When the Reagan administration sent Stinger missile launchers, the occupation of Afghanistan became a deadly quagmire, with Soviet helicopters being destroyed at a crippling rate.
All in all, thousands of Soviet soldiers were killed with the aid of U.S. arms. And yes, you can look at that as payback for Soviet aid to North Vietnam.

“There has been an impact” on the Army from the coronavirus’s surge across the parts of the country where most soldiers are located, Army Surgeon General Lt. Gen. Quebec's experiment to open schools amid COVID-19 was successful, education experts say
Quebec’s closely watched experiment reopening schools amid the COVID-19 pandemic winds down next week as the summer break begins, and the reviews are largely positive.
The province was the first in the country to reopen schools after COVID-19 brought regular life to a standstill, with children outside the Montreal region heading back to class in mid-May. ... Last week, Quebec Education Minister Jean-Francois Roberge said the province’s experience reopening schools gave it the confidence to move ahead with a full-time reopening of elementary and high schools in the fall.
There will be physical distancing and enhanced hygiene practices. And until Grade 10, classrooms will have “bubbles” of up to six children who won’t have to maintain a distance between each other.
Health authorities said those bubbles will make it easier to identify and contain any COVID cases in schools.
The Education Department said since the return to class, 53 students and teachers have been diagnosed with COVID-19, but Roberge stressed this week the vast majority of those cases occurred outside the classroom, and there were no serious illnesses.
As of June 10, the province reported 10 students and 12 staff members were still ill.
Kevin Roy, head of the Quebec Federation of Parents’ Committees, said the reopening of schools for on-site instruction went well. At no point in my career or life have I felt our nation’s values under greater threat and in more peril than at this moment. Our national government during the past few years has been more reminiscent of the authoritarian regime my family fled more than 40 years ago than the country I have devoted my life to serving.
Our citizens are being subjected to the same kinds of attacks tyrants launch against their critics and political opponents. Those who choose loyalty to American values and allegiance to the Constitution over devotion to a mendacious president and his enablers are punished. The president recklessly downplayed the threat of the pandemic even as it swept through our country. The economic collapse that followed highlighted the growing income disparities in our society. Millions are grieving the loss of loved ones and many more have lost their livelihoods while the president publicly bemoans his approval ratings.
There is another way.
During my testimony in the House impeachment inquiry, I reassured my father, who experienced Soviet authoritarianism firsthand, saying, “Do not worry, I will be fine for telling the truth.” Despite Trump’s retaliation, I stand by that conviction. Even as I experience the low of ending my military career, I have also experienced the loving support of tens of thousands of Americans. Theirs is a chorus of hope that drowns out the spurious attacks of a disreputable man and his sycophants.
Since the struggle for our nation’s independence, America has been a union of purpose: a union born from the belief that although each individual is the pilot of their own destiny, when we come together, we change the world. We are stronger as a woven rope than as unbound threads. America has thrived because citizens have been willing to contribute their voices and shed their blood to challenge injustice and protect the nation. It is in keeping with that history of service that, at this moment, I feel the burden to advocate for my values and an enormous urgency to act.
Despite some personal turmoil, I remain hopeful for the future for both my family and for our nation. Impeachment exposed Trump’s corruption, but the confluence of a pandemic, a financial crisis and the stoking of societal divisions has roused the soul of the American people. A groundswell is building that will issue a mandate to reject hate and bigotry and a return to the ideals that set the United States apart from the rest of the world. I look forward to contributing to that effort.
In retirement from the Army, I will continue to defend my nation. I will demand accountability of our leadership and call for leaders of moral courage and public servants of integrity. Margot Kagan, of Teaneck, told police she was using a fax machine at the store when a woman with a mask pulled down below her mouth approached a machine next to her. "The suspect became angry and yelled at the victim, who picked up her walking cane and pointed it directly at the suspect, coming within inches of the suspect's chest," said Capt. Darrin DeWitt, a detective with the Hackensack Police Department.

Four California men pleaded no contest to charges that they committed voter fraud by paying homeless people in Los Angeles's Skid Row for their votes.
The men had been caught bribing homeless people with $1 or a cigarette in exchange for their signatures, the Los Angeles District Attorney's office announced Wednesday.
Richard Howard and Louis Thomas Wise were each charged with a felony count for placing fake names on ballot initiative petitions and voter registration forms. Christopher Joseph Williams and Nickey Demelvin Huntley were charged for circulating ballot initiative petitions that included fake names.
Howard was issued a suspended sentence of three years in state prison and three years of formal probation, meaning that he will only serve his prison time if he breaks the terms of his probation. Wise was similarly issued a 16-month suspended sentence with three years of formal probation. Huntley and Williams both received three years of probation.
The voter fraud scheme was used in the 2016 and 2018 election cycles and involved nine people in total. In addition to the four who pleaded no contest, Norman Hall pleaded guilty in February and was sentenced to one year in jail, three years of probation, and 100 hours of community service. Four others who have been charged have yet to conclude their cases.
The nine people involved had contracts with various campaigns and ballot initiatives that paid individuals per signature or registration. According to a report from the Los Angeles Times, contractors can earn between $2 and $6 per signature or registration.

