Mueller has zero authority to "release" anything. His job is to provide his report to the DOJ. Period. In fact, his silence on what he wrote is likely required as a matter of law unless he is expressively provided permission by the DOJ.
It will be up to Rosenstein (or whoever has replaced Rosenstein) to decide what to do with the report. It would be up to Rosenstein to decide whether or not to release the report prior to the election, after the election, or not release the report publicly.
Lastly... it would appear that if reports are true regarding Mueller providing his findings to the DOJ regarding any collusion or obstruction shortly after the election... that he (Mueller has decided) not to push the issue of subpoenaing the President. Rather, it would appear that he is going to be okay with the President (and his attorneys) providing written answers to his questions within the limited scope of what Trump agreed to respond to.
Because if it was still Mueller's intent to attempt to force the President to testify personally, then we are looking at several months worth of litigation provided Trump does (and he likely would) fight a subpoena.
Moreover, the fact that Mueller has accepted "written" responses is more evidence to a Judge that Trump is cooperating and that Mueller is getting his answers. A subpoena is "designed" to be a last ditch effort to garner information that cannot be garnered in other manners. So Mueller accepting written answers to "some of the questions" makes it more difficult to prove to the courts that he requires the President's personal testimony to garner other responses.
