Bloomberg is here referring to the fact that taxing sugary drinks can discourage poorer people from drinking them and thus help prevent them from dying prematurely from obesity.
The same is true of cigarettes, as we have long been aware. How terrible that so many poor people's lives have been saved because higher cigarette taxes have discouraged them from smoking.

And? Isn't that exactly what I stated? Taxes on goods (or sin taxes as it were) are regressive by nature and tend to hit the poor harder. Bloomberg is suggesting that it's up to the government to make these choices...
I guess if you can afford to buy a big slushy and pay the extra tax, then you are free to get fat and have health concerns. If you are poor and don't have the money to pay the extra in taxes, then that choice is taken away from you.
I guess if you feel the desire, need, or obligation to "protect" poor people from their own financial and health decisions... then this is the ticket and Bloomberg is your man!
But I believe it was just the other day that the Reverend Hypocrite suggested that Bloomberg did not want to use taxes and the government to manipulate the spending habits of poor people. Sure looks like he does!

The two billionaires (Bloomberg and Steyer) have outspent the rest of the Democratic field combined and still represent less than 15% in the national polls between the two of them. Money cannot buy a candidacy!
Perhaps mini-Mike will garner his lift shoes, and milk crate to stand on if he ever decides to join a debate and get in the mix. But for now, he is flying under the radar taking no criticism or attacks from the other candidates... because even after spending $200 million, he is still losing.

philly tried this on sugary drinks, mostly soda. but it didn't hurt the poor. it hurt the merchants. as with most prohibitionary (?) government tactics those targeted find a work-around. the poor hopped onto public transportation, cruised to discount stores just beyond the city limits, and bought their soda pop by the case.
the city of philly enjoyed a DECLINE in tax revenue, and the merchants saw a significant decline in business.
