“I think the talks are stalled right now,” Senate Appropriations Committee Chairman Richard C. Shelby (Ala.), the lead Republican negotiator, said on Fox News Sunday. “I’m not confident we’re going to get there.”
Lawmakers had been trading offers, trying to finalize how much money could go to barriers along the border as President Trump demands money for his wall. Trump has called for $5.7 billion, but lawmakers were trying to find a number between $1.3 billion and $2 billion that would be acceptable to both sides.
At the same time, Democrats were trying to limit the number of detention beds that the U.S. Immigration and Customs Enforcement agency would have access to. Democrats want to cap detention beds as a way to limit aggressive detention activities by ICE.
People familiar with the talks said that the question of ICE beds led to the impasse, as Democrats try to cap the number, while Republicans seek a way to exclude violent criminals from the cap.
But now we seem to be at an impasse over detention beds?
My best guess here is that Democrats feel like they are giving on the border barrier argument, and are looking to draw another line in the sand, to show everyone that they still have backbone. They are creating a new chasm, with the hopes of declaring victory in another area.
I am curious as to how this sort of impasse would play to the general public. It's one thing to have a major disagreement about something simple, tangible, and politically significant. Everyone understands the wall, the symbolism of it, and most everyone has an opinion about it.
But shutting down the government a second time because the two sides cannot agree on the number of detention beds? I don't believe trying to legislate some form of control over ICE by capping detention beds creates the same sort of emotional symbolism as does "resisting a wall".
If talks really do fall apart because of this issue, it will be amusing to watch the media turn themselves into pretzels trying to somehow put the blame on Trump and his irrational, mean spirited, racist, and bigoted call for more beds in the detentions centers. Especially since I don't believe Trump or much of anyone else has been pushing this issue.

WASHINGTON — Five days ahead of the latest funding deadline, acting White House chief of staff Mick Mulvaney said Sunday that he "absolutely cannot" rule out the possibility of another partial government shutdown if Congress doesn't come to an agreement that includes substantial funding for a border wall.
Mulvaney blamed the uncertainty on congressional Democrats, arguing that the party appears torn between the "hardcore, left wing" that sees any funding for President Donald Trump's signature border wall as a non-starter, and a more moderate faction that appears open to compromise.
"Let's say the hardcore, left wing of the Democrat Party prevails in this negotiation and they put a bill on the president's desk with, say, zero money for the wall, or $800 million, an absurdly low number. How does he sign that?" Mulvaney told "Meet the Press."
"You cannot take a shutdown off the table and you cannot take $5.7 billion off the table," he added of Trump's initial price tag for the wall.
But he said that the "most likely outcome" is that Congress strikes a deal palatable enough to win the president's signature.
"If you end up someplace in the middle, yes, then what you'll probably see is the president say, 'Yes, okay. And then I'll go find the money someplace else'" to fully fund a wall.
The blame game is on.
The ball is in the hands of the President. He proudly said that he would take the blame. Now the draft dodger has to move. Preferably out of the office and move to Moscow.

The President has already pretty much stated that he would accept something in the middle of what they are talking about (1.2-2.0 billion).
This next shutdown will be over ICE and detention beds.
What happens when we shut the Government down and Democrats cannot blame the wall?

this is a no-brainer. take the deal, accept the $$$ amount, and promise to limit the number of beds.
then when all is said and done, increase the number of beds. when democrats squeal, and they will, just remind them of how often they have lied and reneged on every promise they've made since the founding of the republic.
oh, and then tell them to go fuck themselves for good measure.

Trump did take the blame for the first shut down, as it was over funding the wall... He hasn't made any declaration about taking the blame for another shutdown.
Democrats and Republicans came to him and asked for three weeks.
He gave it to them.
Now that he has all but secured funding for the wall, he has stated he would sign any reasonable compromise that comes across his desk.
So is it your idea that you can still blame Trump for the "second shut down" simply because he said he would take the blame for the first one?
