violations will be noted in their files and will be considered when they apply for or go to renew security clearances. For current officials, there could also be some kind of disciplinary action. But it was not immediately clear what that would be.
Although the report identified violations, it said investigators had found "no persuasive evidence of systemic, deliberate mishandling of classified information."

In the end, State Department investigators found 38 current or former employees “culpable” of violating security procedures — none involving material that had been marked classified — in a review of roughly 33,000 emails that had been sent to or from the personal computer system Clinton used.

Since the 9/11 terrorist attacks, I have worked with three presidential administrations to fight radical Islamist terrorism. I have distilled three principal lessons about combating this complex threat.
Lesson No. 1 is that the threat is real and cannot be wished away. These fanatics threaten American interests and American lives. If permitted to regroup and establish havens, they will bring terror to our shores.

Between the lines: While the Department of Defense is considering options such as drone campaigns and commando raids, it would be difficult to trail and gain intelligence on ISIS members without troops on the ground, per Politico.

WASHINGTON (AP) — President Donald Trump is pushing back at criticism that his Syria withdrawal is damaging U.S. credibility, betraying Kurdish allies and opening the door for a possible resurgence of the Islamic State. He touted a cease-fire agreement that seemed at risk as Turkey and Kurdish fighters differed over what it required and whether combat had halted.
“We’ve had tremendous success I think over the last couple of days,” Trump declared Friday. He added that “we’ve taken control of the oil in the Middle East” -- a claim that seemed disconnected from any known development there.
He made the assertion twice Friday, but other U.S. officials were unable to explain what he meant.
Calling his Syria approach “a little bit unconventional,” the president contended that Turkish President Recep Tayyip Erdogan as well as the Syrian Kurdish fighters the Turks are battling agree that the U.S.-brokered cease-fire was the right step and were complying with it.
“There is good will on both sides & a really good chance for success,” he wrote on Twitter.
That optimism seemed at odds with Erdogan’s own words. He told reporters in Istanbul that Turkish forces would resume their offensive in four days unless Kurdish-led fighters withdraw “without exception” from a so-called safe zone 20 miles (30 kilometers) deep in Syria running the entire 260-mile (440-kilometer) length of the border with Turkey.
There was NO SIGN OF ANY PULLOUT by the Kurdish-led forces, who accused Turkey of violating the cease-fire with continued fighting at a key border town.
They also said the accord covers a much smaller section of the border. And some fighters have vowed NOT TO WITHDRAW at all, dismissing the deal as a BETRAYAL BY THE U.S., whose soldiers they have fought alongside against the IS.
Eric Edelman, a former U.S. ambassador to Turkey who served as the Pentagon’s top policy official during the George W. Bush administration, said he doubts Turkey and its Syrian proxies could control the entire border area from the Euphrates to Iraq without help from Russia or others.
“That’s a very big expanse of territory to hold, albeit a lot of it is uninhabited,” Edelman said. “That probably means they’ve cut already some deal with the Russians and the Iranians.”
Even so, Trump insisted peace was at hand.
“There is a cease-fire or a pause or whatever you want to call it,” he said. “There was some sniper fire this morning,” as well as mortar fire, but that was quickly halted and the area had returned to a “full pause,” he said.
Trump also asserted that some European nations are now willing to take responsibility for detained IS fighters who are from their countries.
“Anyway, big progress being made!!!!” he exclaimed on Twitter.
Trump said nothing further about the European nations he now contends have agreed to take some of the IS fighters, a demand he has repeated often. NO EUROPEAN GOVERNMENT announced an intent to take control of IS prisoners.
Speaking in Brussels after briefing NATO ambassadors on the Syria situation, Secretary of State Mike Pompeo said, “We’ve seen comments today from a number of countries who said they may well be prepared to take back these fighters.” He, too, identified NO SUCH COUNTRIES.

Rep. Francis Rooney (R-Fla.), who was the first House Republican express openness to voting to impeach President Donald Trump, announced his retirement on Saturday.
