Amy Klobuchar of Minnesota at 6.1%, entrepreneur Andrew Yang at 5.1% and Buttigieg at 3.3%.

The biggest obstacle for Americans trying to attain more financial security is the lack of wage growth over the past year. Wages have remained relatively flat for most workers: the pace of hourly wage growth fell below 3% in December for the first time since July 2018.

You do realize that "savings" is not synonymous with a retirement plan. The article is specifically referring to tangible asset savings accounts.
That being said, apparently approximately 46% of Americans do not have a retirement savings plan at all. But they find that much of that is age (with nearly 2/3 of people under the age of 24 having no retirement). By the time you get to 55, then only about 40% have no retirement plan.
So it would be accurate to say that more than 50% ("most") Americans have a retirement plan of some sort, and most retirement plans have at least some money in the markets (or if they don't then they have the ability to move money into the markets).
