Apparently there wasn't enough Democratic support to push through the Obstruction of Justice charges hand written by Mueller's Democratic minions during the Special Counsel fiasco. This is likely a hard pill for many Democrats to swallow, as they desperately wanted to put forward some sort of real charge that might have some independent corroboration (albeit questionable and poor corroboration).
The irony is that Abuse of Power literally started gaining traction "during the investigations" even though the actual actions and actual evidence hadn't changed. Democrats knew that they wanted to charge Trump with something for his actions (Quid Pro Quo, Bribery, etc...) and eventually settled on "Abuse of Power".
One might assume that Jonathan Turley's robust explanation on the pitfalls of charging a politician for Bribery for using legal political actions was probably a part of why they moved away from Bribery and into something more vague and harder to show precedent and legal rulings to refute.
Now this is the classic example of "you show me the person and I will show you the crime" which is a quote from Lavrentiy Beria who headed Joseph Stalin's secret police. Generally you investigate a "crime" and then find the person responsible during the investigation. In this case, they investigated the person and settled on the crime later.
Not having a "set crime" is quite a problem here. Abuse of power is not actually a criminal statute and thus makes this impeachment unique (and quite frankly silly). It's impossible to set standards for a criminal type trial when there are no set guidelines for what constitutes the crime. Leaving this to pure personal opinion is by nature a political (not legal) action. Americans do not want to see "politics" as the overriding factor of any impeachment.
Obstruction of Justice in this case has to do with the fact that certain witnesses claimed privilege rather than conform to the House subpoenas. These actions are generally met with a Contempt of Congress charge and an appeal to the Judiciary to prompt testifying. The charges (and lawsuit) are aimed at the people who do not honor the subpoenas, not someone else. Charging the President for other people's actions (while not bothering to prove that the actions of these other people were actually criminal) is lazy and stupid. Claiming that the President committed a more serious crime than what the people involved could be charged with is simply desperation.
These two articles have zero chance at succeeding in the Senate, and it's not clear how many votes they will get in the House.
