WASHINGTON (Reuters) – U.S. economic growth for the second quarter is likely to be revised higher following a recent raft of stronger than initially thought data covering that period, which reflected the economy’s reopening amid improved public health.
The Commerce Department’s quarterly services survey, or QSS report, on Thursday added to a flow of data such as retail sales and inventories in suggesting that gross domestic product grew much faster than the 6.5% annualized rate reported by the government in its advance estimate last month.
The QSS provided data on services spending and intellectual property products investment, which will be incorporated by the Commerce Department’s statistics agency, the Bureau of Economic Analysis, into its second estimate of GDP growth.
“We think these components will be revised up slightly in the BEA’s upcoming GDP release as a result of the QSS data,” said Daniel Silver, an economist at JPMorgan in New York.
Following the QSS data, upward revisions to June core retail sales and steady inventory accumulation, economists expect second-quarter GDP growth could be revised to as high as a 7.3% pace, when the BEA to be publishes its second estimate next Thursday.
The QSS report showed services industry revenue increased 4.0% in the second quarter, and was 5.7% above its pandemic level. The growth in revenue was led by the leisure and hospitality as well as the travel sectors.
Though a resurgence in COVID-19 infections, driven by the Delta variant of the coronavirus poses a risk, economists were generally optimistic that the services industries would continue to grow in the second half of the year.
“This wave of COVID-19 cases in the U.S. will likely have less economic cost,” said Ryan Sweet, a senior economist at Moody’s Analytics in West Chester, Pennsylvania. “A number of the high-frequency measures that we monitor have softened a little, but nothing that raises a red flag.”
Nevertheless, economists at Goldman Sachs on Wednesday cut their third-quarter GDP growth estimate to a 5.5% rate from a 9% pace, citing higher inflation and the Delta variant. They, however, lifted their forecasts for the fourth quarter and 2022.
The economy is expected to grow by about 7% this year, which would be the strongest performance since 1984.
The S&P 500 edged higher in choppy trading Thursday in the face of concerns about the Federal Reserve removing stimulus.
The broad index inched up 0.1% to 4,405.84. The Nasdaq Composite added 0.1% to 14,541.79. The Dow Jones Industrial Average shed about 65 points, or 0.2%, to 34,895.11.

