Well this was obvious fallout from the Biden gaffe

From Politico:

Despite Biden’s statement, the enormous reconciliation bill that Democrats are drafting will hang over the process all summer and remain a handy excuse [sic (and sickening)] for any Republican who doesn’t want to back the bipartisan bill. Sen. JERRY MORAN (R-Kan.), an initial backer of the bipartisan bill, has already indicated that he wants a commitment from Sens. JOE MANCHIN (D-W.Va.) and KYRSTEN SINEMA (D-Ariz.) not to support the reconciliation bill. That is as much a moving of the goal posts as Biden’s veto threat.

So I am not sure that this is "moving the goalposts" unless you happen to believe that five Republican Senators sat down with five Democratic Senators to negotiate a spending bill, only to accept that everything that these five Democrats were giving up would be put into a separate reconciliation bill. Doesn't seem like much of a negotiation. 

At this point, I would offer that the "bi-partisan" portion of this bill is likely done. As of right now, it doesn't appear that even the original five are still on board, and you would need to find at least five other Republicans willing to back a negotiation that appears to have been dishonest and misleading from the start.  

So will Manchin or Sinema commit to opposing a reconciliation bill? Apparently not, but Manchin is suggesting that he will only support a bill with a pricetag that is at least a trillion or two less than what Pelosi/Schumer/Biden are pushing for. If the bipartisan infastructure bill falls apart and the reconcilation bill is cut down, the 4-6 trillion that Biden wanted might end up looking like 2 trillion, with bad blood and mistrust between the Parties.

As one former President once stated... That's a "heck of a job".

Scott, I actually believe that the President and Mitch McConnell will eventually pass the infrastructure agreement, because McConnell will support him.

McConnell on Monday said Mr. Biden "appropriately delinked" the bipartisan infrastructure bill from the larger spending package, which does not need Republican support to pass. 

The former didn't help the Republicans, when he called McConnell a RINO.

Sometime before the end of summer, they will pass the infrastructure bill. And if the President keeps the Democrats united he will use the reconciliation process to pass The Family Plan.

McConnell understands that if they block everything, if the economy doesn't get better, the Republicans might not win back to majorities in the Congress.

JUNE 26, 2021STATEMENTS AND RELEASES

On Thursday, I reached a historic agreement with a bipartisan group of Senators on a $1.2 trillion plan to transform our physical infrastructure. The plan would make the largest investment in infrastructure in history, the biggest investment in rail since the creation of Amtrak, and the largest investment in transit ever. It would fix roads and bridges, make critical investments in our clean energy future, and help this country compete with China and other economic rivals. It would replace lead water pipes in our schools and houses, and connect every American to high-speed internet. It would create millions of high-paying jobs that could not be outsourced.

In the days since, the primary focus in Washington has not been about the Plan’s scope, scale or provisions—but rather, how it relates to other legislation before Congress: my American Families Plan. The American Families Plan—which would make historic investments in education, health care, child care, and tax cuts for families, coupled with other investments in care for our seniors, housing, and clean energy—has broad support with the American people, but not among Republicans in Congress.

I have been clear from the start that it was my hope that the infrastructure plan could be one that Democrats and Republicans would work on together, while I would seek to pass my Families Plan and other provisions through the process known as reconciliation. There has been no doubt or ambiguity about my intention to proceed this way.

At a press conference after announcing the bipartisan agreement, I indicated that I would refuse to sign the infrastructure bill if it was sent to me without my Families Plan and other priorities, including clean energy. That statement understandably upset some Republicans, who do not see the two plans as linked; they are hoping to defeat my Families Plan—and do not want their support for the infrastructure plan to be seen as aiding passage of the Families Plan. My comments also created the impression that I was issuing a veto threat on the very plan I had just agreed to, which was certainly not my intent.

So to be clear: our bipartisan agreement does not preclude Republicans from attempting to defeat my Families Plan; likewise, they should have no objections to my devoted efforts to pass that Families Plan and other proposals in tandem. We will let the American people—and the Congress—decide.

