So there is much disagreement.... including Dr Fauci 15 years ago and Dr Fauci today.

It makes strategic sense to redeploy forces to Poland since that would be the new frontier in any conflict between NATO and Russia.
The bases in Germany have outlived their usefulness as combat bases and are being re-tasked for logistical support. That is pretty much their function now and can be still done without the excess combat presents.