It’s hard to believe that we’re on the precipice of another campaign season, but the influx of fundraising emails we’ve been receiving the past several weeks to “help get X re-elected” tells the story.
The midterms for a first-term president are historically bad for his party. We’re not naïve. But there are special opportunities for President Biden and the Democrats to hold onto control of the Senate and Congress if the messaging is right.
Before we discuss that plan, it would be negligent to ignore the weekend’s developments in Afghanistan. With the departure of Afghan President Ashraf Ghani and the Taliban’s declaration of the country as the “Islamic Emirate of Afghanistan,” Biden and Secretary of State Antony Blinken have their work cut out for them. America invested thousands of lives, trillions of dollars, and immeasurable amounts of human capital in transforming Afghanistan. That work is now all but lost. And this will surely matter for some voters, even though Afghanistan was an intractable conflict that a majority of Americans supported leaving.
Having said that, there is a tremendous story of success from the past year to tell. As we have seen consistently in the last two election cycles, following the Democratic playbook that focuses on quality-of-life issues is the road to success. This playbook has been used by some in our party and ignored by others to their detriment. While those who ignore the playbook may have some individual successes, their messaging often feeds Republican narratives that have proven to be extremely effective.
There are three key areas of focus for Democrats to win: infrastructure, the American Rescue Plan Act, and COVID-19 management.
After many years of the running joke that it was “infrastructure week,” last week actually was infrastructure week. Biden was able to pull off the impossible and get a $1 trillion dollar package that focuses on roads, bridges, rail service and broadband initiatives passed with support from 19 GOP senators, including Minority Leader Mitch McConnell (R-Ky). This is a staggering success for the American people and especially so considering the heavy partisanship that dominates Washington politics.
What’s more, a majority of Americans like the package. Sixty-two percent favor the bill overall, and 56 percent are in favor of the additional items such as climate change and child care, which are part of the House’s $3.5 trillion version. It’s now on House Speaker Nancy Pelosi (D-Calif.) to keep her caucus in line and get the infrastructure and spending bill through.
The American Rescue Plan Act was passed in record time and matched the urgency of the crises facing the country. Between COVID-19 and the ensuing fallout, the bill delivered immediate and thoughtful relief that put money in Americans’ pockets to help them stay safe. That’s why it’s backed by more than 70 percent of Americans, including a majority of Republicans. The fact that its effects were felt right away, as opposed to selling more abstractions such as the Troubled Asset Relief Program (TARP) in 2009 that also bailed out financial institutions, make it a campaign messaging opportunity.
We’ve also seen tremendous job gains. The most recent report from the Bureau of Labor showed that the U.S. added 943,000 new jobs, the largest gain since August of last year. Additionally, unemployment fell to 5.4 percent. Since May 2020, America has added back 16.7 million jobs. We still have nearly 6 million to go, to reach pre-pandemic levels, but that’s a pretty great economic story to tell, coupled with the $15 billion that went out to more than 35 million families with children in the form of an enhanced child tax credit. As one of the largest anti-poverty measures in U.S. history, it stands to cut childhood poverty in half. Sing it from the rooftops, Democrats.
There hasn’t been a bigger storyline of the past year than the COVID-19 virus, the vaccine rollout, and now the surging Delta variant. Though a Fox News poll shows a 10-point dip in Biden’s handling of the coronavirus, he still stands at 54 percent approval and 42 percent disapproval. To keep himself and Democrats above water on this front, a continued push for vaccinations coupled with respect for Americans’ desire to “get back to normal” is the key to staying on top of the polls. Democrats can’t be seen as the party of lockdowns in a post-vaccine world — they must be the party of science and economic prosperity to match the message of the American Rescue Plan Act and infrastructure packages.
There is undoubtedly more progress to champion on the campaign trail, such as President Biden’s overseeing the most diverse Cabinet in history — including the first openly LGBTQ Cabinet secretary, first Native American Cabinet secretary, first woman Treasury Secretary, first African American secretary of Defense, first Latino secretary of Health and Human Services, and first Asian American U.S. Trade Representative. Biden also, with the Senate, has had more federal judges confirmed in his first six months as president than any president has had confirmed in the first year of his presidency, including a record number of women, a key pledge.
As we look toward the pivotal midterms, make no mistake the world is depending on our success at the ballot box. Some of the players have changed, but our playbook should remain the same if we want to succeed. We must keep telling voters what Democrats have done for them. It is not just that the elite class is incompetent – even kings could be incompetent without undermining belief in monarchy as a system – it is that they are so grossly, spectacularly incompetent that they walk around among us as living rebuttals of meritocracy itself. It is that their application of managerial logic to whatever field they get their grubby mitts on – from homelessness in California to industrial policy to running a war – makes that thing ten times more expensive and a hundred times more dysfunctional. To make the situation worse, the current elites seem almost serene in their willful destruction of the very fields they rely on for legitimacy. When the ”experts” go out of their way to write public letters about how covid supposedly only infects people who hold demonstrations in support of ”structural white supremacy”, while saying that Black Lives Matter demonstrations pose no risk of spreading the virus further, this amounts to the farmer gleefully salting his own fields to make sure nothing can grow there in the future. How can anyone expect the putative peasants of our social order to ”trust the science”, when the elites themselves are going out of their way, against all reason and the tenets of basic self-preservation, to make such a belief completely impossible even for those who really, genuinely, still want to believe?
The managerial class increasingly appears as a sort of funhouse mirror inversion of the doomed russian nobility of the late tsarist era; they no longer know how to run a country and only seem to parasitize on the body politic while giving almost nothing of value in return. In tsarist Russia, the nobility proved increasingly incapable of winning Russia’s wars or running its ministries, making their legitimating narratives proclaiming them to possess some natural-born right and capacity for rulership increasingly impossible to believe in. In modern America, it is the meritocrats who now openly lack any merit or ability to rule, quickly undermining the ability of the average person to believe in the very foundational claims behind the managerial order. And by what right does the collective of non-divine kings rule? To borrow from Schmitt: by the same right as the collective of stupid and ignorant technocrats. In other words, by virtue of simply not having been replaced yet. Nothing more.
I find it very likely that most future historians will put the date of the real beginning of the collapse of the current political and geopolitical order right here, right now, at the US withdrawal from Afghanistan. Just as with any other big historical process, however, many others will point out that the seeds of the collapse were sown much farther back, and that a case can be made for several other dates, or perhaps no specific date at all. WASHINGTON—About two dozen State Department officials serving at the embassy in Kabul sent an internal memo to Secretary of State Antony Blinken and another top State Department official last month warning of the potential collapse of Kabul soon after the Aug. 31 troop withdrawal deadline, according to a U.S. official and a person familiar with the cable.
The cable, sent via the State Department’s confidential dissent channel, warned of rapid territorial gains by the Taliban and the subsequent collapse of Afghan security forces, and offered recommendations on ways to mitigate the crisis and speed up an evacuation, the two people said.
The cable, dated July 13, also called for the State Department to use tougher language in describing the atrocities being committed by the Taliban, one of the people said.
The classified cable represents the clearest evidence yet that the administration had been warned by its own officials on the ground that the Taliban’s advance was imminent and Afghanistan’s military may be unable to stop it.

There has been more helicopter traffic lately, as Covid-19 patients fill the Singing River Health System’s beds across its three campuses. More than a fourth of the network’s Covid patients are in critical care.
Lancaster has recently cared for several patients in their 20s and 30s; one, who has children, broke down in tears before she was put on a ventilator.
She is still fighting, but not all of Lancaster’s patients pull through. Her most difficult shifts, “when things don’t go right,” she said, are followed by emotional phone calls with a colleague.
“You’re crying,” she said. “You’re putting yourself down a lot. There’s a lot of anger. There’s a lot of sadness.”

