The Boulder Police chief said on Tuesday that a 21-year-old man from a Denver suburb had been charged with 10 counts of murder in the shooting on Monday at a grocery store in Boulder, Colo., that left 10 people dead.
Police Chief Maris Herold identified the suspect as Ahmad Al Aliwi Alissa of Arvada, a suburb of Denver about 20 miles from Boulder. Michael Dougherty, the district attorney in Boulder County, said he had “lived most of his life in the United States.”
Chief Herold said the suspect had been taken into custody with a leg injury but was in stable condition and was expected to be taken to jail later on Tuesday.
Among the victims was Officer Eric Talley, 51, with the Boulder Police Department, who had responded to a “barrage” of 911 calls about the shooting, the chief said. The authorities identified the nine additional victims as Denny Strong, 20; Neven Stanisic, 23; Rikki Olds, 25; Tralona Bartkowiak, 49; Suzanne Fountain, 59; Teri Leiker, 51; Kevin Mahoney, 61; Lynn Murray, 62; and Jody Waters, 65.
Chief Herold said police officers had run into the King Soopers grocery store within minutes of the shooting and had shot at the suspect. No other officers were injured during the response, she said.
At the news conference, Gov. Jared Polis of Colorado said his heart ached after the shooting, adding, “The eyes of the nation are on Colorado.”
“Of course I’m standing here, not just as governor, but as someone who has called this community my home for most of my whole life and who has shopped at that King Soopers in Table Mesa many times across my life,” he said.
Chief Herold said the coroner’s office had identified all of the victims and notified their families before 4 a.m.
Representative Joe Neguse of Colorado said mass shootings could not be the “new normal.”

Herold said officers were dispatched at 2:40 p.m. upon receiving a call about a potential active shooter in the King Soopers grocery store. The last victim was removed from the scene at 1:30 a.m. and family members were notified within the next two hours, Herold said. “Every level of law enforcement is working together to make sure we can bring justice to this case,” Colorado Gov. According to a police affidavit, just a week ago, he bought a Ruger AR-556 pistol, though it is not clear that was the weapon used in the killings.
Students at Arvada West High School recalled Mr. Alissa in interviews as being prone to angry outbursts, and one said that “out of nowhere” he had became enraged and beat up another student during a class — apparently the incident that led to the assault conviction.
On Monday, law enforcement officials say Mr. Alissa, 21, who lived in Arvada, went to a King Soopers store in nearby Boulder and killed 10 people.
He was charged on Tuesday with 10 counts of first-degree murder, which in Colorado carries a penalty of death or life in prison without parole. Officials have not suggested a motive for the crime.
Michael Dougherty, the Boulder County district attorney, said the suspect had “lived most of his life in the United States.”
A Facebook page that appeared to belong to the suspect, giving his name as Ahmad Al Issa, said he was a wrestler. Both the Facebook page and his record with the Colorado Bureau of Investigation say he was born in Syria in 1999.
The police affidavit released on Tuesday described Mr. Alissa as standing 5 feet 6 inches tall and weighing 200 pounds. That is far more than the 140 pounds listed from his arrest in November 2017; a few months later he was found guilty of third-degree assault, and sentenced to probation and community service.
The affidavit said he bought the weapon on March 16, and that his brother’s girlfriend saw him playing with what she thought looked like a machine gun just two days before the shooting.
Mr. Alissa apparently had a serious interest in martial arts. The Facebook page listed wrestling and kickboxing as being among his interests, and many of the posts were about martial arts. One Facebook post, in 2019, said simply, “#NeedAGirlfriend.”
The page said he had studied computer engineering at Metropolitan State University of Denver, but a university spokesman, Timothy Carroll, said the suspect “is not nor has ever been an MSU Denver student.” The Facebook page was taken down within an hour of Mr. Alissa’s name being released by the authorities.
The suspect’s identity was known to the F.B.I. because he was linked to another individual under investigation by the bureau, according to law enforcement officials.

“We might see some upward pressure on prices. Our best view is that the effect on inflation will be neither particularly large nor persistent,” he said, reiterating comments he has made repeatedly since the measure was enacted earlier this month.
Critics of the stimulus have said it will cause a surge of consumer spending that will coincide with an improving economy to stoke consumer-price increases. The measure includes $1,400 payments to most Americans and enhanced unemployment benefits to deal with the effects of the coronavirus pandemic.
Mr. Powell said that the Fed remained strongly committed to keeping the public’s expectations for future inflation under control, as they have been for decades, and that he didn’t believe a one-time spending surge that leads to temporary price increases would change those expectations.

