Ever seen that toddler who does something spontaneously funny that garners a ton of positive attention, and then tries too hard to reproduce the same sort of "funny" moment until it sort of become irritating and someone has to tell the toddler to stop?
Well this is a similar situation. Harris garnered a ton of positive attention for putting Joe Biden on his heels about a couple of issues, one of them being bussing. But the reality is that bussing was horribly unpopular then, and it would likely be less popular today. I think this is a losing "issue" for Harris, even if it was a winning "moment" during the debate.
Moreover, I think if she continues to push for something odd like this, it will make people take a second look at what exactly she was saying during the debate that got such a positive response. Hitting Joe Biden for bussing (if carefully considered) is probably not a good "issue" to run on, even if it made for a good "moment". Should have let sleeping dogs lie on that one.
All that being said, welcome to wonderful complicated world of political campaign strategy. Harris appears to be showing her inexperience in a national stage, and may be exposing herself to some negative publicity at a time when she had a ton of momentum. Or at the very least, the publicity will be a mixed bag, and is probably not going to do her any good long term.

Bold strategy. Force busing was universally hated by everyone involved.
She's from California, that in itself makes it almost impossible to win enough electoral votes on a national level.
Maybe she can combine school busses with homeless bussing, illegal immigrant bussing (they didn't drive here) and who knows who else. Probably a winner in California.
Then she can do her Hillary cackle.
one rather big problem with campaigning on the busing issue is that those who actually remember busing, remember what a clusterfuck it was, and who remember despising it at the time, are folks my age (the ones being bussed) and our parents (many of whom are still alive) and we're the ones most likely to get out and vote.
liberals can never seem to be able to bring themselves to run on anything positive. it's always negative, it's always racism, it's always despair, it's always identity politics, it's always pitting one group of americans against another, it's always -"America fucking sucks six ways from Sunday and let me tell you why."
and today they'll burn American flags to drive home the point.