The pandemic has also sharpened an existing hypocrisy within the Republican Party over the importance of local control in government. As I wrote in 2017, growing GOP power in state capitals and more uniform liberal control in urban areas have created an inversion of traditional views about federalism. Liberals have come to view municipal government as a key center for progressive reform, while Republicans have become skeptical of their long-held devotion to local control and have enjoyed exercising state power to smack down city-level gun control, living-wage laws, fracking bans, and more.
COVID-19 has supercharged this tension. First came a round of clashes about mask mandates last summer. Liberal and liberal-leaning cities such as Atlanta, Houston, and San Antonio sought to require people to wear masks in public spaces. Conservative state governments passed laws or enacted executive orders preventing people from doing so. This is, once again, a valid exercise of governmental power, if not a wise one. But it is hardly a restrained one, and conflicts with the traditional conservative view that local populations know how to govern themselves best. Instead, these Republican officials once again decided that individual freedom was the more important value.

Donald Trump knows he’s against President Joe Biden’s withdrawal from Afghanistan. He’s been saying as much, in harsh words, in the prolific statements he’s been emailing out since he got banned from Twitter.
His problem: The withdrawal follows a template that Trump himself set out. As I wrote earlier this week, Biden and Trump have both chosen to emphasize America’s narrow national interest by exiting Afghanistan as quickly as possible. Now the former president needs to figure out why exactly he hates Biden’s approach
On Monday, Trump railed against the United States for leaving behind civilians who’d helped American troops, a position that placed him in alignment with my colleague George Packer, many progressives, and some Republicans. “Can anyone even imagine taking out our Military before evacuating civilians and others who have been good to our Country and who should be allowed to seek refuge?” Trump wrote.
That humanitarian concern, however, placed him at odds with the MAGA movement. Tucker Carlson delivered nativist warnings about Afghan refugees (“First we invade, and then we are invaded”). Steve Cortes, a Newsmax host and Trump 2020 aide, tweeted a picture of Afghans on a transport plane with the caption, “Raise your hand if you want this plane landing in your town?”
Suddenly Trump changed his tune. He emailed supporters the same photo that Cortes tweeted, saying, “This plane should have been full of Americans. America First!”
The about-face is a reminder that although Trump holds a few core values (racism, anti-immigration, protectionism), he is otherwise ideologically flexible. His insight in 2016 was to endorse views widely held by Republican voters but rejected by other GOP politicians as deplorable, politically unwise, or both. But Trump sometimes misreads his supporters—and when he does, he often moves quickly to get back in line.
Trump is still trying to find the right angle to reconcile his xenophobia with his attacks on Biden. In yet another statement today, he offered a critique of the administration’s military logistics: “First you bring out all of the American citizens. Then you bring out ALL equipment. Then you bomb the bases into smithereens—AND THEN YOU BRING OUT THE MILITARY. You don’t do it in reverse order like Biden and our woke Generals did.”
In tactical terms, this makes zero sense. But then coherence has never been a requirement for Trump—or Trumpism.

The hope to conciliate newly triumphant extremism was exactly the hope some officials felt with the Islamic Revolution in Iran and with Hamas. It was also hope of Chamberlain and Daladier with Hitler. It fails again and again. Presidents Trump and Biden certainly had reasons to give up weak allies, but doing so, they leave us, as in 1938, with the same threat and less prepared to meet it.
The worst of it is that these two factors will make each other worse. A jihadist state is much more inspiring than a jihadist movement—witness again ISIL. Statehood is a matter of prestige: for a long time now Islamist movements have defined the creation of an “Islamic state” as their goal and standard for achievement. A state provides a better terrorist sanctuary, and has far more versatile capabilities, than a movement.
After the surly tantrums of the Trump years, America and the free world need a calm, confident, successful Biden presidency. But President Biden chose to trigger all the instabilities in a stalemated, low-cost policy problem, tipping it into catastrophe. If he is to live down this self-inflicted wound he must dismiss important advisers, reorganize the intelligence bureaucracy, and rethink his international direction.

Wicker’s office said he tested positive for the virus Thursday morning.
“Senator Wicker is fully vaccinated against COVID-19, is in good health, and is being treated by his Tupelo-based physician,” a statement from his staff read. “He is isolating, and everyone with whom Senator Wicker has come in close contact recently has been notified.”
Hickenlooper announced his positive test a few hours later.
“I feel good but will isolate per docs instructions. I’m grateful for the vaccine (& the scientists behind it!) for limiting my symptoms,” Hickenlooper tweeted. “If you haven’t gotten your shot—get it today! And a booster when it’s available too!”
The breakthrough cases emerged the day after U.S. health officials announced plans to dispense COVID-19 booster shots to Americans. They said the shots are needed to shore up their protection against the delta variant amid signs that the vaccines’ effectiveness is waning over time.
Sen. Lindsey Graham, R-S.C. had announced Aug. 2 that he had tested positive for COVID-19 despite being vaccinated. “Sending best wishes for a speedy recovery to my good friends and colleagues,” he tweeted Thursday.
“If you have not already done so please #GetVaccinated,” Graham added.
Dozens of members of Congress have reported testing positive for COVID-19. Rep. Ron Wright, R-Texas, 67, died from the disease early this year while Rep.-elect Luke Letlow, R-La., 41, died in December before being sworn into office.