The Fed has held its benchmark interest rate near zero since the effects of the Covid-19 pandemic slammed the U.S. economy a year ago. Mr. Powell has said repeatedly in recent weeks that the Fed is in no hurry to change its easy-money policies until it attains its goals for higher inflation.
The central bank last year approved a major shift in how it sets interest rates, dropping its longstanding practice of pre-emptively lifting them to head off higher inflation. The Fed is now aiming for average inflation of 2% over time, while also pursuing its goal of maximum employment.
The consumer-price index rose by 1.7% in the year ended February, the latest sign of an upswing in prices after nearly a year of muted overall inflation as the pandemic subdued consumer spending. Core prices, which exclude volatile food and energy costs, were up 1.3%.
Yields on Treasury securities have risen on expectations that strong economic growth fueled by stimulus measures and vaccinations could push inflation higher. The yield on the benchmark 10-year Treasury note, a key gauge of borrowing costs throughout the economy, recently rose above 1.7% for the first time since January 2020.
“I would just say that as a small business owner…It’s pretty simple: If you cut taxes, you increase jobs. If you raise taxes, you cost jobs,” said Rep. Roger Williams (R., Texas), who owns an auto dealer valued in financial disclosures at more than $50 million. “So I hope that everybody will understand that raising taxes to any business is not good for our economy.”

