The South Dakota legislature passed a bill banning individuals who were male at birth from competing in girls’ and women’s sports, both at the high school and the college levels. However, Governor Kristi Noem has refused to sign the legislation as passed.

In her letter on Friday, Noem said that after studying the bill and consulting with legal experts over several days, she had “become concerned that this bill’s vague and overly broad language could have significant unintended consequences.”

Noem argued the bill would cause collegiate athletics in her state to suffer because the “national governing bodies” — most notably the National Collegiate Athletic Association — would require compliance with their organizations’ policies that conflict with those of House Bill 1217. “South Dakota has shown that our student athletes can compete with anyone in the country,” Noem wrote, “but competing on the national stage means compliance with the national governing bodies that oversee collegiate athletics.”

“While I certainly do not always agree with the actions these sanctioning bodies take, I understand that collegiate athletics requires such a system – a fifty-state patchwork is not workable,” she added.

Noem also said the current bill is worded in such a way that students could be sued for using performance-enhancing drugs, including anabolic steroids, for reasons that extend beyond the bill’s intended scope, and the annual confirmation and ongoing monitoring for accuracy of students’ age, sex, and use of performance-enhancing drugs places an “unworkable administrative burden on schools.”

She concluded, “Overall, these style and form clarifications protect women sports while also showing empathy for youths struggling with what they understand to be their gender identity.”

Noem said she supports the bill and intends to sign it once the changes she has requested are made.

Opponents to the bill had warned that it would cause the state to lose out on millions of dollars from the NCAA if it pulls out of sports tournaments, though it was not clear if Noem's proposed changes would ultimately deter that.

Legislatures in more than 20 states have proposed restrictions on athletics or gender transition surgeries for transgender minors this year. The Republican governor of only one state — Mississippi's Tate Reeves — has signed such a ban into law.

Noem is a rising force among conservatives and has been considered a potential Republican pick for president in 2024, aligning herself closely with former President Donald Trump.

Some conservatives have said that she's a RINO.

She actually surprised me.

But Republicans in South Dakota have a long history of reasonable Republicans.

I met Gov Dick Kneip in a bar in the Black Hills of South Dakota. He was friendly. Both of the Senators of today are old fashioned Republicans not Trumpets.

Department of Homeland Security (DHS) Secretary Alejandro Mayorkas on Sunday urged migrants not to travel to the United States, as the Biden administration struggles with a surge of incomers, especially unaccompanied minors, at the southern border.

“The message is quite clear, do not come. The border is closed, the border is secure,” Mayorkas told host Martha Raddatz on ABC’s “This Week.”

“We are encouraging children not to come. Now is not the time to come. Do not come, the journey is dangerous. We are building safe, orderly and humane ways to address the needs of vulnerable children. Do not come,” Mayorkas added.

Johnson Siding is an unincorporated community in Pennington County, South Dakota, United States. The population as of the 2010 census was 659. It is located in the Rimrock Area, approximately 10 miles west of Rapid City. Johnson Siding is surrounded by the Black Hills National Forest. Johnson Siding is named for a siding on the old Rapid City, Black Hills and Western Railroad (the Crouch Line) which ran up Rapid Creek between Rapid City and the Black Hills Highline at Mystic, which was originally constructed to serve the Johnson Sawmill, located a short distance upstream from the existing town. Many bikers attending the Sturgis Motorcycle Rally traditionally make at least one visit to Johnson Siding during Rally Week.

Johnson Siding is located on South Dakota Highway 44 at the intersection of Norris Peak Road, a paved county road, which connects the Rapid Creek valley with the Box Elder Creek valley, and Nemo Road to the north.

Johnson Siding has been assigned the ZIP code 57702.

Johnson Siding was the site of the political convention which first organized the South Dakota Libertarian Party in 1992, at which Costas "Gus" Hercules was nominated to the U.S. Senate. Johnson's Mill was also the head of the Hisega Flume, a wooden waterway constructed high on the south cliffs of the Rapid Creek canyon to supply a small hydroelectric plant at Big Bend near present-day Thunderhead Falls in the early 1900s, one of several National Engineering Landmarks in the Black Hills, which is now a popular bed and breakfast. This small Dakota Power plant delivered electricity to Rapid City until the community's needs out-grew the plant's capacity. It was shut down in the late 1930s. Dakota Power became a part of Black Hills Power and Light, eventually becoming Black Hills Corporation. A few remnants of the flume are still visible high on the south side of the canyon at the big curve of SD Highway 44 before one gets to Johnson Siding.

To reach Johnson Siding, take US-385 north from Mill City past Sheridan Lake and Pactola Lake and turn east on SD-44 at Pactola Junction and go five miles; or take SD-44 (Jackson Boulevard) southwest from Rapid City.

I had a conversation with my brother in Oregon, last night. Besides the usual family matters, he brought up a call he received from a ‘friend.’ The friend wanted to check on my brother and the family amidst rising violence toward Asian Americans. While my brother appreciated the gesture, he told his friend that it wasn’t necessary. The friend said he had been concerned about all the anti-Asian violence ever since Trump and the “China” virus rhetoric.

The friend knows my brother is a staunch conservative, so my brother got irritated. He asked the dude, what’s Trump got to do with the Georgia shootings and where was his phone call last year? The friend said he didn’t get what my brother was getting at. My brother replied that there were over 3,800 incidents of anti-Asian violence last year, yet you didn’t check on us. The friend said he didn’t know. My brother said, of course not—because no one besides us Asians cared. But now that you see a perp is a white male from the South, you start to care. You have to make this about YOU making a political statement rather than really caring about us, the Asian Americans.

