Republican Governor Matt Bevin trails Democrat Andy Beshear by around 5000 votes, after all precincts have reported. There may be some straggling absentee and military votes out there, but not enough to change the final outcome. Bevin has not conceded and is expected to demand a recount.
I am not one who personally likes the idea of "recounts" in general, especially when the margin is more than a handful of votes. I don't like automatic recounts that seem to become more and more prevalent and they are pushing these differences out to the 0.5% for automatic recounts. I just think that this causes more issues than it solves. I could see something like 0.1% or a set number of votes (under 500 or something like that). But when you are doing recounts when the differences are in the thousands, that is just ridiculous.
A 5000 vote swing would be unprecedented (without finding some sort of major reporting glitch that should otherwise be uncovered with basically fundamental auditing). Certainly we have seen odd things happen, but never in a Republican's favor. More to the point, if a recount actually did wipe out a 5000 vote lead, that would simply make people believe that the recount was corrupt and probably create even more tension.
Bevin has been controversial and fairly unpopular (even with many Republicans). Putting the state through a burdensome recount isn't going to help his cause. I would hope he takes some time to reconsider this and concede the race and move on.

The House will begin holding public impeachment hearings next week, Democrats announced Wednesday, marking the end of the closed-door phase of their inquiry.
House Intelligence Committee Chairman Adam Schiff (D-Calif.) said that the first hearing will take place on Nov. 13 and feature William Taylor, the top diplomat in Ukraine, and George Kent, a deputy assistant secretary of State — two key figures in the Ukraine scandal.
The second hearing will take place on Nov. 15; Marie Yovanovitch, who was ousted as the U.S. ambassador to Ukraine after a smear campaign backed by President Donald Trump, is slated to testify.
The announcement brings House Democrats one step closer toward Trump’s impeachment.
Democrats consider Taylor and Yovanovitch among the most compelling witnesses to Trump’s efforts to pressure Ukraine’s leaders to investigate his political rivals, which is central to the impeachment inquiry.
Taylor was the first witness to explicitly tie Trump to a quid pro quo with Ukraine, with the White House withholding critical military aid to the country and a Trump meeting with Ukrainian President Volodymyr Zelensky until Zelensky committed to pursuing investigations into his political rivals, including former Vice President Joe Biden.
“It is a rancorous story about whistle-blowers, Mr. Giuliani, side channels, quid pro quos, corruption and interference in elections,” Taylor said, referring to Trump’s personal lawyer Rudy Giuliani.
Yovanovitch was a casualty of that effort. She was recalled from her post in May amid a push by Trump and his allies, including Giuliani, to portray Yovanovitch as disloyal to the president.
Yovanovitch testified that she felt threatened by Trump, who disparaged her during his July 25 phone call with Zelensky. During that conversation, Trump pressured Zelensky to investigate Biden and his son Hunter as well a debunked conspiracy theory about Ukraine’s role in the 2016 presidential election.
Taylor is likely to be asked to discuss his decision to succeed Yovanovitch after her ouster and his deep concerns over what he called a “snake pit” in both Washington and Kyiv.
“Can anyone hope to succeed with the Giuliani-Biden issue swirling for the next 18 months?” Taylor wrote in a text message to Kurt Volker, who served as the top U.S. envoy for Ukraine negotiations.
House impeachment investigators released the communications on Tuesday alongside the transcripts of Volker’s testimony.

Sen. Lindsey Graham, who two weeks ago said additional evidence of a quid pro quo in President Trump’s dealings with Ukraine would be “very disturbing,” told reporters Tuesday that he’s NOT INTERESTED IN SEEING IT.
His comments to reporters came after House Democrats released transcripts of testimony by witnesses in the impeachment inquiry that supported the central allegation that the White House tied military and political support to a “favor” Trump sought from Ukrainian President Volodymyr Zelensky.
“I’ve written the whole process off,” said Graham, R-S.C., the chair of the Senate Judiciary Committee. “I think this is a bunch of B.S.”

Testimony released Tuesday included a revised statement by Gordon Sondland, U.S. ambassador to the European Union, acknowledging that he “spoke individually” with a top Ukrainian official and conveyed Trump’s demands from Kiev in exchange for military and other aid already approved by Congress.
In transcripts made public so far this week, Sondland; Kurt Volker, the former special envoy to Ukraine; former U.S. Ambassador to Ukraine Marie Yovanovitch and former high-ranking State Department official Michael McKinley all tended to confirm that Trump was seeking Zelensky’s help in pursuing a conspiracy theory advanced by Trump’s lawyer Rudy Giuliani about the 2016 election, and in investigating former Vice President Joe Biden, a potential rival in 2020.
In an interview with Axios in late October, Graham said he was open to hearing evidence beyond the already-reported July 25 phone call in which President Trump asked Zelensky for “a favor.”
“Sure, I mean ... if you could SHOW ME THAT, you know, Trump ACTUALLY WAS was engaging in a quid pro quo, OUTSIDE THE PHONE CALL, that would be very disturbing,” Graham said.
On Oct. 17, White House Acting Chief of Staff Mick Mulvaney told reporters during a press briefing that Trump withheld military aid to Ukraine until it looked into the debunked conspiracy theory that Ukrainian nationals were in possession of a computer server belonging to the Democratic National Committee.
“Did he also mention to me in the past the corruption related to the DNC server?” Mulvaney responded when asked about the president’s public call to investigate the Bidens. “Absolutely. No question about that. But that’s it. That’s why we held up the money.”
When a reporter pointed out that withholding aid to Ukraine until an investigation into the DNC server was launched was the very definition of a quid pro quo, Mulvaney responded, “We do that all the time with foreign policy.”
Mulvaney later walked back those comments, and claimed the “media has decided to misconstrue my comments to advance A BIASED AND POLITICAL WITCH HUNT against President Trump.”

George Conway — husband of White House counselor Kellyanne Conway — tweeted that a post from Rudy Giuliani CONFIRMS that President Trump committed an IMPEACHABLE offense regarding his dealings with Ukraine, The Hill reports.
Conway wrote that Giuliani’s assertion that his business in Ukraine was conducted “solely as a defense attorney to defend my client against false charges” was evidence that Giuliani and Trump were conducting foreign policy for the benefit of Trump’s reelection campaign, not U.S. taxpayers.