Ms. Yellen said President Biden’s post-pandemic plans will likely need to be paid for with tax increases, such as returning the corporate tax rate to 28%. THE PRESIDENT: Good afternoon, almost getting into evening. Before I begin, as the congresswoman said, earlier today at the White House, I addressed the mass shooting in Boulder, Colorado. While the investigation is ongoing — and I spent time on the telephone with the Attorney General, as well as the head of the FBI, this — the investigation is still ongoing.
My heart goes out to the families of the victims and the survivors. I want to — I want to commend the heroic actions of Officer Eric Talley — the father of seven children, who left for work yesterday morning assuming he’d be able to go home — and for the ultimate sacrifice for others.
Now, let me turn to why I came today: to talk about, initially, the American Rescue Plan and the progress we’re making on tackling COVID. Tameka, thank you for sharing your stories and what you’re doing — my daughter is also a social worker, and you have a profound impact on people’s lives — and all you do to connect folks here in Ohio with the coverage and care they need.
I want to thank Joyce, Congresswoman, for sticking with me during the day, and Marcy, my old friend — good to see you, Marcy. Thanks for being here. And Tim Ryan. I always kid with Tim. If you’re — if I got to be in a foxhole, he’s the guy I want to be with. He always keeps his word, does exactly what he says he’s going to do. And it’s great seeing you, Tim. My best to the family.
And Madam President, thanks for having served in the Obama-Biden administration, and you’re doing an incredible job here.
And all of the docs that are here that I got a chance to meet with today: Thank you. You are — you’re an incredible group of individuals.
I also want thank Sherrod Brown — who wanted to be here today, but he had to be in Washington to cast important votes in the United States Senate.
Look, I want everyone to be aware that there are three key parts to the American Rescue Plan all of my colleagues supported here. First, we’re going to more rapidly acquire — and we set out to more rapidly acquire enough vaccine to vaccinate every single American quicker than anticipated.
And what my COVID team and — went through — and with the use of the Defense Production Act, we’ve been able to organize and help increase the number of doses in a much shorter time.
So, by the end of May, we’re going to have on hand roughly 600 million doses — enough for every American. And the American Rescue Plan is also going to provide the funding for more vaccinations, vaccination sites, vaccinators, and the paraphernalia needed to put that vaccine in one’s arm.
In addition, there is a second important piece of that plan. It’s focused on dealing with the economic deprivation so many Americans have become subject to — a consequence to this virus through no fault of their own. Millions have lost their jobs, and they’re still out of work. Around 11 million children in America are going hungry through no fault of their own. But as a result of the pandemic and the economic crisis, millions of Americans are not able to maintain their mortgage payments or rental payments and have found themselves on the verge of being evicted and having their homes repossessed.
But we stepped in, and we prevented that from happening with the American Rescue Plan. Hundreds of thousands of businesses are now — not going to go under, but they’re going to have an idea — an opportunity to reopen and have the financial assistance to be able to do it the right way and safely.
Schools closed and children losing up to a year or more in learning capacity. You’re ahead of the (inaudible) here in Ohio, but, across the nation, the help was badly needed, and we’ve now provided the funding for that.
Because of isolation — and violence against women is up; abuse of children is up — and the need for mental health problems — to deal with mental health problems and the consequence of them is up, as a consequence of COVID. And, in addition to that, suicides are up.
The second — so, second, the American Rescue Plan brings relief to a population that is badly hurting. And one more element of our response is that — first and foremost, is the commitment to get Americans a $1,400 check per person, including per child. So, a firefighter and school teacher making $120,000 combined, with two kids, are going to get a $5,6000 in cash.
If they already have an account online with the IRS, which many do, by tomorrow, we will have distributed 100 million of those checks just since the legislation passed. We’re on the verge of doing that as of tomorrow. But for someone who doesn’t have direct deposit, they’re getting a check in the mail for all of that.
So we expand the child — we also expanded the Childcare Tax Credit. Right now, if you file your federal income tax, you’ll get to a $2,000 deduction for every child you have. But if you’re making the minimum wage, you don’t earn enough to file for federal taxes. But because of the American Rescue Plan, if you have two children, for example, under the age of six, you’re going to get a check for $3,600 if you have a child. And so, if you have two children, $7,200 will be paid on a monthly basis. This is going to be life changing. It’s estimated this will do more to end child poverty in America than anything we’ve ever done.
There’s the Earned Income Tax Credit. If you are over the age of 19 and not a fulltime student and you are a childless worker, now you will get a check for $1,500 if you file.
Small businesses not only will be able to borrow money to keep business afloat, but get loan forgiveness in improving your business to get us back in the game.
And, by the way, all of this — economists left, right, and center argue and acknowledge — will create 7 million more jobs and increase economic growth. Increase economic growth.
There’s so much more, but help is here. But I’m here in this great hospital to talk about a third way to help. And that is for your health — the third type of help, and that’s healthcare.
I just concluded a tour of the Radiation Oncology Department here at the James Cancer Center, which was expanded thanks to a $100 million grant in the Affordable Care Act that Sherrod Brown was instrumental in making happen. That’s in addition to the research funding Ohio State received under the Beau Biden Cancer Moonshot.
Because of our investments, this department has gone from being able to treat 60 to 70 patients a day to nearly 300 a day. This place is a source of hope.
I have said that I want to — when I ran, I said I wanted to be a President who would preside over the end of cancer as we know it.
And when we see the strides we’ve made — you talk to the docs and researchers — I can tell you, it’s within our reach. We’re all benefited from the breakthroughs pioneered by the Defense Department, for example, research agency called DARPA, which helped bring us everything from the Internet to GPS.
Well, I’m going to be proposing to my friends in Congress that we launch a similar operation at the Department of — at the Department of Health — a new effort called “ARPA-H” — to deliver health breakthroughs to find cures for cancer and other diseases by investing billions of dollars that companies are not willing to do — drug companies are not — don’t have the capacity. And I know we can do this. And I know we can find great breakthroughs.
America does big things. Eleven years ago today, President Obama signed into law the Affordable Care Act — historic achievement that would not have been possible but for the vision and determination of one of the most successful Presidents in recent American history: Barack Obama.

President Joe Biden's job approval ratings are cratering as the border crisis escalates and concerns mount over his apparently deteriorating mental and physical fitness.
Monday's daily Presidential Tracking Poll by Rasmussen Reports found that 49 percent of likely voters disapprove of the job Biden is doing, while 49 percent approve.
Daily tracking polls are compiled using nightly phone surveys of 500 likely voters.

A “Biden for President 2020” flag was seen flying in a tent encampment in Tijuana, Mexico, where hundreds of migrants are gathering until they can be processed and potentially released in the United States.
“It is every bit Biden’s migrant camp. They are flying the Biden flag. They are wearing the Biden T-shirts. There's 500 to 1,000 individuals staying here that believe wholeheartedly that President Joe Biden wants them here and will help them get across,” Fox News’s Griff Jenkins said Monday during a visit to the encampment.
Jenkins spoke with some individuals staying at the camp, with one woman saying the migrants received the pro-Biden merchandise from a nongovernmental organization.
“They choose to wear the shirts every time the media shows up because they believe if President Biden sees them wearing the shirt, then he will feel compelled to do more to help them get across,” Jenkins said.
“Most of them believe that Joe Biden is setting up shelters for them on the U.S. side and that, any day now, they will be asked to go across and stay there rather than here, where it’s dangerous.”

