The bombshell statement from that report was that there was no evidence that fracking had "led to widespread, systemic impacts on drinking water resources in the United States." Personally I laugh at gas prices, when I'm biking by all those cars lined up at the pump. Gas prices don't even eat into my trail-mix budget. But we're talking about the great mass of voters, not me.
Had Trump come through with a real tax cut for the middle class like he had promised, he wouldn't have to worry about it.