Attorneys for the alleged members of the kidnapping plot, however, are claiming Federal Bureau of Investigation deceit and entrapment of innocent people.
Mlive reported Michael Hills, an attorney for Brandon Caserta, one of six men indicted, claimed an FBI special agent told a paid confidential informant identified as “Dan” to lie, delete messages between them, and implicate an innocent third party. Hills requested government provide all communications between “Dan” and the FBI.
“These text messages indicate the F.B.I. was pushing their paid agent to actively recruit people into an overt act in furtherance of a conspiracy,” Hills wrote.
“Counsel has found further text messages between (special agent) Impola and Dan indicating Dan should destroy his text messages and instruct Dan to lie and accuse an innocent 3rd party of being a federal agent spy to the founder of Wolverine Watchmen.”
Mlive said Hills provided a transcript of the FBI agent, who allegedly texted: “Copy. Best thing to do is deny and accuse somebody else like Trent.” The agent, again allegedly, instructed the informant to “Be sure to delete these.”
If corroborated, the messages would add to allegations the FBI may have entrapped several people in this plot.
“The F.B.I is instructing a paid F.B.I. informant to lie and paint an innocent citizen as an undercover federal agent to a man they claim is the head of a domestic terrorist organization, who they claim is paranoid about being infiltrated by the feds, who they claim has bragged about tossing a Molotov cocktail into a police officer’s house,” Hills said. “This behavior, evidenced by the telephonic communication between F.B.I. handler Impola and Dan, casts a dark shadow over the credibility of this investigation and demonstrates the need for immediate disclosure as demanded.”
However, the government argues these people weren’t entrapped and chose to pursue a radical agenda.
In July 2021, Buzzfeed reported the FBI was involved when the plot began and even used informants to encourage the group to carry out its plans. Militiamen say this is entrapment and claim they couldn’t have advanced the plot without government informants, who went as far as to lead military training simulations.
The lead FBI agent credited with foiling the plot, special Agent Richard Trask, 39, was arrested in July and charged with assault with intent to do great bodily harm after allegedly beating and choking his wife after returning home from a swinger sex party.
An affidavit alleges Trask got on top of his wife Sandy in their bed and “grabbed the side of her head and smashed it several times on the nightstand."
U.S. officials are concerned that, in addition to the Taliban using the weapons against civilians, the equipment could be seized by ISIS or handed over to China or Russia.

Opinion polls are showing erosion in Biden’s standing. A Reuters/IPSOS poll conducted Monday indicated his approval rating was at the lowest point of his presidency, with just 46 percent of Americans backing his performance.
An Economist/YouGov poll conducted Aug. 14-17 showed the public evenly split on Biden, with 47 percent approving and 47 percent disapproving of how he is doing his job.
Still, a separate Reuters poll focused purely on Afghanistan buttressed some of Biden’s key arguments.
The poll, also conducted on Monday, found 61 percent of adults still favoring an on-schedule U.S. withdrawal. An even higher number, 68 percent, agreed with the sentiment that “the war in Afghanistan was going to end badly, no matter when the U.S. left.”
The hope in the White House will be that this underlying agreement with Biden’s position will ultimately prevail, especially as this week’s images fade from the headlines.
But even some Democrats express trepidation about how voters will judge the Afghanistan fiasco and whether it will have spillover effects in terms of the electorate’s general view of Biden.
“Most Americans believe we should have come out of Afghanistan a long time ago, so I don’t think the big issue is his decision to come out when he did,” said Democratic strategist Basil Smikle. “What voters are looking at is, can he make good decisions at moments of crisis, at moments when the lives of soldiers and American citizens abroad are on the line?”
Smikle added, “That is probably the only narrative of this moment that may extend into the midterms.”

He would invite leaders of the Taliban, the group that ama bin Laden in Afghanistan as the founder of Al Qaeda plotted his strikes on America, to join peace negotiations at the Camp David presidential retreat in Maryland.
The notion of any presidential meeting with the Taliban, let alone one close to Sept. 11, stunned many of Mr. Trump’s top advisers. But Mr. Trump was eager to engage with the militant group, which the United States had been fighting for almost 20 years, as he pursued his goal of removing American troops from Afghanistan by the end of his term.
Months earlier, at Mr. Trump’s direction, the State Department had begun face-to-face talks with the Taliban in Qatar to negotiate an American exit. Mr. Trump called off the Taliban visit to Camp David after an American soldier was killed in a bombing in Kabul, the Afghan capital, but the peace talks continued.
They culminated in a February 2020 deal under which the United States agreed to withdraw in return for Taliban promises not to harbor terrorists and to engage in their first direct negotiations with the Afghan government. Mr. Trump’s secretary of state, Mike Pompeo, attended the signing ceremony in Doha and posed for a photo alongside the Taliban leader, Mullah Abdul Ghani Baradar, which resurfaced this week on social media. WASHINGTON (AP) — The United States is struggling to pick up the pace of American and Afghan evacuations at Kabul airport, constrained by obstacles ranging from armed Taliban checkpoints to paperwork problems. With an Aug. 31 deadline looming, tens of thousands remained to be airlifted from the chaotic country.
Taliban fighters and their checkpoints ringed the airport — major barriers for Afghans who fear that their past work with Westerners makes them prime targets for retribution. Hundreds of Afghans who lacked any papers or clearance for evacuation also congregated outside the airport, adding to the chaos that has prevented even some Afghans who do have papers and promises of flights from getting through.
It didn’t help that many of the Taliban fighters could not read the documents.