Stimulus is starting to feed through to the economy in a big way
Spring is here, stimulus checks have been sent out the door, and consumers are starting to ramp up their spending.
Just as we expected they would.
Data from JP Morgan and UBS published over the last few days reveal the impact economic re-openings and the disbursal of a third stimulus check to most Americans is having on consumer habits. And the early returns are robust.
The most pointed chart comes from JP Morgan's U.S. economics team, which reveals the dual impacts of additional stimulus and also the lapping of last year's collapse in spending as the pandemic got underway.

And while the massive spike in this data is obviously flattered by last year's collapse, data from Bank of America we flagged back in January showed the second round of stimulus checks fed into spending much quicker than those sent out in the spring of 2020. It follows, then, that a third round of checks would also quickly feed through to consumer spending.
Couple this with warmer weather, looser restrictions, and vaccinations averaging more than 2 million per day and, it appears a spring boom is upon us.
But it's not only stimulus that is helping boost spending.
Keith Parker and the equity strategy team at UBS recently polled consumers and found those making more than $80,000 — some of whom were ineligible for the latest $1,400 checks — plan to increase their spending by the most as the economy re-opens.

Mexico's president says Biden immigration policies prompting border surge
Mexican President Andres Manuel Lopez Obrador asserted that the Biden administration’s immigration policies have contributed to a surge of migrants that has overwhelmed facilities at the southern border in recent weeks.
President Biden reversed several Trump-era immigration measures, loosening restrictions for asylum claimants and ending a policy that required migrants to remain in Mexico while making their case to enter the United States. Lopez Obrador said the changes prompted migrants fleeing harsh conditions in Central America to risk the journey to the border.

The Boulder Police chief said on Tuesday that a 21-year-old man from a Denver suburb had been charged with 10 counts of murder in the shooting on Monday at a grocery store in Boulder, Colo., that left 10 people dead.
Police Chief Maris Herold identified the suspect as Ahmad Al Aliwi Alissa of Arvada, a suburb of Denver about 20 miles from Boulder. Michael Dougherty, the district attorney in Boulder County, said he had “lived most of his life in the United States.”
Chief Herold said the suspect had been taken into custody with a leg injury but was in stable condition and was expected to be taken to jail later on Tuesday.
Among the victims was Officer Eric Talley, 51, with the Boulder Police Department, who had responded to a “barrage” of 911 calls about the shooting, the chief said. The authorities identified the nine additional victims as Denny Strong, 20; Neven Stanisic, 23; Rikki Olds, 25; Tralona Bartkowiak, 49; Suzanne Fountain, 59; Teri Leiker, 51; Kevin Mahoney, 61; Lynn Murray, 62; and Jody Waters, 65.
Chief Herold said police officers had run into the King Soopers grocery store within minutes of the shooting and had shot at the suspect. No other officers were injured during the response, she said.
At the news conference, Gov. Jared Polis of Colorado said his heart ached after the shooting, adding, “The eyes of the nation are on Colorado.”
“Of course I’m standing here, not just as governor, but as someone who has called this community my home for most of my whole life and who has shopped at that King Soopers in Table Mesa many times across my life,” he said.
Chief Herold said the coroner’s office had identified all of the victims and notified their families before 4 a.m.

Militant Antifa extremists attacked a Turning Point USA rally on Saturday afternoon at the Washington state Capitol in Olympia. Minors were assaulted and the event table was vandalized.
A group of around 20 militants dressed in black and wearing masks gathered on Capitol grounds to disrupt the second amendment-themed rally hosted by TPUSA's local Washington chapter. The small, conservative rally was attended by around a couple dozen high school students.
Earlier in the week, Antifa activists in Washington state put out a flyer calling for their supporters to "stand up to hate" against the conservative event.
At first, the Antifa protested the event by dancing and calling the attendees "fascists," but they later became physical.
One of the Antifa threw a bottle of water at the back of the head of a high school student. Another militant from the Antifa group told the students that she can't wait to see them "lynched."