Climate scientists are frustrated by people who do not believe in climate change. In epidemiology, our frustration is with anti-vaxxers. Most anti-vaxxers are highly educated but still argue against vaccination. We now face a similar situation with ‘anti-herders’, who view herd immunity as a misguided optional strategy rather than a scientifically proven phenomenon that can prevent unnecessary deaths.
Because of its virulence, wide spread and the many asymptomatic cases it causes, Covid-19 cannot be contained in the long run, and so all countries will eventually reach herd immunity. To think otherwise is naive and dangerous. General lockdown strategies can reduce transmission and death counts in the short term. But this strategy cannot be considered successful until lockdowns are removed without the disease resurging.
The choice we face is stark. One option is to maintain a general lockdown for an unknown amount of time until herd immunity is reached through a future vaccine or until there is a safe and effective treatment. This must be weighed against the detrimental effects that lockdowns have on other health outcomes. The second option is to minimise the number of deaths until herd immunity is achieved through natural infection. Most places are neither preparing for the former nor considering the latter.
The question is not whether to aim for herd immunity as a strategy, because we will all eventually get there. The question is how to minimise casualties until we get there. Since Covid-19 mortality varies greatly by age, this can only be accomplished through age-specific countermeasures. We need to shield older people and other high-risk groups until they are protected by herd immunity.
Among the individuals exposed to Covid-19, people aged in their 70s have roughly twice the mortality of those in their 60s, 10 times the mortality of those in their 50s, 40 times that of those in their 40s, 100 times that of those in their 30s, and 300 times that of those in their 20s. The over-70s have a mortality that is more than 3,000 times higher than children have. For young people, the risk of death is so low that any reduced levels of mortality during the lockdown might not be due to fewer Covid-19 deaths, but due to fewer traffic accidents.
Considering these numbers, people above 60 must be better protected, while restrictions should be loosened on those below 50. Older people who are vulnerable should stay at home. Food should be delivered and they should receive no visitors. Nursing homes should be isolated together with some of the staff until other staff who have acquired immunity can take over. Younger people should go back to work and school without older coworkers and teachers at their sides.
While the appropriate magnitude of countermeasures depends on time and place as it is necessary to avoid hospital overload, the measures should still be age-dependent. This is how we can minimise the number of deaths by the time this terrible pandemic is over.
Among anti-herders, it is popular to compare the current number of Covid-19 deaths by country and as a proportion of the population. Such comparisons are misleading, as they ignore the existence of herd immunity. A country much closer to herd immunity will ultimately do better even if their current death count is somewhat higher. The key statistic is instead the number of deaths per infected. Those data are still elusive, but comparisons and strategies should not be based on misleading data just because the relevant data are unavailable.
While it is not perfect, Sweden has come closest to an age-based strategy by keeping elementary schools, stores and restaurants open, while older people are encouraged to stay at home. What struck me as a child, and has remained ever since, is that the determination of those fighting for freedom to not be underestimated, even facing prohibitive odds. But what has also struck me is the ability of human society to embrace a path of healing after strife. In the decades after World War II, I went to Germany, Italy, and Japan and saw alliances where there had been hatred. I have been to Vietnam and found the echoes of that bloody conflict very faint in the hearts of the younger generations. I have seen bigots find a path to empathy.
We cannot be pollyannaish, the lack of resolve to finish the peace after the Civil War can be measured in a continuation of bloodshed against Black Americans. And we cannot let up on the fight. But we can also hold on to our humanity and hope That drove leaders like John Lewis and Nelson Mandela. I understand the anger. It is an important and justified motivator. There must and should be a reckoning on so many fronts. There should also be a place to welcome those on the other side of old battlelines who wish to join in making this nation a more just and peaceful place to live.

Americans have to face the horrifying possibility that our leader is being blackmailed by Russia. Every interaction Trump has with Putin is shaded by the Helsinki tableau: the smug, grinning Putin, and a shaken Trump.