The bottom line is this: I gave my word to support the Infrastructure Plan, and that’s what I intend to do. I intend to pursue the passage of that plan, which Democrats and Republicans agreed to on Thursday, with vigor. It would be good for the economy, good for our country, good for our people. I fully stand behind it without reservation or hesitation.

Some other Democrats have said they might oppose the Infrastructure Plan because it omits items they think are important: that is a mistake, in my view. Some Republicans now say that they might oppose the infrastructure plan because I am also trying to pass the American Families Plan: that is also a mistake, in my view. I intend to work hard to get both of them passed, because our country needs both—and I ran a winning campaign for President that promised to deliver on both. No one should be surprised that that is precisely what I am doing.

I will ask Leader Schumer to schedule both the infrastructure plan and the reconciliation bill for action in the Senate. I expect both to go to the House, where I will work with Speaker Pelosi on the path forward after Senate action. Ultimately, I am confident that Congress will get both to my desk, so I can sign each bill promptly.

I don't think you quite understand what McConnell means.

Other Republicans (who would need to be on board) are calling for Manchin and Sinema to nix the reconciliation bill. Because if the Republicans commit to passing the "bipartisan" bill and then every cut they negotiated is simply added back through reconciliation...

They look like fools.

They tell their base.... hey look, we got the Democrats down from 3-4 trillion to 900 billion. Oh, but wait, they just passed the rest through reconciliation. I guess we were wrong. Stupid us!

Who knows, maybe there is enough who are fools. I certainly know Romney seems inclined to buy the spin. But I am guessing that there may not be ten Republicans foolish enough to go through with it.


Right now Manchin is trying to play peacemaker by saying he will only support a much smaller reconciliation bill. Well then, why not go back to the bi-partisan negotiations and put that "smaller" amount of new spending into the "bi-partisan" bill and then swear off reconcilation?

Biden's assurances did appear to placate several Republican negotiators, including Sens. Rob Portman of Ohio, Mitt Romney of Utah and Bill Cassidy of Louisiana, who said on the Sunday talk shows that the agreement to build roads, bridges and public transit projects should proceed.

Earlier today McConnell said he isn't sure if he would support it.

There are no tax hikes in the “bipartisan” infrastructure bill President Biden negotiated with some key senators last week. But tax hikes are probably coming all the same.

Biden is engaged in political jujitsu with a handful of Senate Republicans who want to get credit for supporting an infrastructure deal without appearing to enable other Democratic priorities. Biden threw them off balance on June 24 by linking the bipartisan bill to a second, Democratic-only measure likely to contain dozens of programs Republicans would never agree to. Biden basically said he’d sign both, or neither. That made Republicans look like dupes, and they squealed, risking support for the bipartisan bill.

A few days later Biden blinked, saying he’s not linking the two bills, after all. That gave Republicans cover to recommit to the bipartisan bill. Yet everybody in Washington knows Democrats still plan to do exactly what Biden outlined on June 24: Pass a bipartisan infrastructure bill with at least 10 Republican senators, to overcome a filibuster, then use the Senate “reconciliation” process to pass another bill with all the goodies Republicans won’t vote for.

It’s that second reconciliation bill that will contain the tax hikes Biden wants to impose on businesses and the wealthy. Overall, Biden is calling for nearly $4 trillion in additional spending on social welfare, infrastructure, green energy and many other priorities. The bipartisan bill would include about $1.2 trillion in new spending, more than $2 trillion short of Biden’s goal. So the partisan reconciliation bill could target $2 trillion or so in spending, and more if progressives like Sen. Bernie Sanders get their way.

The likeliest tax increases
That bill will also include tax hikes to pay for some or most of the new spending. Three tax hikes seem especially likely. The first is a business tax hike. Biden wants to raise the corporate tax rate from 21% to 28%, but a few Democrats say 28% is too high. Sen. Joe Manchin of West Virginia—the key swing vote among Democrats—says he could live with a 25% rate. That’s the informal target for Democrats, now.