Ahmad Al Aliwi Alissa, the man accused of killing 10 people in a grocery store attack in Colorado, was found guilty of misdemeanor assault when he was a high school senior, and the police in his hometown, Arvada, a suburb of Denver, said they had a separate encounter with him based on a report of “criminal mischief.”
According to a police affidavit, just a week ago, he bought a Ruger AR-556 pistol, though it is not clear that was the weapon used in the killings.
Students at Arvada West High School recalled Mr. Alissa in interviews as being prone to angry outbursts, and one said that “out of nowhere” he had became enraged and beat up another student during a class — apparently the incident that led to the assault conviction.
On Monday, law enforcement officials say Mr. Alissa, 21, who lived in Arvada, went to a King Soopers store in nearby Boulder and killed 10 people.
He was charged on Tuesday with 10 counts of first-degree murder, which in Colorado carries a penalty of death or life in prison without parole. Officials have not suggested a motive for the crime.
Michael Dougherty, the Boulder County district attorney, said the suspect had “lived most of his life in the United States.”
A Facebook page that appeared to belong to the suspect, giving his name as Ahmad Al Issa, said he was a wrestler. Both the Facebook page and his record with the Colorado Bureau of Investigation say he was born in Syria in 1999.
The police affidavit released on Tuesday described Mr. Alissa as standing 5 feet 6 inches tall and weighing 200 pounds. That is far more than the 140 pounds listed from his arrest in November 2017; a few months later he was found guilty of third-degree assault, and sentenced to probation and community service.
The affidavit said he bought the weapon on March 16, and that his brother’s girlfriend saw him playing with what she thought looked like a machine gun just two days before the shooting.
Mr. Alissa apparently had a serious interest in martial arts. The Facebook page listed wrestling and kickboxing as being among his interests, and many of the posts were about martial arts. One Facebook post, in 2019, said simply, “#NeedAGirlfriend.”
The page said he had studied computer engineering at Metropolitan State University of Denver, but a university spokesman, Timothy Carroll, said the suspect “is not nor has ever been an MSU Denver student.” The Facebook page was taken down within an hour of Mr. Alissa’s name being released by the authorities.
The suspect’s identity was known to the F.B.I. because he was linked to another individual under investigation by the bureau, according to law enforcement officials.
The investigation is far from over.
For the past four presidential administrations, I have accompanied U.S. Customs and Border Protection agents and photographed their encounters with migrants as they enforced immigration policy. No longer. Last week, when I documented migrant detentions in El Paso, I had to do so from the Mexican side of the border, taking long-range shots. Until now, journalists haven’t had to stand in another country to cover what is happening in the United States.
Most asylum seekers cross the Rio Grande into South Texas on land controlled by federal agents. For decades, the U.S. government has let journalists accompany Border Patrol agents and other officials as they surveil the land. But since the change in administration, those agents have been physically blocking journalists from the riverbank. For example, after being turned down for official access on a trip in February, I followed a Border Patrol transport bus in my own vehicle to where agents were detaining migrants. They stopped me before I got close enough to take pictures. They called a supervisor, and ordered me to leave immediately.
We have gone from the Trump-era “zero tolerance” policy toward immigrants to a Biden-era “zero access” policy for journalists covering immigration. This development is unprecedented in modern history. (While the Trump administration reduced access somewhat when the pandemic began, for defensible reasons of safety, the Biden administration has gone much further and eliminated it altogether.)
This ban extends to the holding facilities on the border that temporarily house migrants — facilities that are the source of considerable controversy. For the past four presidential administrations, I have accompanied U.S. Customs and Border Protection agents and photographed their encounters with migrants as they enforced immigration policy. No longer. Last week, when I documented migrant detentions in El Paso, I had to do so from the Mexican side of the border, taking long-range shots. Until now, journalists haven’t had to stand in another country to cover what is happening in the United States.
Most asylum seekers cross the Rio Grande into South Texas on land controlled by federal agents. For decades, the U.S. government has let journalists accompany Border Patrol agents and other officials as they surveil the land. But since the change in administration, those agents have been physically blocking journalists from the riverbank. For example, after being turned down for official access on a trip in February, I followed a Border Patrol transport bus in my own vehicle to where agents were detaining migrants. They stopped me before I got close enough to take pictures. They called a supervisor, and ordered me to leave immediately.
We have gone from the Trump-era “zero tolerance” policy toward immigrants to a Biden-era “zero access” policy for journalists covering immigration. This development is unprecedented in modern history. (While the Trump administration reduced access somewhat when the pandemic began, for defensible reasons of safety, the Biden administration has gone much further and eliminated it altogether.)
This ban extends to the holding facilities on the border that temporarily house migrants — facilities that are the source of considerable controversy. These have grown so crowded that a court-appointed monitor last week called the situation “not sustainable.” The Department of Health and Human Services reported last Friday that there are 9,800 unaccompanied minors in shelters, with many more on the way.
The White House says the border situation is a not “a crisis”; the language they prefer is “a challenge.” I’d be happy to show that’s the case. I assume that so would my colleagues at other media organizations who, like me, have been turned away as we attempt to provide the public with a window onto the apprehension and detention of migrants.