In a hopeful sign, State Department spokesman Ned Price said in Washington that 6,000 people were cleared for evacuation Thursday and were expected to board military flights in coming hours. That would mark a major increase from recent days. About 2,000 passengers were flown out on each of the past two days, Pentagon spokesman John Kirby said.
Kirby said the military has aircraft available to evacuate 5,000 to 9,000 people per day, but until Thursday far fewer designated evacuees had been able to reach, and then enter, the airport.
Kirby told reporters the limiting factor has been available evacuees, not aircraft. He said efforts were underway to speed processing, including adding State Department consular officers to verify paperwork of Americans and Afghans who managed to get to the airport. Additional entry gates had been opened, he said.
And yet, at the current rate it would be difficult for the U.S. to evacuate all of the Americans and Afghans who are qualified for and seeking evacuation by Aug. 31. President Joe Biden said Wednesday he would ensure no American was left behind, even if that meant staying beyond August, an arbitrary deadline that he set weeks before the Taliban climaxed a stunning military victory by taking Kabul last weekend. It was not clear if Biden might consider extending the deadline for evacuees who aren’t American citizens. The president will deliver remarks on the evacuation Friday afternoon at the White House.
At the Kabul airport, military evacuation flights continued, but access remained difficult for many. On Thursday, Taliban militants fired into the air to try to control the crowds gathered at the airport’s blast walls. Men, women and children fled. U.S. Navy fighter jets flew overhead, a standard military precaution but also a reminder to the Taliban that the U.S. has firepower to respond to a combat crisis.

Despite the Taliban's long history of oppression of women and iron-fisted rule, U.S. State Department spokesman Ned Price Monday urged Afghanistan's new leaders to form an inclusive government that had women in it.
Price cited a United Nations declaration calling for "an immediate cessation of all hostilities and the establishment, through inclusive negotiations, of a new government that is united, inclusive and representative – including with the full, equal and meaningful participation of women."
Price said that the U.S. government would recognize a potential new government of Afghanistan so long as that government "upholds rights, doesn't harbor terrorists, and protects the rights of women and girls." He did not say how the Taliban could convince the U.S. government that it has reformed itself in this way.

WASHINGTON (Reuters) – U.S. economic growth for the second quarter is likely to be revised higher following a recent raft of stronger than initially thought data covering that period, which reflected the economy’s reopening amid improved public health.
The Commerce Department’s quarterly services survey, or QSS report, on Thursday added to a flow of data such as retail sales and inventories in suggesting that gross domestic product grew much faster than the 6.5% annualized rate reported by the government in its advance estimate last month.
The QSS provided data on services spending and intellectual property products investment, which will be incorporated by the Commerce Department’s statistics agency, the Bureau of Economic Analysis, into its second estimate of GDP growth.
“We think these components will be revised up slightly in the BEA’s upcoming GDP release as a result of the QSS data,” said Daniel Silver, an economist at JPMorgan in New York.
Following the QSS data, upward revisions to June core retail sales and steady inventory accumulation, economists expect second-quarter GDP growth could be revised to as high as a 7.3% pace, when the BEA to be publishes its second estimate next Thursday.
The QSS report showed services industry revenue increased 4.0% in the second quarter, and was 5.7% above its pandemic level. The growth in revenue was led by the leisure and hospitality as well as the travel sectors.
Though a resurgence in COVID-19 infections, driven by the Delta variant of the coronavirus poses a risk, economists were generally optimistic that the services industries would continue to grow in the second half of the year.
“This wave of COVID-19 cases in the U.S. will likely have less economic cost,” said Ryan Sweet, a senior economist at Moody’s Analytics in West Chester, Pennsylvania. “A number of the high-frequency measures that we monitor have softened a little, but nothing that raises a red flag.”
Nevertheless, economists at Goldman Sachs on Wednesday cut their third-quarter GDP growth estimate to a 5.5% rate from a 9% pace, citing higher inflation and the Delta variant. They, however, lifted their forecasts for the fourth quarter and 2022.
The economy is expected to grow by about 7% this year, which would be the strongest performance since 1984.

