The reality is that if the Democrats were confident in the results of this investigation, then they would have no reason to fear a report that provides the general conclusions. The fact is that they are expecting a report that does not confirm what they have suggested it would...
So they are looking to discredit it.
Make no mistake here folks, this is spin, plain and simple. I predict that Democrats will work to discredit and their faithful followers will parrot all of this over and over. I would also suggest that before the end of all of this William Barr (and to some degree even Robert Mueller) will become enemies of the Democrats.
The reality (and this is something every politician smarter than Ocasio-Cortez understands) is that there are many things within any DOJ criminal investigation that are never released to the public. Not at anytime, and not for any reasons. It would be a law enforcement first to break some of these regulations.
- Grand jury testimony is sealed. Period.
- Classified information will be redacted. Period.
- Executive privilege will be redacted. Period.
Now where there may be some leeway is in regards to the longstanding DOJ and Law Enforcement policies, rules, and regulations that suggest that if you want to attack a person for their behavior, that the place to do so is in court, and only in court. The rule is that if you are not doing to indict them, then you are not allowed to release investigative information to the general public. This is a rule, because using law enforcement to attack a person publicly is a sure fire violation of that person's constitutional rights.
Obviously James Comey got himself in a whole lot of heat for doing exactly this with the Hillary Clinton situation. By all accounts Comey needed to piss or get off the pot. He needed to indict and charge or shut the hell up. He played the middle and was correctly criticized. The only reason I believe that Clinton (and others) did not make a bigger deal out of it, was the simple reason that everyone instinctively knew that she was being let off the legal hook. Why look a gift horse in the mouth.
But this is not a precedent that should become a new norm. Mueller provides his reasoning for why someone was "not" indicted to his superior. That superior is technically required to keep those decisions private. Barr will be under pressure to tell us if the President committed any acts that would be unethical or otherwise politically damaging, even if those actions were not criminal. Technically he shouldn't. Perhaps he makes an exception because of the extraordinary situation of Trump being President.
But what about other actions by other players? How far is Barr willing to go in exposing information that by all rules, regulations, procedures, and constitutional reasoning should be held confidential? Are Trump's children subject to the "Comey Clinton rule"? Would other aides be subject to this? At what point would we allow an investigator in any other situation behave in a manner that would likely get them fired if they did it anywhere else?
Bottom line: This is all spin and all an attempt to discredit a report that Democrats are pretty sure is going to be disappointing to them. The question is what percentage of their "faithful" will fall for it? I would offer 100% of those who participate in this forum.

It's virtually impossible that Trump could have "colluded" with Russians all by himself. Others would have been involved and nobody other than the President is immune from indictment. There was no criminal collusion. That is a fact.
Short of Mueller finding something very specific and irrefutable in terms of obstruction, there is nothing Mueller could possibly bring up in his report that would rise to the level of suggesting the President broke the law.
Also, pretty much ever legal analyst worth his salt will tell you that you cannot charge someone would the sort of obstruction without intent and you cannot garner intent without actually talking to Trump.
So short of obvious witness tampering or destruction of evidence, there is no chance that Mueller can actually suggest obstruction with "any" sort of credibility.