THE PRESIDENT: Good afternoon, almost getting into evening. Before I begin, as the congresswoman said, earlier today at the White House, I addressed the mass shooting in Boulder, Colorado. While the investigation is ongoing — and I spent time on the telephone with the Attorney General, as well as the head of the FBI, this — the investigation is still ongoing.
My heart goes out to the families of the victims and the survivors. I want to — I want to commend the heroic actions of Officer Eric Talley — the father of seven children, who left for work yesterday morning assuming he’d be able to go home — and for the ultimate sacrifice for others.
Now, let me turn to why I came today: to talk about, initially, the American Rescue Plan and the progress we’re making on tackling COVID. Tameka, thank you for sharing your stories and what you’re doing — my daughter is also a social worker, and you have a profound impact on people’s lives — and all you do to connect folks here in Ohio with the coverage and care they need.
I want to thank Joyce, Congresswoman, for sticking with me during the day, and Marcy, my old friend — good to see you, Marcy. Thanks for being here. And Tim Ryan. I always kid with Tim. If you’re — if I got to be in a foxhole, he’s the guy I want to be with. He always keeps his word, does exactly what he says he’s going to do. And it’s great seeing you, Tim. My best to the family.
And Madam President, thanks for having served in the Obama-Biden administration, and you’re doing an incredible job here.
And all of the docs that are here that I got a chance to meet with today: Thank you. You are — you’re an incredible group of individuals.
I also want thank Sherrod Brown — who wanted to be here today, but he had to be in Washington to cast important votes in the United States Senate.
Look, I want everyone to be aware that there are three key parts to the American Rescue Plan all of my colleagues supported here. First, we’re going to more rapidly acquire — and we set out to more rapidly acquire enough vaccine to vaccinate every single American quicker than anticipated.
And what my COVID team and — went through — and with the use of the Defense Production Act, we’ve been able to organize and help increase the number of doses in a much shorter time.
So, by the end of May, we’re going to have on hand roughly 600 million doses — enough for every American. And the American Rescue Plan is also going to provide the funding for more vaccinations, vaccination sites, vaccinators, and the paraphernalia needed to put that vaccine in one’s arm.
In addition, there is a second important piece of that plan. It’s focused on dealing with the economic deprivation so many Americans have become subject to — a consequence to this virus through no fault of their own. Millions have lost their jobs, and they’re still out of work. Around 11 million children in America are going hungry through no fault of their own. But as a result of the pandemic and the economic crisis, millions of Americans are not able to maintain their mortgage payments or rental payments and have found themselves on the verge of being evicted and having their homes repossessed.
But we stepped in, and we prevented that from happening with the American Rescue Plan. Hundreds of thousands of businesses are now — not going to go under, but they’re going to have an idea — an opportunity to reopen and have the financial assistance to be able to do it the right way and safely.
Schools closed and children losing up to a year or more in learning capacity. You’re ahead of the (inaudible) here in Ohio, but, across the nation, the help was badly needed, and we’ve now provided the funding for that.
Because of isolation — and violence against women is up; abuse of children is up — and the need for mental health problems — to deal with mental health problems and the consequence of them is up, as a consequence of COVID. And, in addition to that, suicides are up.
The second — so, second, the American Rescue Plan brings relief to a population that is badly hurting. And one more element of our response is that — first and foremost, is the commitment to get Americans a $1,400 check per person, including per child. So, a firefighter and school teacher making $120,000 combined, with two kids, are going to get a $5,6000 in cash.
If they already have an account online with the IRS, which many do, by tomorrow, we will have distributed 100 million of those checks just since the legislation passed. We’re on the verge of doing that as of tomorrow. But for someone who doesn’t have direct deposit, they’re getting a check in the mail for all of that.
So we expand the child — we also expanded the Childcare Tax Credit. Right now, if you file your federal income tax, you’ll get to a $2,000 deduction for every child you have. But if you’re making the minimum wage, you don’t earn enough to file for federal taxes. But because of the American Rescue Plan, if you have two children, for example, under the age of six, you’re going to get a check for $3,600 if you have a child. And so, if you have two children, $7,200 will be paid on a monthly basis. This is going to be life changing. It’s estimated this will do more to end child poverty in America than anything we’ve ever done.
There’s the Earned Income Tax Credit. If you are over the age of 19 and not a fulltime student and you are a childless worker, now you will get a check for $1,500 if you file.
Small businesses not only will be able to borrow money to keep business afloat, but get loan forgiveness in improving your business to get us back in the game.
And, by the way, all of this — economists left, right, and center argue and acknowledge — will create 7 million more jobs and increase economic growth. Increase economic growth.
There’s so much more, but help is here. But I’m here in this great hospital to talk about a third way to help. And that is for your health — the third type of help, and that’s healthcare.
I just concluded a tour of the Radiation Oncology Department here at the James Cancer Center, which was expanded thanks to a $100 million grant in the Affordable Care Act that Sherrod Brown was instrumental in making happen. That’s in addition to the research funding Ohio State received under the Beau Biden Cancer Moonshot.
Because of our investments, this department has gone from being able to treat 60 to 70 patients a day to nearly 300 a day. This place is a source of hope.
I have said that I want to — when I ran, I said I wanted to be a President who would preside over the end of cancer as we know it.
And when we see the strides we’ve made — you talk to the docs and researchers — I can tell you, it’s within our reach. We’re all benefited from the breakthroughs pioneered by the Defense Department, for example, research agency called DARPA, which helped bring us everything from the Internet to GPS.
Well, I’m going to be proposing to my friends in Congress that we launch a similar operation at the Department of — at the Department of Health — a new effort called “ARPA-H” — to deliver health breakthroughs to find cures for cancer and other diseases by investing billions of dollars that companies are not willing to do — drug companies are not — don’t have the capacity. And I know we can do this. And I know we can find great breakthroughs.
America does big things. Eleven years ago today, President Obama signed into law the Affordable Care Act — historic achievement that would not have been possible but for the vision and determination of one of the most successful Presidents in recent American history: Barack Obama.