To the editor: I guess everybody has forgotten that the U.S. secretly provided about $3 billion to aid the mujahideen (or freedom fighters) in Afghanistan for their war against the Soviets in the 1980s. When the Reagan administration sent Stinger missile launchers, the occupation of Afghanistan became a deadly quagmire, with Soviet helicopters being destroyed at a crippling rate.
All in all, thousands of Soviet soldiers were killed with the aid of U.S. arms. And yes, you can look at that as payback for Soviet aid to North Vietnam.
By the end of 1993, Afghanistan was basically a destroyed country, and the Taliban and Osama bin Laden filled the vacuum. Just think: Had we stayed out of this, perhaps Russian soldiers would still be in Afghanistan and there would have been no 9/11.

Quebec's experiment to open schools amid COVID-19 was successful, education experts say
Quebec’s closely watched experiment reopening schools amid the COVID-19 pandemic winds down next week as the summer break begins, and the reviews are largely positive.
The province was the first in the country to reopen schools after COVID-19 brought regular life to a standstill, with children outside the Montreal region heading back to class in mid-May.

Last week, Quebec Education Minister Jean-Francois Roberge said the province’s experience reopening schools gave it the confidence to move ahead with a full-time reopening of elementary and high schools in the fall.
There will be physical distancing and enhanced hygiene practices. And until Grade 10, classrooms will have “bubbles” of up to six children who won’t have to maintain a distance between each other.
Health authorities said those bubbles will make it easier to identify and contain any COVID cases in schools.
The Education Department said since the return to class, 53 students and teachers have been diagnosed with COVID-19, but Roberge stressed this week the vast majority of those cases occurred outside the classroom, and there were no serious illnesses.
As of June 10, the province reported 10 students and 12 staff members were still ill.
Kevin Roy, head of the Quebec Federation of Parents’ Committees, said the reopening of schools for on-site instruction went well. But he added there are lessons to learn about remote teaching in the event a second wave of the virus hits.

The president recklessly downplayed the threat of the pandemic even as it swept through our country. The economic collapse that followed highlighted the growing income disparities in our society. Millions are grieving the loss of loved ones and many more have lost their livelihoods while the president publicly bemoans his approval ratings.
There is another way.
During my testimony in the House impeachment inquiry, I reassured my father, who experienced Soviet authoritarianism firsthand, saying, “Do not worry, I will be fine for telling the truth.” Despite Trump’s retaliation, I stand by that conviction. Even as I experience the low of ending my military career, I have also experienced the loving support of tens of thousands of Americans. Theirs is a chorus of hope that drowns out the spurious attacks of a disreputable man and his sycophants.
Since the struggle for our nation’s independence, America has been a union of purpose: a union born from the belief that although each individual is the pilot of their own destiny, when we come together, we change the world. We are stronger as a woven rope than as unbound threads.
America has thrived because citizens have been willing to contribute their voices and shed their blood to challenge injustice and protect the nation. It is in keeping with that history of service that, at this moment, I feel the burden to advocate for my values and an enormous urgency to act.
Despite some personal turmoil, I remain hopeful for the future for both my family and for our nation. Impeachment exposed Trump’s corruption, but the confluence of a pandemic, a financial crisis and the stoking of societal divisions has roused the soul of the American people. A groundswell is building that will issue a mandate to reject hate and bigotry and a return to the ideals that set the United States apart from the rest of the world. I look forward to contributing to that effort.

So to avoid hospitalization altogether, HCQ would be the best option. And that's the point. Avoid hospitalization.

Margot Kagan, of Teaneck, told police she was using a fax machine at the store when a woman with a mask pulled down below her mouth approached a machine next to her. Kagan, who, according to police, had a liver transplant four months ago and was walking with a cane, told the woman to put her mask on.
"The suspect became angry and yelled at the victim, who picked up her walking cane and pointed it directly at the suspect, coming within inches of the suspect's chest," said Capt. Darrin DeWitt, a detective with the Hackensack Police Department.
The woman then yelled at Kagan, violently threw her to the ground and left the store, DeWitt said.

