Why would someone attempting to "incite a riot" call for 10,000 National Guard units to provide security?
This has been somewhat of a bone of contention. According to many Democrats and liberals, there was no call by the President or anyone else for extra security. But according to the Secretary of Defense (and DOD official documents), a request was initiated by President Trump two days prior to the rally for upward of 10,000 troops. At that point the acting secretary of defense, Christopher Miller made an authorization for whatever amount of troops to be available if asked for by the local officials.
Meanwhile the mayor of DC, along with the Congressional leaders, as well as Capital police had not sought much for extra support. Approximately 340 extra personnel was requested, much of that broken into two shifts. They were certainly all warned of potential dangers and provided the opportunity to call on any additional troops if necessary.
But they chose not to for some reason?
So according to everyone in the know, the only real reason why the call for witnesses was suddenly nixed in favor of reading a statement into the record, was the fact that Graham said the first person that he would call was Nancy Pelosi. Graham suggested the questions would surround the fact that they were provided with knowledge that thousands of potential troops were at their disposal, and work to find out specifically why they chose not to use them?
Certainly Trump would not provide the Secretary of Defense the order to authorize as many as 10,000 troops if he wanted to see a riot take place. Providing that sort of security would have provide little opportunity for anyone to have laid any sort of siege on the Capital building or any other building for that matter.
If this was an incitement of an insurrection, it was the worst one in history!

On the day of the Capitol riot on Jan. 6, the first National Guard members arrived to assist at about 5:40 p.m. By then, most of the violence had subsided.
In the critical minutes before rioters had breached the Capitol building around 2 p.m., the chief of the U.S. Capitol Police force and the mayor of Washington, D.C., put out urgent requests for guard backup. But it took more than an hour to get formal approval for their deployment, and then nearly three more hours for the first guard reinforcements to arrive.

In a recorded video the following day, President Donald Trump claimed that he “immediately deployed the National Guard and federal law enforcement to secure the building and expel the intruders.” But Trump’s claim that he acted quickly is contradicted by news reports citing unnamed sources who say the president initially resisted efforts to bring in the National Guard at the outset of the Capitol riot.
The New York Times, citing unnamed Defense Department officials, said it was Vice President Mike Pence, not Trump, who approved deployment of the D.C. National Guard that afternoon. The Times also cited a “person with knowledge of the events” who said Trump “initially rebuffed and resisted requests to mobilize the National Guard “and that the “mobilization was initiated with the help of Pat A. Cipollone, the White House counsel, among other officials.”
CNN also reported that Trump “initially resisted” deploying the guard, according to an unnamed “source familiar” with the decision to call in the National Guard. Neither report says how long Trump may have resisted the call — minutes, hours? — whether that led to any appreciable delay in activating the guard, or whether an earlier deployment could have averted the worst of the violence.
Defense Department officials stress that Capitol Police did not request National Guard troops for the Capitol prior to the event — despite repeated offers from the military. The guard is “not designed to be an emergency response force,” one defense official told the Wall Street Journal.
So why weren’t National Guard troops included in the plans leading up to the rally to guard the Capitol that day? Why did it take so long for the guard to arrive that afternoon? And what was Trump’s role? The answers to those questions are likely to emerge as investigations about the response unfold.
Here, we present a timeline about the efforts to deploy National Guard troops. We’ll supplement this report as we learn more.
Update, Jan. 28: According to a Jan. 5 memo obtained by the Washington Post, the Pentagon restricted the authority of Maj. Gen. William J. Walker, the commanding general of the District of Columbia National Guard, so that he could not deploy the quick reaction force without approval from higher-ups. In an interview published in the Washington Post on Jan. 26, Walker said those required authorizations contributed to delays in the National Guard response the following day. According to the Washington Post, Walker “needed to wait for approval from [former Army secretary Ryan] McCarthy and acting defense secretary Christopher C. Miller before dispatching troops, even though some 40 soldiers were on standby as a quick reaction force. That standby force had been assembled in case the few hundred Guard members deployed that day on the District’s streets to assist police with traffic control and crowd management needed help, Walker said. … Had he not been restricted, Walker said he could have dispatched members of the D.C. Guard sooner.”
The Day of the Rally
12:40 p.m.: The first protesters arrive at the Capitol, where Congress is meeting in joint session to certify Joe Biden’s election.
1.p.m.: Trump begins to wrap up his speech at the “Save America” rally at the Ellipse, a park near the White House. He tells rallygoers the presidential election was “stolen” by Democrats and the “fake news media,” and says that he’s going to walk with the crowd to the Capitol “to try and give our Republicans, the weak ones … the kind of pride and boldness that they need to take back our country.” But Trump does not accompany the rally attendees to the Capitol.
Sund says he already realizes “things aren’t going well,” that the protesters came with riot helmets, gas masks, pepper spray, fireworks, metal pipes and baseball bats. Sund calls Metropolitan Police Chief Contee, who sends 100 officers to the Capitol, with the first ones arriving within 10 minutes, according to Sund’s interview with the Washington Post.
1:09 p.m.: Sund tells Irving and Stenger by phone that the National Guard is needed. Sund says both men told him they would “run it up the chain.”
Update, Jan. 28: According to Pittman’s prepared statements, the Capitol Police Board – which at the time included Irving and Stenger — contributed to a delayed response by the National Guard on the day of the riot. Pittman stated that on the afternoon of Jan. 6 Sund “lobbied the Board for authorization to bring in the National Guard, but he was not granted authorization for over an hour.”