Biden also wants to raise the top individual income tax rate from 37% to 39.6%, which was the rate before Republicans cut it in 2017. That would only affect Americans earning more than $510,000, and it’s popular with voters. Democrats shouldn’t have a hard time doing that.

Third is the capital-gains tax rate. Biden wants to raise it from a top rate of 20% to 39.6% for people earning more than $1 million per year. There are other tax hikes in Biden’s plans that might be tougher for Democrats to pass on their own. A minimum corporate tax rate of 15% on about 50 huge companies would assure none of them wriggle out of taxes completely in any given year, but that would also undermine other elements of the tax code meant to encourage innovation. That could prompt enough disagreement among Democrats to scuttle the idea.

Biden also wants to eliminate a tax break in the estate tax for the wealthy. Republicans will wail about how this will affect family farms (whether true or not) and Democrats might drop it. There are a few tax breaks for real-estate investors and private-equity firms that Biden wants to repeal, but they wouldn’t raise a lot of money and may not be worth the fight.

A few other tax changes could sneak into the Democrats’ reconciliation bill, such as the green-energy incentives Sen. Ron Wyden (D., Ore.) has proposed. Wyden would repeal 40-odd tax breaks that affect energy producers and replace them with three tax breaks rewarding producers for generating energy that’s cleaner than average.

One of Biden’s biggest fundraising proposals is more funding for the Internal Revenue Service, to help collect some of the $500 billion or more that tax evaders owe each year, but don’t pay. That’s included in the bipartisan bill, however, as perhaps the only way to raise a meaningful amount of revenue without new taxes. So it won’t be available for the Democrats’ bill, which is likely in the fall.

The stock market rose modestly on June 24, when Biden announced the infrastructure bill, without any tax hikes. That was a cheer for new spending that might boost corporate profits, without taking anything away on the tax side. That’s only half the story, however, and markets may need to adjust for the other half, which is a core part of the Democrats’ plans, no matter how Biden characterizes it.

On Friday, the New York Times reported that Vance could announce charges against the Trump Organization and its chief financial officer, Allen Weisselberg, as soon as next week.

A lawyer for the company did not immediately respond to requests for comment. A spokesman for Vance declined to confirm the reports or to comment on them.

Any criminal charges would be the first in Vance's probe into Trump and his business dealings.

Legal experts have said an indictment against the Trump Organization could bankrupt the company by undermining its relationships with banks and other business partners.

Vance's office has said it was investigating "possibly extensive and protracted criminal conduct" at the Trump Organization, including tax and insurance fraud and falsification of business records.

It is possible that no charges will be brought.

Vance's probe nevertheless could complicate any return to politics by Trump, who has lost some of his ability to communicate publicly after being permanently banned from Twitter and suspended for two years by Facebook.

Court filings and records subpoenaed in the investigation show that Weisselberg and his son Barry have received corporate perks and gifts worth tens or hundreds of thousands of dollars in their years associated with the Trump Organization.

If they failed to account properly for that money on tax returns and other financial filings, they could be in legal jeopardy, legal experts have said.

James' office has been investigating whether the Trump Organization inflated the values of some properties to obtain better terms on loans, and lowered their values to obtain property tax breaks.

According to Fischetti, members of Vance’s team said they were considering bringing charges against the Trump Organization and its individual employees related to alleged failures to pay taxes on corporate benefits and perks. It has been widely reported that those perks included cars and apartments and appear to only involve a small number of executives.

“We asked, ‘Is there anything else?’” Fischetti told POLITICO. “They said, ‘No.’”

“It’s crazy that that’s all they had,” he added.

When asked if the meeting touched on allegations made by Trump’s former lawyer Michael Cohen and by adult film star and director Stormy Daniels, Fischetti replied, “Nothing. Not a word on that.”

Fischetti also said that Vance’s team told him they will not bring charges against Trump himself when the first indictment comes down.

“They just said, ‘When this indictment comes down, he won’t be charged. Our investigation is ongoing,’” he said.