Four men admit to participating in voter fraud scheme in Los Angeles Skid Row
Four California men pleaded no contest to charges that they committed voter fraud by paying homeless people in Los Angeles's Skid Row for their votes.
The men had been caught bribing homeless people with $1 or a cigarette in exchange for their signatures, the Los Angeles District Attorney's office announced Wednesday.
Richard Howard and Louis Thomas Wise were each charged with a felony count for placing fake names on ballot initiative petitions and voter registration forms. Christopher Joseph Williams and Nickey Demelvin Huntley were charged for circulating ballot initiative petitions that included fake names.
Howard was issued a suspended sentence of three years in state prison and three years of formal probation, meaning that he will only serve his prison time if he breaks the terms of his probation. Wise was similarly issued a 16-month suspended sentence with three years of formal probation. Huntley and Williams both received three years of probation.
The voter fraud scheme was used in the 2016 and 2018 election cycles and involved nine people in total. In addition to the four who pleaded no contest, Norman Hall pleaded guilty in February and was sentenced to one year in jail, three years of probation, and 100 hours of community service. Four others who have been charged have yet to conclude their cases.
The nine people involved had contracts with various campaigns and ballot initiatives that paid individuals per signature or registration. According to a report from the Los Angeles Times, contractors can earn between $2 and $6 per signature or registration.
Don't worry about mail in voting because Roger said they will never ever be any voter fraud.

President Trump built his political brand by stoking the nation's culture wars, but search data is showing us how much harder it's been for him to replicate that success while running against another white man in his 70s — and while there's a coronavirus pandemic.
The big picture: Google Trends data shows Trump's "Sleepy Joe" name-calling isn't generating nearly the buzz "Crooked Hillary" (or "Little Marco") did in 2016. Base voters who relished doubting President Obama's birth certificate aren't questioning Biden's.
Tech platforms are beginning to take more responsibility. And the coronavirus is a more unifying, longer-lasting fear than the president predicted.
Why it matters: Trump's struggle to find a line of attack that takes off against Joe Biden may be driving him to diverge more politically.
Other factors are working against Trump's playbook. Tech platforms are increasingly moving to shut down hate speech and flag misinformation, killing the sources of some of Trump's favorite conspiratorial material.
And search metrics suggest that, for the most part, a nation with more than 125,000 dead from the coronavirus has less patience for the president's usual tactics.
Trump's attempts to find an alternate culture-war footing with Confederate statues and police defunding — highlighted by his Mount Rushmore speech on Friday — appear to face their own limits.
Google Trends data shows that searches for "coronavirus" are far outpacing those for "statues," "police" and "antifa."
The president's disconnect with popular sentiment on two issues of the day — the virus and protests against structural racism — has led to some self-inflicted wounds, including his sparsely attended rally in Tulsa and his tweet about an elderly Buffalo protester being shoved by police.
Trump's continued attack line about Biden "not leaving his basement" hasn't taken hold measurably with voters, according to the search data. Biden's actions in terms of social distancing largely align with a majority of voters' own anxieties.
The Trump campaign didn't respond to a request for comment.
Between the lines: Conspiracy theories that benefitted Trump in the past often were formed in dark corners of the internet before bubbling up to more mainstream pundits — but now Big Tech is more aware than ever of its influence on society.
The president's earlier lever for a Biden-linked conspiracy theory revolved around son Hunter Biden's work with the Ukrainian gas company Burisma, which Trump tweeted about last week for the first time in months.
But Ukraine attacks present some challenges for Trump. They were publicly litigated at length during his impeachment trial — and serve to remind the public that Trump was impeached only months ago.
What's next: Trump isn't changing to meet the moment. He's moving away from comprehensive police reform, digging in as a law-and-order candidate and looking for another way to mobilize against Biden that can stick.

Less than 100 days before the election, President Trump’s approval rating is stuck deep in the red. Gallup updated its approval tracker this week, showing Trump 15 points down.
His approval rating on the coronavirus is even weaker (–21), according to FiveThirtyEight’s polling average.
A Monmouth University poll of Georgia, traditionally a red state, showed a dead heat, with Trump and Joe Biden each receiving 47 percent support from registered voters.
Polls of Arizona, Florida and North Carolina showed Biden with an edge in each of those states, all of which Trump won four years ago.
Biden spent $11.8 million on television ads, while Trump spent $4.7 million. Trump’s campaign pulled its TV ads for six days, briefly bringing its spending to $0 nationwide, as the new campaign manager, Bill Stepien, conducted a “review” of the ad strategy.
On Facebook, Trump again outspent Biden, roughly $4.2 million to just under $810,000.