There is a blueprint to win for Democrats in 2022
It’s hard to believe that we’re on the precipice of another campaign season, but the influx of fundraising emails we’ve been receiving the past several weeks to “help get X re-elected” tells the story.
The midterms for a first-term president are historically bad for his party. We’re not naïve. But there are special opportunities for President Biden and the Democrats to hold onto control of the Senate and Congress if the messaging is right.
Before we discuss that plan, it would be negligent to ignore the weekend’s developments in Afghanistan. With the departure of Afghan President Ashraf Ghani and the Taliban’s declaration of the country as the “Islamic Emirate of Afghanistan,” Biden and Secretary of State Antony Blinken have their work cut out for them. America invested thousands of lives, trillions of dollars, and immeasurable amounts of human capital in transforming Afghanistan. That work is now all but lost. And this will surely matter for some voters, even though Afghanistan was an intractable conflict that a majority of Americans supported leaving.
Having said that, there is a tremendous story of success from the past year to tell. As we have seen consistently in the last two election cycles, following the Democratic playbook that focuses on quality-of-life issues is the road to success. This playbook has been used by some in our party and ignored by others to their detriment. While those who ignore the playbook may have some individual successes, their messaging often feeds Republican narratives that have proven to be extremely effective.
There are three key areas of focus for Democrats to win:
infrastructure,
the American Rescue Plan Act,
and COVID-19 management.
After many years of the running joke that it was “infrastructure week,”
last week actually was infrastructure week. Biden was able to pull off the impossible and get a $1 trillion dollar package that focuses on roads, bridges, rail service and broadband initiatives passed with support from 19 GOP senators, including Minority Leader Mitch McConnell (R-Ky). This is a staggering success for the American people and especially so considering the heavy partisanship that dominates Washington politics.
What’s more, a majority of Americans like the package. Sixty-two percent favor the bill overall, and 56 percent are in favor of the additional items such as climate change and child care, which are part of the House’s $3.5 trillion version. It’s now on House Speaker Nancy Pelosi (D-Calif.) to keep her caucus in line and get the infrastructure and spending bill through.
The American Rescue Plan Act
was passed in record time and matched the urgency of the crises facing the country. Between COVID-19 and the ensuing fallout, the bill delivered immediate and thoughtful relief that put money in Americans’ pockets to help them stay safe. That’s why it’s backed by more than 70 percent of Americans, including a majority of Republicans. The fact that its effects were felt right away, as opposed to selling more abstractions such as the Troubled Asset Relief Program (TARP) in 2009 that also bailed out financial institutions, make it a campaign messaging opportunity.
We’ve also seen tremendous job gains.
The most recent report from the Bureau of Labor showed that the U.S. added 943,000 new jobs, the largest gain since August of last year. Additionally, unemployment fell to 5.4 percent. Since May 2020, America has added back 16.7 million jobs. We still have nearly 6 million to go, to reach pre-pandemic levels, but that’s a pretty great economic story to tell, coupled with the $15 billion that went out to more than 35 million families with children in the form of an enhanced child tax credit. As one of the largest anti-poverty measures in U.S. history, it stands to cut childhood poverty in half. Sing it from the rooftops, Democrats.
There hasn’t been a bigger storyline of the past year than the COVID-19 virus, the vaccine rollout, and now the surging Delta variant.
Though a Fox News poll shows a 10-point dip in Biden’s handling of the coronavirus, he still stands at 54 percent approval and 42 percent disapproval. To keep himself and Democrats above water on this front, a continued push for vaccinations coupled with respect for Americans’ desire to “get back to normal” is the key to staying on top of the polls. Democrats can’t be seen as the party of lockdowns in a post-vaccine world — they must be the party of science and economic prosperity to match the message of the American Rescue Plan Act and infrastructure packages.
There is undoubtedly more progress to champion on the campaign trail, such as President Biden’s overseeing the most diverse Cabinet in history — including the first openly LGBTQ Cabinet secretary, first Native American Cabinet secretary, first woman Treasury Secretary, first African American secretary of Defense, first Latino secretary of Health and Human Services, and first Asian American U.S. Trade Representative. Biden also, with the Senate, has had more federal judges confirmed in his first six months as president than any president has had confirmed in the first year of his presidency, including a record number of women, a key pledge.
As we look toward the pivotal midterms, make no mistake the world is depending on our success at the ballot box. Some of the players have changed, but our playbook should remain the same if we want to succeed. We must keep telling voters what Democrats have done for them. It has worked before and it will work again.

It is not just that the elite class is incompetent – even kings could be incompetent without undermining belief in monarchy as a system – it is that they are so grossly, spectacularly incompetent that they walk around among us as living rebuttals of meritocracy itself. It is that their application of managerial logic to whatever field they get their grubby mitts on – from homelessness in California to industrial policy to running a war – makes that thing ten times more expensive and a hundred times more dysfunctional. To make the situation worse, the current elites seem almost serene in their willful destruction of the very fields they rely on for legitimacy. When the ”experts” go out of their way to write public letters about how covid supposedly only infects people who hold demonstrations in support of ”structural white supremacy”, while saying that Black Lives Matter demonstrations pose no risk of spreading the virus further, this amounts to the farmer gleefully salting his own fields to make sure nothing can grow there in the future. How can anyone expect the putative peasants of our social order to ”trust the science”, when the elites themselves are going out of their way, against all reason and the tenets of basic self-preservation, to make such a belief completely impossible even for those who really, genuinely, still want to believe?

WASHINGTON—About two dozen State Department officials serving at the embassy in Kabul sent an internal memo to Secretary of State Antony Blinken and another top State Department official last month warning of the potential collapse of Kabul soon after the Aug. 31 troop withdrawal deadline, according to a U.S. official and a person familiar with the cable.
The cable, sent via the State Department’s confidential dissent channel, warned of rapid territorial gains by the Taliban and the subsequent collapse of Afghan security forces, and offered recommendations on ways to mitigate the crisis and speed up an evacuation, the two people said.
The cable, dated July 13, also called for the State Department to use tougher language in describing the atrocities being committed by the Taliban, one of the people said.
The classified cable represents the clearest evidence yet that the administration had been warned by its own officials on the ground that the Taliban’s advance was imminent and Afghanistan’s military may be unable to stop it.

