Trump arrived at his Trump International Golf Club in West Palm Beach around 9 a.m. Monday, the White House press pool reported. His next public event was scheduled for 4:20 p.m., when he and first lady Melania Trump would depart Palm Beach International Airport for Washington.
A White House spokeswoman confirmed Trump was not participating in any public events related to MLK Day, but did not return requests for comment about why.
Monday is the 95th day Trump has spent at one of his golf clubs since becoming president, according to CNN’s Manu Raju. Trump has been deeply critical of the time former President Barack Obama spent hitting the links during his presidency.

I think that you missed my point, because you're basically agreeing with it. It's not up to us, the USA, to design our immigration policy to further the interests of some other nation's economy. CH suggested that it was, I disagree with him, and you apparently make the same point.
I submit that when immigrant petitions are evaluated - and we should evaluate them - it should be objective and on the basis of the individual's potential. Not according to the prosperity of his country of origin, nor of that country's government, and certainly not on any consideration of the economic, political or social impact on that country.

Trump indicated that he wanted to base the evaluation first on nation of origin. Not just war-torn or having active terrorist conflict, but by relative prosperity of the country.
Interests of the USA are served by the quality of the individual, not of his country of origin. So that is definitely NOT what Trump is doing.

BTW, "you are confused" about the "lottery base system". The Diversity Immigrant Visa program aka the green card lottery was bipartisan and signed by President Bush in 1990. Furthermore it does not "allocate so many slots to each country", but rather the opposite of that. It selects applicants from countries with low numbers of immigrants in the prior period.
BTW, it's 50,000 "lottery immigrants" and 1.2 million total immigrants becoming residents in 2016.
Norwegians may apply for immigration if they wish. It's not the "lottery base system" that impedes them. It's just another demonstration of Trump expressing his ignorance. So we already have almost as many people who came from Norway (or their parents etc), as remain in Norway itself.
