Wisconsin Rep. Ron Kind, a moderate, business-friendly Democrat, told reporters in the state capital Tuesday he would retire at the end of this term. Kind’s decision makes it easier for the GOP to flip his seat next year, a spokesman for a super PAC said in a statement.
“This will be my last term in office. I will not seek reelection,” the Milwaukee Journal Sentinel quoted Kind as saying. “I’ve run out of gas.” Politico reported earlier that he would not be running next year for what would be his 14th term.
Republicans saw Kind, 58, as a top target in 2022 and have been relentlessly attacking him. “Congressman Ron Kind made the right decision to drift off into the sunset rather than face certain defeat next fall,” said CLF Communications Director Calvin Moore. “CLF’s investment in 2020 made this an imminently winnable seat for Republicans and we look forward to ensuring this seat flips Republican in 2022.”
There is only so much you can do with redistricting when you quite literally see all of your electorate clustered into very small areas of a state. You end up drawing these jigsaw puzzle type districts in order to make things a little more equitable. But with so many states under local Republican rule, there is a much better chance that redistricting will add seats to the GOP in 2022.
Either way, this guy was likely toast. Even if his district had stayed exactly the same there was a good chance he would lose in this environment. But given that Wisconsin looks to be redistricting in a manner that will probably make 6 of the 8 districts more Republican, it was a very uphill challenge. Rather than withstand the assault of negative advertising tha thas already hit him, he decides to drop out.
Democrats have been making inroads with your suburban bloc that has traditionally been more conservative. However, CRT, issues with Crime, and quite frankly the social issues as a whole may blunt much of that movement and start turning the worm back. All of these "parent revolts" against activists schools (not just in terms of CRT but in terms of distance learning decisions) are likely harming the Democratic brand in these areas.
This will likely be one of many Democrats who decide to step down rather than run for reelection. Just as many Republicans have stepped down over the past couple of cycles.

Oregon governor signs bill suspending math, reading proficiency requirements for HS graduates

Gov. Kate Brown, the Oregon Democrat, signed a bill last month with little fanfare that drops the requirement that high school students prove proficiency in reading, writing or math before graduation, a report said.
The Oregonian reported that the governor has seemed to avoid discussing Senate Bill 744. Her move to sign the bill was "not public until recently, because her office did not hold a signing ceremony or issue press release." The paper also pointed out that the bill was first signed on July 14 but not added into the state’s database until July 29 due to a glitch in the system.

The Department of Health and Human Services is requiring all of its front-facing health care employees to get vaccinated against Covid-19, making it the second federal department to mandate vaccinations for a portion of its workforce.
The policy announced Thursday will apply to more than 25,000 officials under HHS’ sprawling umbrella, including staff at the Indian Health Services and National Institutes of Health who operate health and clinical research facilities or could come into contact with patients.
The U.S. Public Health Service Commissioned Corps, which consists of more than 6,000 health workers who respond to public health crises around the country, will also be included under the mandate.
“Our number one goal is the health and safety of the American public, including our federal workforce, and the vaccines are the best tool we have to protect people from Covid-19, prevent the spread of the Delta variant and save lives,” HHS Secretary Xavier Becerra said.
The department’s approach mirrors the vaccine mandate rolled out by the Department of Veterans Affairs in late July, after Biden administration lawyers determined it was legal for private businesses and public agencies to require Covid-19 vaccinations.
The Department of Defense recently signaled plans to require service members to get the vaccine as well, amid a coronavirus resurgence driven by the Delta variant. Nationwide, daily new cases have skyrocketed in the last month, reaching levels not seen since early February.

As we’ve discussed a number of times, Republican leaders made a clear decision over the winter of 2020-21 to embrace and cater to anti-vax, anti-mandate sentiment to supercharge their midterm election odds. I’ve seen some debate over whether GOP elites convinced GOP voters or GOP voters dragged along the elites. I think it’s a bit of both but mainly a non-issue. Unsurprisingly, elected officials and voters in a political party tend to think in similar ways. They decided to become the anti-vax party and thus helped usher in the fourth COVID wave.
But something happened on the way to the party: the Delta variant.
Not that that this wasn’t a very bad, sociopathic decision to start with. After all the great majority of GOP elected officials were, like Tucker Carlson, at the front of the line to get vaccinated themselves. But the consequences became far more acute. Three months ago many people believed that in the US COVID was basically over. You could cater to anti-vax sentiment and reap the electoral rewards while free-riding off the vaccinated herd. There was no downside – at least no political one. Whether that was ever going to be true, Delta clearly made it not true.
Today our team is reporting on two current manifestations of this dynamic. Republican governors with national political ambitions are not only maintaining a lax approach to mitigation they are courting anti-vax and anti-mandate sentiment by forbidding local governments to take decisions to protect their own localities. This is playing out in bans on school districts mandating masks in schools. Schools are a unique case since despite children generally having mild outcomes, most children aren’t vaccinated and children under 12 can’t be vaccinated.
The really stark development though is that school districts around Florida and Texas are simply defying the state government and doing mask mandates anyway. Unlike general mask mandates, mandates for masks in schools seem pretty popular during the current outbreak. But it’s that open defiance that tells the tale. Local officials don’t take those kinds of decisions unless they feel they have strong, even overwhelming public opinion on their side. Governors are taking local officials to court, threatening to withhold their pay, even threatening to jail them. When you’re doing these things you’re losing.
In many cases this is Republican states, with Republican state governments rooted in rural and exurban regions in conflict with more liberal major metropolitan areas. But it’s not just the liberal areas.
At the same time – and this is another topic we’re going to be looking closely at today on the site – you have local, often suburban and rural, school board meetings disrupted by anti-mask protestors. This is part of a more general pattern we’ve seen since the beginning of the pandemic: protests at school boards first over COVID restrictions and then also over “critical race theory” and Black Lives Matter activism and “anti-woke” activism. These have been followed by waves of recall elections. (There’s been parallel “big lie” activism which has targeted local election administrators who’ve been subjected to recalls or otherwise driven from office – often with campaigns of harassment or threats of violence.)
The longer the Republicans deny science, herd immunity will take years until we achieve herd immunity.

