The problem here is that if Justice Roberts chooses not to preside, then this whole partisan political show becomes even more of a partisan political show, and further undermines the entire concept of impeachment. Moving forward, there is little doubt that impeachment will be similar to a censor or even a "recall" of some sorts.
The reality is that our constitution does not allow for a "recall" of a President or any sort of of calling for a vote of confidence for a President. The President (according to our constitution) serves four years unless removed for an inability to physically or mentally function, or if he is convicted of a "High Crime or Misdemeanor". But that will no longer the case, as for the second time in the past couple of years, or Democratic led Congress has voted to impeach a President for a non-crime. New norms have been established, and those norms do not set a very good precedent.

Proponents of the Obama-Xi deal will then point to a second provision: China’s promise to produce 20 percent of its energy from non-carbon sources by 2030. But China had already been planning to begin substituting for its immense use of fossil fuels (mainly by using nuclear power) because Chinese cities are being choked to death by their traditional pollutants — sulfur dioxide, nitrogen oxide, mercury compounds, particulates, etc.
These are serious health hazards. CO2 is not. Whatever its atmospheric effects, CO2 does not poison the air. So in return for yet another Chinese transition that has nothing to do with CO2, Obama has committed the United States to drastic CO2 cuts.
Moreover, beyond substance, there is process. Or more accurately, its absence. What’s the structure to sustain and verify the agreement? Where are the benchmarks? What are the enforcement mechanisms?