JACKSON, Miss. — The children’s park near Lacy Lancaster’s home offers a clear view of the helipad at Ocean Springs Hospital, a few miles outside of Biloxi. Her two young daughters often plead to go to the playground, so they can watch flights touch down. Through their eyes, the sight is more awe-inducing than grim.
“There’s a helicopter coming to Mommy’s work and they want to see it land,” said Lancaster, a registered nurse in the hospital’s coronavirus intensive care unit.
There has been more helicopter traffic lately, as Covid-19 patients fill the Singing River Health System’s beds across its three campuses. More than a fourth of the network’s Covid patients are in critical care.
Lancaster has recently cared for several patients in their 20s and 30s; one, who has children, broke down in tears before she was put on a ventilator.
She is still fighting, but not all of Lancaster’s patients pull through. Her most difficult shifts, “when things don’t go right,” she said, are followed by emotional phone calls with a colleague.
“You’re crying,” she said. “You’re putting yourself down a lot. There’s a lot of anger. There’s a lot of sadness.”

The pandemic has also sharpened an existing hypocrisy within the Republican Party over the importance of local control in government. As I wrote in 2017, growing GOP power in state capitals and more uniform liberal control in urban areas have created an inversion of traditional views about federalism. Liberals have come to view municipal government as a key center for progressive reform, while Republicans have become skeptical of their long-held devotion to local control and have enjoyed exercising state power to smack down city-level gun control, living-wage laws, fracking bans, and more.
COVID-19 has supercharged this tension. First came a round of clashes about mask mandates last summer. Liberal and liberal-leaning cities such as Atlanta, Houston, and San Antonio sought to require people to wear masks in public spaces. Conservative state governments passed laws or enacted executive orders preventing people from doing so. This is, once again, a valid exercise of governmental power, if not a wise one. But it is hardly a restrained one, and conflicts with the traditional conservative view that local populations know how to govern themselves best. Instead, these Republican officials once again decided that individual freedom was the more important value.

Donald Trump knows he’s against President Joe Biden’s withdrawal from Afghanistan. He’s been saying as much, in harsh words, in the prolific statements he’s been emailing out since he got banned from Twitter.
His problem: The withdrawal follows a template that Trump himself set out. As I wrote earlier this week, Biden and Trump have both chosen to emphasize America’s narrow national interest by exiting Afghanistan as quickly as possible. Now the former president needs to figure out why exactly he hates Biden’s approach
On Monday, Trump railed against the United States for leaving behind civilians who’d helped American troops, a position that placed him in alignment with my colleague George Packer, many progressives, and some Republicans. “Can anyone even imagine taking out our Military before evacuating civilians and others who have been good to our Country and who should be allowed to seek refuge?” Trump wrote.
That humanitarian concern, however, placed him at odds with the MAGA movement. Tucker Carlson delivered nativist warnings about Afghan refugees (“First we invade, and then we are invaded”). Steve Cortes, a Newsmax host and Trump 2020 aide, tweeted a picture of Afghans on a transport plane with the caption, “Raise your hand if you want this plane landing in your town?”
Suddenly Trump changed his tune. He emailed supporters the same photo that Cortes tweeted, saying, “This plane should have been full of Americans. America First!”
The about-face is a reminder that although Trump holds a few core values (racism, anti-immigration, protectionism), he is otherwise ideologically flexible. His insight in 2016 was to endorse views widely held by Republican voters but rejected by other GOP politicians as deplorable, politically unwise, or both. But Trump sometimes misreads his supporters—and when he does, he often moves quickly to get back in line.
Trump is still trying to find the right angle to reconcile his xenophobia with his attacks on Biden. In yet another statement today, he offered a critique of the administration’s military logistics: “First you bring out all of the American citizens. Then you bring out ALL equipment. Then you bomb the bases into smithereens—AND THEN YOU BRING OUT THE MILITARY. You don’t do it in reverse order like Biden and our woke Generals did.”

The hope to conciliate newly triumphant extremism was exactly the hope some officials felt with the Islamic Revolution in Iran and with Hamas. It was also hope of Chamberlain and Daladier with Hitler. It fails again and again. Presidents Trump and Biden certainly had reasons to give up weak allies, but doing so, they leave us, as in 1938, with the same threat and less prepared to meet it.

Hickenlooper announced his positive test a few hours later.
“I feel good but will isolate per docs instructions. I’m grateful for the vaccine (& the scientists behind it!) for limiting my symptoms,” Hickenlooper tweeted. “If you haven’t gotten your shot—get it today! And a booster when it’s available too!”
The breakthrough cases emerged the day after U.S. health officials announced plans to dispense COVID-19 booster shots to Americans. They said the shots are needed to shore up their protection against the delta variant amid signs that the vaccines’ effectiveness is waning over time.
Sen. Lindsey Graham, R-S.C. had announced Aug. 2 that he had tested positive for COVID-19 despite being vaccinated. “Sending best wishes for a speedy recovery to my good friends and colleagues,” he tweeted Thursday.
“If you have not already done so please #GetVaccinated,” Graham added.
Dozens of members of Congress have reported testing positive for COVID-19. Rep. Ron Wright, R-Texas, 67, died from the disease early this year while Rep.-elect Luke Letlow, R-La., 41, died in December before being sworn into office.

