Their case collapsed after the election and they never told the court. They kept on getting renewals on these applications. There were documents falsified in order to get these renewals. There were all kinds of withholding of information from the court. The question really is: “What was the agenda after the election?” They kept on pressing ahead after their case collapsed. This is the President of the United States.
Here is the irony. Barr is getting this information directly from the Horowitz report:
- The fact that documents were falsified by the FBI to help garner FISA warrants to spy on Trump campaign officials (even after the election) is not disputed.
- The fact that the FBI withheld exculpatory information in those FISA warrants is not disputed.
- The fact that the FBI continued to include information that they knew was not true is not in dispute.
- The fact that the FBI continued to claim information was verified, when they knew it wasn't is not in dispute.
- The fact that they continued to claim Steele was a trusted source, when he actually was not considered such is not in dispute. He had actually been fired (which was not relayed to the FISA courts).
- The fact that the FBI knowingly claimed that information had been independently corroborated, when they knew it hadn't been is not in dispute.
The only thing that appears to be in dispute here is the reasoning for "why" the FBI continued to use falsified, reputed, and blatantly untrue information, explanations, and justifications to continue their FISA warrants. Even if you accepted that the original FISA warrant was justified (and that stretches the very limits of commons sense), there is no manner to justify the continued use of them after their justification had fallen apart. They simply hid this new information from the FISA court and falsified things instead.
Horowitz provided all of this information. The meat of the Horowitz report shows ommission after omission, lie after lie, and false reasoning after false reasoning. But Horowitz provides zero explanation as to what was the motivation of those who basically mislead, lied to, and used falsified and manufactured information to justify their spying on the Trump campaign officials. He simply suggests that it wasn't bias or political, without actually explaining why he doesn't feel it was bias or politically motivated.
So apparently the question as to "why" will have to be answered in other investigations, one of which I assume will be the Durham investigation. Because there is way too much evidence of nefarious, unconstitutional, and illegal activities exposed in this report. You cannot list a whole bunch of crimes in a report, then provide an executive summary that refutes the idea that it there was any bad intent, without offering an alternate explanation.

Remember when Trump asked Clapper & Comey to put out a statement that the Steele dossier was bogus? That was not only an absolutely legitimate question, but as Horowitz has now shown, Steele's source exposed the dossier as garbage and of course Comey should've made the statement.
and of course Comey couldn't because he had been fraudulently using it on the FISA court. Biggest scandal of all-time, will turn into an avalanche sometime in the near future.
