The original official count of 630,000 ballots was turned over to the Secretary of State on Tuesday night with 100% of their precincts reporting. Since then, Broward county supervisor of elections has added an additional 79,000 new ballots to the mix. Those ballots were processed and counted outside the confines of the law, as Snipes refused to allow (as law requires) any witnesses to the process. Moreover, the law determines that any questionable ballots be turned over to the state canvassing board. Again, Snipes refused to do so and made all decisions herself.
As of Friday, Snipes has refused to turn over the breakdown of those ballots, allow anyone else to inspect those ballots, and also refuses to say how many more ballots (if any) are still left for them to count (several days after the fact).
To be clear, none of this is normal. If it were, the original election counts from the state of Florida would have been amended across the board by over 10% as it has been in Broward. Actually if it was normal, then there would be no way that "any" state could be called even at 100% reporting, if there was always hundreds of thousands of provisional and mail in ballots unaccounted for at election time.
To be crystal clear, Florida law demands that all mail in ballots be postmarked six days prior to the election. Now the USPS can be slow at times, but not that slow. If your ballot was in the mail locally nearly a week prior to the election, your precinct has the ballot in hand. Provisional ballots are literally "exceptions". There is no way that 11% of your vote count will be provisional or mail in ballots that came late. It's simply a desperate lie to claim as such.
So what do you do about it? Not much "can" be done about it now, other than to shut down the process of "adding more votes" a week later. The votes that have been added will be counted, unless they can otherwise prove that they are invalid.
But that doesn't excuse the fact that Brenda Snipes broke the law in her duties as supervisor of elections. We are a country of laws, and when you break laws (blatantly and willingly) then you have to face consequences or there is literally no purpose to have these laws. Brenda Snipes needs to be arrested and charged. I get that she will probably never be convicted if the trial is held in Broward county. But such a jury nullification would only further expose the corruption we are seeing here.

One irony here is that Scott has been governor for eight years, which means he's had the ability to fix Florida's election system that he now implies is broken. In particular, conservative voices have criticized Broward County election supervisor Brenda Snipes for lack of transparency in the vote-counting process. But there's a long record of voting difficulties and election law violations under Snipes' tenure, going back more than a decade. (Because of that, additional Department of State staffers had already been assigned to Broward County on Election Day.) So it's a little rich for Scott and his allies to complain about Snipes now - when, again, there's no hard evidence of fraud - even though Scott could have suspended her for legitimate reasons years ago.
Another irony: Scott is familiar with fraud. In 1997, the U.S. government announced it was investigating health-care company Columbia/HCA, of which Scott was CEO, to see whether it had falsely billed the federal government and states for Medicare, Medicaid and other programs' expenses. Scott resigned several months after the investigation became public; according to Politifact, "Company executives said had Scott remained CEO, the entire chain could have been in jeopardy." The company ended up paying $1.7 billion in fines, at the time a record for a Medicare fraud, and still one of the largest penalties in history.

Nadler Will Call Whitaker as His First Witness
