There no problem with ballot or the machines counting the ballots, if the voter didn't vote, it's a no vote. Trying to determine voter intent and filling the ballot for them is outright fraud.
Either the voter delibertly skipped the race or was too stupid to properly fill out the ballot. Either way you can't fix it.