Delaying herd immunity is costing lives
Climate scientists are frustrated by people who do not believe in climate change. In epidemiology, our frustration is with anti-vaxxers. Most anti-vaxxers are highly educated but still argue against vaccination. We now face a similar situation with ‘anti-herders’, who view herd immunity as a misguided optional strategy rather than a scientifically proven phenomenon that can prevent unnecessary deaths.
Because of its virulence, wide spread and the many asymptomatic cases it causes, Covid-19 cannot be contained in the long run, and so all countries will eventually reach herd immunity. To think otherwise is naive and dangerous. General lockdown strategies can reduce transmission and death counts in the short term. But this strategy cannot be considered successful until lockdowns are removed without the disease resurging.
The choice we face is stark. One option is to maintain a general lockdown for an unknown amount of time until herd immunity is reached through a future vaccine or until there is a safe and effective treatment. This must be weighed against the detrimental effects that lockdowns have on other health outcomes. The second option is to minimise the number of deaths until herd immunity is achieved through natural infection. Most places are neither preparing for the former nor considering the latter.
The question is not whether to aim for herd immunity as a strategy, because we will all eventually get there. The question is how to minimise casualties until we get there. Since Covid-19 mortality varies greatly by age, this can only be accomplished through age-specific countermeasures. We need to shield older people and other high-risk groups until they are protected by herd immunity.
Among the individuals exposed to Covid-19, people aged in their 70s have roughly twice the mortality of those in their 60s, 10 times the mortality of those in their 50s, 40 times that of those in their 40s, 100 times that of those in their 30s, and 300 times that of those in their 20s. The over-70s have a mortality that is more than 3,000 times higher than children have. For young people, the risk of death is so low that any reduced levels of mortality during the lockdown might not be due to fewer Covid-19 deaths, but due to fewer traffic accidents.
Considering these numbers, people above 60 must be better protected, while restrictions should be loosened on those below 50. Older people who are vulnerable should stay at home. Food should be delivered and they should receive no visitors. Nursing homes should be isolated together with some of the staff until other staff who have acquired immunity can take over. Younger people should go back to work and school without older coworkers and teachers at their sides.
While the appropriate magnitude of countermeasures depends on time and place as it is necessary to avoid hospital overload, the measures should still be age-dependent. This is how we can minimise the number of deaths by the time this terrible pandemic is over.
Among anti-herders, it is popular to compare the current number of Covid-19 deaths by country and as a proportion of the population. Such comparisons are misleading, as they ignore the existence of herd immunity. A country much closer to herd immunity will ultimately do better even if their current death count is somewhat higher. The key statistic is instead the number of deaths per infected. Those data are still elusive, but comparisons and strategies should not be based on misleading data just because the relevant data are unavailable.
While it is not perfect, Sweden has come closest to an age-based strategy by keeping elementary schools, stores and restaurants open, while older people are encouraged to stay at home. Stockholm may become the first place to reach herd immunity, which will protect high-risk groups better than anything else until there is a cure or vaccine.

What came through that miraculous box of wires was anything but dependable as World War II raged around the globe. For the early years of that horrific conflict, the tides seemed to be heading towards engulfing the Allies. The full atrocities of the Nazis would not be known until the liberation of the camps, but it was clear that the flames of freedom and democracy flickered precariously.
Those were very dark days, built atop the ruin of the Great Depression. The narrative of struggle during those years has taken on the specter of allegory, but it was very real and terrifying going through it. Of course, even after victory, much struggle would remain, as it does to this day. And I would see, from Birmingham to Johannesburg to Stonewall to Berlin to countless more datelines the forces of repression and terror face off against the forces of justice.
What struck me as a child, and has remained ever since, is that the determination of those fighting for freedom to not be underestimated, even facing prohibitive odds. But what has also struck me is the ability of human society to embrace a path of healing after strife. In the decades after World War II, I went to Germany, Italy, and Japan and saw alliances where there had been hatred. I have been to Vietnam and found the echoes of that bloody conflict very faint in the hearts of the younger generations. I have seen bigots find a path to empathy.
We cannot be pollyannaish, the lack of resolve to finish the peace after the Civil War can be measured in a continuation of bloodshed against Black Americans. And we cannot let up on the fight. But we can also hold on to our humanity and hope That drove leaders like John Lewis and Nelson Mandela. I understand the anger. It is an important and justified motivator. There must and should be a reckoning on so many fronts. There should also be a place to welcome those on the other side of old battlelines who wish to join in making this nation a more just and peaceful place to live.

The Emerson College poll also looked at who planned to vote and how. It found Trump ahead of Biden among those who plan to vote in person.
“With the safety concerns of voting in person due to COVID-19, a majority (58%) of voters still plan to vote in person, while 43% plan to vote by mail. Among those who plan to vote in person, Trump leads 65% to 32%; Biden leads with those who intend to vote by mail, 76% to 20%,” it said.
Probably not good news for Democrats. You don't want the headline to be Trump winning by a landslide before the mail in votes are counted.
And as I said before, mail-in ballots have a 20% rejection rate.