My brother is correct. How can we trust and believe your sentiments when you didn’t care last year when we pleaded for assistance? The district attorneys in the Bay area and NYC acted blind to our plight. The national mainstream media didn’t lend us their ear nor their voice because the narrative didn’t fit.

But, now, you care.

You use our victimhood, turning it into your political gains—whether to infringe on the 2A or keep portraying Trump as that boogeyman. You sided with the rich NBA players over the freedom fighters of Hong Kong. You sided with Disney and NIKE over the lives and the dignity of the Uighurs in western China. You praised Antifa while they harassed and doxxed a gay Asian journalist. You sided with the rioters and looters that stole, robbed, and burned down our shops and businesses all last summer.

Yesterday, we found out the killer in the Georgia shooting rampage is a disturbed young man who is an Asian fetishist. Not exactly the perp that my brother’s friend wished for. I find it twisted and sick that there are a lot of white folks who get a ‘hard on’ for minorities’ victimhood. It’s as reprehensible as someone who has an Asian sexual fetish. Which is confusing—because one moment we are categorized with the ‘Whites’ when we are applying for colleges and universities and we don’t get the same affirmative action benefits of other POC when applying for a job— yet we are marginalized victims again, to serve your political purpose.

So we are just pawns.

My brother told his ‘friend,’ or his ‘ally,’ to snap out of trying to be the white savior. It was clear to my brother that the phone call was about the dude’s self righteousness and it was more self-serving than a true concern for the welfare and well-being of our family or any other Asians. My apologies, if my brother and I and some of our fellow Asians respond with indignation.

Homeland Security Secretary Alejandro Mayorkas on Sunday defended the Biden administration's decision to not expel children arriving in the U.S. amid a migrant surge along the southern border, arguing "that's not who we are."

In an interview on NBC's "Meet the Press," Mayorkas said "the border is closed" and that the U.S. was expelling families and adults but will not turn back "young, vulnerable children." He said the Biden administration was working to develop new policies to address the problem with Mexico and Central American countries that are the source of the asylum seekers.

He blamed former President Donald Trump for having "dismantled the orderly, humane and efficient way" of dealing with the migrant children.

"We are rebuilding those orderly and safe processes as quickly as possible," he said. "But in the meantime, we will not expel into the Mexican desert, for example, three orphan children whom I saw over the last two weeks. We just won't do that. That's not who we are."

The U.S. government on Saturday was housing approximately 15,500 unaccompanied migrant minors, including 5,000 teenagers and children stranded in Border Patrol facilities not designed for long-term custody, according to government data reviewed by CBS News.

As of Saturday morning, more than 5,000 unaccompanied minors were being held in a Customs and Border Protection (CBP) tent holding facility in south Texas and other stations along the border with Mexico. According to the government records, unaccompanied children are spending an average of 136 hours in CBP custody, well beyond the 72-hour limit outlined in U.S. law.

The Department of Health and Human Services (HHS) was also housing nearly 10,500 unaccompanied children in emergency housing facilities and shelters licensed by states to care for minors, department spokesperson Mark Weber told CBS News on Saturday.

More than 9,400 unaccompanied minors entered U.S. border custody last month, a record-high for a February. That number is expected to be eclipsed by the figure for March, as border officials have encountered an average of more than 500 unaccompanied minors per day in the past 21 days, according to the government data.

Mayorkas led a bipartisan Senate delegation to El Paso, Texas to view operations on the southwest border and receive a briefing on the processing, shelter, and transfer of unaccompanied children. The delegation visited the Paso del Norte International Crossing where they were provided with an overview of Port of Entry enforcement activities and a briefing on the winddown of the Migrant Protection Protocols (MPP). They also visited the newly constructed Centralized Processing Center where unaccompanied children and families are processed and sheltered before transfer to Health and Human Services (HHS).  The group toured the CHS Trail House Shelter, an Office of Refugee Resettlement facility that provides care for children before they are placed with a family member or sponsor.

The visit concluded with a visit to VA Medical Center where Secretary Mayorkas and the Senators thanked healthcare workers for their work during the COVID-19 pandemic and their partnership in vaccinating the DHS workforce.

Throughout the visit, they discussed capacity needs given the number of unaccompanied children and families arriving at our border, the complex challenges of rebuilding our decimated border infrastructure, and the path forward for establishing a safe, orderly, and humane immigration system. Officials also discussed ways to ensure the safety of the workforce and the wellbeing of communities nearby in the face of a global pandemic.

This is not the first time there's been a surge of migrants on the southwest border. There was one in 2014 during the Obama administration, one in 2018 during the Trump administration, and now one in 2020-21, spanning the Trump and Biden administrations.

Miami Beach officials have declared a state of emergency due to "overwhelming" spring break crowds, imposing an 8 p.m. curfew this weekend for its entertainment district and temporarily closing several roads leading into the city.

Miami Beach Mayor Dan Gelber announced the new measures, saying the city feels at times "out of control."

"At the end of the day, all the policing in the world isn't going to stop something terrible from happening if it's going to happen," Gelber said during a press briefing Saturday. "Our city right now in this area has become a tinder, and we cannot have a policy of simply hoping that it's not lit."
