On February 15, my administration opened HealthCare.gov for three months to provide all Americans the opportunity to sign up for health insurance through a special enrollment period. In the two weeks since, more than 200,000 Americans have gotten covered. Getting more Americans covered is an important part of the equation — but we also need to lower health costs. Last week, the House of Representatives passed my American Rescue Plan, which includes big steps to drive down people’s premiums and expand access to care for all Americans, including those who have lost their employer plans. This plan will increase federal subsidies and decrease premiums in order to ensure that no one ever pays more than 8.5 percent of their income on health coverage — though most Americans will pay far less. And it incentivizes states to expand coverage to an additional four million people with low incomes, and extend coverage for a year to low-income women who have recently given birth.
The American Rescue Plan is essential to defeating the pandemic — allowing us to ramp up testing, tracing, and our national vaccination program to get shots into as many arms as possible as quickly as we can. The American people have united in historic numbers around this plan — Democrats, Republicans, and independents alike. Now, it is up to the Senate to hear them, and act quickly to pass the bill.
Top House Democrats are abruptly wrapping up all work on Wednesday and sending members home — a day earlier than planned — as congressional leaders grapple with another potential threat to the Capitol, nearly two months after deadly riots overtook the complex.

WASHINGTON—An ethics investigation of former Transportation Secretary Elaine Chao was referred to federal prosecutors for criminal prosecution last year but was closed when the Justice Department declined to investigate, according to a report released Wednesday.
Ms. Chao, who ran the DOT for nearly all of former President Donald Trump’s four-year term and is married to Sen. Mitch McConnell (R., Ky.), was investigated by the agency’s Office of Inspector General for possible ethics violations.
A final report by the inspector general, released Wednesday by the leaders of the House Transportation and Oversight committees, shows that investigators found no wrongdoing in some of Ms. Chao’s actions that drew criticism during her tenure. She faced questions over whether she steered transportation grants to her and Mr. McConnell’s home state.
A spokesperson for Ms. Chao said the report “closes the book on an election-year effort to impugn her history-making career as the first Asian American woman appointed to a President’s Cabinet.”
A Justice Department spokesperson declined to comment.
The House late Wednesday night gave the green light to the George Floyd Justice in Policing Act in a 220-212 vote.
The vote was initially scheduled to happen Thursday but was moved up due to a potential threat to the Capitol related to the QAnon conspiracy theory.

The House late Wednesday night passed expansive legislation to create uniform national voting standards, overhaul campaign finance laws and outlaw partisan redistricting. Earlier, it passed an expansive policing overhaul measure named for George Floyd, the 46-year-old Black man who was killed in police custody in Minneapolis.
Biden has agreed to narrow eligibility for a new round of $1,400 stimulus payments in his $1.9 trillion coronavirus relief bill, a concession to moderate Senate Democrats as party leaders moved to lock down support and finalize the sweeping legislation.
The Capitol Police said they have information regarding a possible plot by a militant group to breach the Capitol on Thursday, a date that some followers of the QAnon extremist ideology falsely claim will mark former president Donald Trump’s return to the White House.
The commanding general of the D.C. National Guard told lawmakers that a lag time in decision-making by his chain of command prevented him from more quickly sending forces to help quell the violence at the Capitol on Jan. 6.