President Biden believes that health care is a right, not a privilege. No American should have to face difficult choices between paying for their prescription medications or other essential needs. And yet, too many Americans face this exact challenge. On average, Americans pay two to three times as much as people in other countries for prescription drugs, and one in four Americans who take prescription drugs struggle to afford their medications. Pharmaceutical companies do ground-breaking, life-saving work, but there is a difference between developing clinical breakthroughs and driving up prices for the drugs Americans rely on. Change is sorely needed.
Today, President Biden is laying out his vision for reducing the high cost of prescription drugs. As part of his Build Back Better agenda, he’s calling on Congress to address this crisis and allow Medicare to negotiate drug prices, significantly reducing costs for millions of Americans.
Specifically, the President’s plan includes:
Allowing Medicare to Negotiate Drug Prices.
For every other type of health care service, Medicare works to get the best prices for American seniors. But for prescription drugs – and only prescription drugs – Medicare is prohibited by law from negotiating for the best deal. This needs to change. Medicare should be able to negotiate the price for a subset of expensive drugs that don’t face any competition in the market. Medicare negotiators would be provided a framework for what constitutes a fair price for each drug, and there should be powerful incentives to make sure drug companies agree to a reasonable price.
Making Other Needed Reforms to Lower Prices.
We need to put an end to drug prices rising higher and higher with no end in sight. Drug companies that raise their prices faster than inflation should have to pay a penalty. Furthermore, today, seniors who take expensive drugs can face unlimited exposure to high drug prices. We have to fix this, and establish a firm cap on the amount that Medicare beneficiaries have to pay out-of-pocket for drugs each year.
Building on Existing Progress to Lower the Cost of Prescription Drugs.
These actions would build upon steps the President has taken to make prescription drugs more affordable for all Americans. Last month, President Biden signed an executive order calling upon each Agency to improve competition, increase wages, and reduce prices—including for prescription drugs. Alongside other steps, the federal government will be working with states and Tribes to import safe, lower-cost prescription drugs from Canada and accelerating the development and uptake of generic and biosimilar drugs that give patients the same exact clinical benefit but at a fraction of the price.
These reforms would lower premiums and copays for millions of Americans. Insulin prices could fall by hundreds of dollars on average. The price for some arthritis medicines might fall by more than $2,000 every month. And for some of the most expensive drugs, prices would fall by tens of thousands of dollars per year. These price savings would put money back in seniors’ pockets: a person taking an expensive cancer drug could see their out of pocket costs fall by at least $9,000 a year, and even seniors who don’t take expensive drugs could see their premiums cut. On average, Medicare beneficiaries would save about $200. And it’s not just Medicare beneficiaries that would benefit. If Medicare makes the prices it negotiates available to commercial payers, too, costs for employer health insurance would fall – reducing premiums by tens of billions of dollars or more.
Public opinion polls show that the majority of Americans—Republicans and Democrats—support this change. The Biden-Harris Administration continues to do everything we can to make high quality health care more affordable and accessible. By enabling Medicare to negotiate drug prices, Congress can do its part to bring down costs and secure the health and financial security of our nation’s seniors.

There’s funding to fortify the power grid against hacks and attacks, help protect communities against drought, flooding, wildfire and poisonous lead water pipes. Electric vehicle charging stations and electric school buses will — if this thing passes intact — proliferate.
Yes, some of this is “green” and some of this is “blue-collar,” and those color concepts can always trip partisan wires. But the explosion didn’t happen this time; it got muffled by days, weeks and months of what various media called “grueling,” “painstaking,” “fierce” debate and compromise.
And of course one person styled it as test of loyalty — to himself.
“This [bill] will be a victory for the Biden Administration and Democrats, and will be heavily used in the 2022 election,” Trump shouted two weeks ago. “It is a loser for the USA, a terrible deal, and makes the Republicans look weak, foolish, and dumb.”
He threatened any in his party who might support the bill, saying “lots of primaries will be coming your way!” But this time, 19 shrugged.
As for the Democrats, the progressive wing has its own objections to the bill and its compromises, but no one defected on Tuesday in the Senate.
It seems that one of the ways to repair political bridges is to repair literal bridges.

Four Florida teachers
working in the same school district died of COVID-19 within one day of each other this week, CBS Miami reports.
Three of the teachers were unvaccinated and the vaccination status of the fourth was unknown.
