In other words, it's more plausible than not that the Iranians "missed" on purpose. This would be little more than a face saving act, where they can use their control of their local media to pump up the attacks and demand that the attacks were actually successful. But by actually literally missing, they are setting it up that the Americans may not actually make much (if any) sort of response. While it was certainly provocative for the Iranians to do what they did, the fact that they missed the mark completely makes you sort of feel like not kicking them while they are down.
Sort of like the first grader who gets mad at his older brother and swings wildly as his brother holds him off by putting his hand on his head, all the while laughing at the muted and futile efforts of the mad little boy. It might be different if he actually got a good shot in, but if he continues to be completely ineffective the older brother will just laugh it off.
That being said, I wouldn't be surprised to see Americans respond with "something". If they do, you can be assured that they will not miss.