Because of D.C.’s finicky federal status, any entity ― whether its the mayor, or the Interior Department, which controls federal parks within the District ― has to put in a request for National Guard troops through the Army secretary, who gets it endorsed by the defense secretary.
The Capitol’s request for Guard back-up went beyond what Bowser had already gotten approved, so it needed a new sign-off.
“We quickly worked to move our resources forward in support of Metro PD and the Capitol Police,” McCarthy said Thursday.
The process took about an hour, the source familiar told Military Times, from the time McCarthy received it around 2 p.m. on Wednesday.
“We wanted to make sure, based off what we saw developing, that that was an acceptable use, all the way up to the SECDEF, which didn’t take long,” the source said, including about half an hour spent relaying the request to acting Defense Secretary Chris Miller.
It was 3:36 p.m. when White House press secretary Kayleigh McEnany tweeted that President Donald Trump had directed the activation of more troops. At 3:52 p.m., Hoffman tweeted that Miller had mobilized more D.C. Guard to respond, a characteristic sequence of announcements during an administration during which the Pentagon has been reluctant to speak before the White House, despite having the lead on decision-making.
Once activated, the D.C. Guardsmen made their way to the armory, where they donned protective gear, loaded up vehicles and made their way to the Capitol. They were there before a mandatory curfew began at 6 p.m., and stayed into the night to perform crowd control on protestors who refused to pack it in.
They were not activated until 6:00p.m. on January 6th.

There are documents from the Department of Defense that would have provided 10,000 troops. That document was created by acting defense secretary Christopher C. Miller (who WaPo says was part of chain). But the local leaders only requested approximately 300 additional personnel and only 40 Guards were on standby.
So it is likely true that it would take time for the DC to call up their own National Guard once things got out of hand.
The question isn't how long it would take to "react" to a situation. The offer was provided to the Mayor of DC, the Capital Police, and those in charge of Congressional security to actually have as many as 10,000 ON HAND. Those troops would have already been there.
The fact that it took longer than everyone would have liked to "react" to the situation is red herring to whether or not they were offered 10,000 troops up front and refuse.
The two stories are not mutually exclusive. Claiming that there is a chain of command to follow in a situation like this does not prove that they were not offered 10,000 troops proactively. In fact both stories appear to be entirely plausible.

I stated that Miller, Meadows and others have stated that the President told Miller that upwards of 10,000 troops would be necessary on Jan 4th. Two days before.
The idea was to have extra troops already there. Not just 40 as a quick response, but 400, or 4000 or whatever.
The Memorandum for Record (timeline Dec 31st - Jan 6th) offers that the CJCS, SECARMTY, an DoD General Counsel planned to provide any additional support (if asked) and immediately approved what had already been asked for 340 troops.
They gave the Mayor and others that offer and gave them more time.
After being told he could have pretty much whatever was necessary, the Mayor of DC (Bowser) delivered a letter on Jan 5 confirming that there were not making any additional support requirements. That same day the DCNG sent the first 255 Guardsmen to D.C.
This isn't rocket science, Roger... and you keep straw-manning what was said and how it was offered. Trump was on record from everyone at the meeting as stating he felt that 10,000 troops were necessary and that he offered to Miller that he could authorize that (or whatever was needed).
The powers to be (Miller, etc) offered to DC Mayor, Capital Police, etc... to provide whatever they wanted. The Mayor didn't just make a single request and left it at that. He provided a second letter "confirming" that he didn't want any additional troops other than the 340 he originally asked for.
I think you don't comprehend that it isn't up to Trump to tell the Mayor of DC how to run things, any more than it is (as we have now learned) up to the President to tell Governors how to handle their Covid Response. All a President can do is "offer" the support through the appropriate channels.
In this case the DOD and people within those ranks offered the Mayor of DC and others whatever they felt they needed. They felt that they needed 340 troops. Period.

what was "NEVER" going to happen was to have a bunch of random troops (not already assigned to be quick response) available for quick response.