Monday's daily Presidential Tracking Poll by Rasmussen Reports found that 49 percent of likely voters disapprove of the job Biden is doing, while 49 percent approve.

A “Biden for President 2020” flag was seen flying in a tent encampment in Tijuana, Mexico, where hundreds of migrants are gathering until they can be processed and potentially released in the United States.
“It is every bit Biden’s migrant camp. They are flying the Biden flag. They are wearing the Biden T-shirts. There's 500 to 1,000 individuals staying here that believe wholeheartedly that President Joe Biden wants them here and will help them get across,” Fox News’s Griff Jenkins said Monday during a visit to the encampment.
Jenkins spoke with some individuals staying at the camp, with one woman saying the migrants received the pro-Biden merchandise from a nongovernmental organization.
“They choose to wear the shirts every time the media shows up because they believe if President Biden sees them wearing the shirt, then he will feel compelled to do more to help them get across,” Jenkins said.

Stimulus is starting to feed through to the economy in a big way
Spring is here, stimulus checks have been sent out the door, and consumers are starting to ramp up their spending.
Just as we expected they would.
Data from JP Morgan and UBS published over the last few days reveal the impact economic re-openings and the disbursal of a third stimulus check to most Americans is having on consumer habits. And the early returns are robust.
The most pointed chart comes from JP Morgan's U.S. economics team, which reveals the dual impacts of additional stimulus and also the lapping of last year's collapse in spending as the pandemic got underway.

And while the massive spike in this data is obviously flattered by last year's collapse, data from Bank of America we flagged back in January showed the second round of stimulus checks fed into spending much quicker than those sent out in the spring of 2020. It follows, then, that a third round of checks would also quickly feed through to consumer spending.
Couple this with warmer weather, looser restrictions, and vaccinations averaging more than 2 million per day and, it appears a spring boom is upon us.
But it's not only stimulus that is helping boost spending.
Keith Parker and the equity strategy team at UBS recently polled consumers and found those making more than $80,000 — some of whom were ineligible for the latest $1,400 checks — plan to increase their spending by the most as the economy re-opens.
Even the conservative upper income population is planning to purchase goods and services!