When the Michigan government announced the foiling of a plot to kidnap Gov. Gretchen Whitmer in October of 2020, many applauded the law enforcement agency working the case.
Attorneys for the alleged members of the kidnapping plot, however, are claiming Federal Bureau of Investigation deceit and entrapment of innocent people.
Mlive reported Michael Hills, an attorney for Brandon Caserta, one of six men indicted, claimed an FBI special agent told a paid confidential informant identified as “Dan” to lie, delete messages between them, and implicate an innocent third party.
Hills requested government provide all communications between “Dan” and the FBI.
“These text messages indicate the F.B.I. was pushing their paid agent to actively recruit people into an overt act in furtherance of a conspiracy,” Hills wrote.
“Counsel has found further text messages between (special agent) Impola and Dan indicating Dan should destroy his text messages and instruct Dan to lie and accuse an innocent 3rd party of being a federal agent spy to the founder of Wolverine Watchmen.”
Mlive said Hills provided a transcript of the FBI agent, who allegedly texted: “Copy. Best thing to do is deny and accuse somebody else like Trent.” The agent, again allegedly, instructed the informant to “Be sure to delete these.”
If corroborated, the messages would add to allegations the FBI may have entrapped several people in this plot.
“The F.B.I is instructing a paid F.B.I. informant to lie and paint an innocent citizen as an undercover federal agent to a man they claim is the head of a domestic terrorist organization, who they claim is paranoid about being infiltrated by the feds, who they claim has bragged about tossing a Molotov cocktail into a police officer’s house,” Hills said. “This behavior, evidenced by the telephonic communication between F.B.I. handler Impola and Dan, casts a dark shadow over the credibility of this investigation and demonstrates the need for immediate disclosure as demanded.”
However, the government argues these people weren’t entrapped and chose to pursue a radical agenda.
In July 2021, Buzzfeed reported the FBI was involved when the plot began and even used informants to encourage the group to carry out its plans. Militiamen say this is entrapment and claim they couldn’t have advanced the plot without government informants, who went as far as to lead military training simulations.
The lead FBI agent credited with foiling the plot, special Agent Richard Trask, 39, was arrested in July and charged with assault with intent to do great bodily harm after allegedly beating and choking his wife after returning home from a swinger sex party.
An affidavit alleges Trask got on top of his wife Sandy in their bed and “grabbed the side of her head and smashed it several times on the nightstand."

(CNN) - The Supreme Court of Texas refused Gov. Greg Abbott's request to intervene Thursday in the case of mask mandates established by several local jurisdictions.
As a result, the lower court ruling allowing school districts to require masks in their schools still stands.
Abbott wanted the Supreme Court to rule quickly, superseding a state court rule that says that unless there is a compelling reason to not do so, a petition for the court to order a government official to take an action must first go to the Texas Court of Appeals, which is the intermediate appellate court, before it can go to the Texas Supreme Court.
The governor argued that state officials did not have time to go through the regular appeals process, and that allowing local governments to set their own mandate rules would cause confusion.
Abbott can still appeal, but he must do so to the court of appeals, before he can go to the state supreme court.
This is a developing story and will be updated as more information becomes available.

Opinion polls are showing erosion in Biden’s standing. A Reuters/IPSOS poll conducted Monday indicated his approval rating was at the lowest point of his presidency, with just 46 percent of Americans backing his performance.
An Economist/YouGov poll conducted Aug. 14-17 showed the public evenly split on Biden, with 47 percent approving and 47 percent disapproving of how he is doing his job.
Still, a separate Reuters poll focused purely on Afghanistan buttressed some of Biden’s key arguments.
The poll, also conducted on Monday, found 61 percent of adults still favoring an on-schedule U.S. withdrawal. An even higher number, 68 percent, agreed with the sentiment that “the war in Afghanistan was going to end badly, no matter when the U.S. left.”
The hope in the White House will be that this underlying agreement with Biden’s position will ultimately prevail, especially as this week’s images fade from the headlines.
But even some Democrats express trepidation about how voters will judge the Afghanistan fiasco and whether it will have spillover effects in terms of the electorate’s general view of Biden.
“Most Americans believe we should have come out of Afghanistan a long time ago, so I don’t think the big issue is his decision to come out when he did,” said Democratic strategist Basil Smikle. “What voters are looking at is, can he make good decisions at moments of crisis, at moments when the lives of soldiers and American citizens abroad are on the line?”
Smikle added, “That is probably the only narrative of this moment that may extend into the midterms.”
Right now, Biden and his advisers would be happy to just alleviate the immediate crisis.
Only after that is accomplished will we really know how much political damage has been done.

WASHINGTON — Days before the anniversary of the Sept. 11, 2001, attacks two years ago, President Donald J. Trump had a novel idea. He would invite leaders of the Taliban, the group that
ama bin Laden in Afghanistan as the founder of Al Qaeda plotted his strikes on America, to join peace negotiations at the Camp David presidential retreat in Maryland.
The notion of any presidential meeting with the Taliban, let alone one close to Sept. 11, stunned many of Mr. Trump’s top advisers. But Mr. Trump was eager to engage with the militant group, which the United States had been fighting for almost 20 years, as he pursued his goal of removing American troops from Afghanistan by the end of his term.
Months earlier, at Mr. Trump’s direction, the State Department had begun face-to-face talks with the Taliban in Qatar to negotiate an American exit. Mr. Trump called off the Taliban visit to Camp David after an American soldier was killed in a bombing in Kabul, the Afghan capital, but the peace talks continued.
They culminated in a February 2020 deal under which the United States agreed to withdraw in return for Taliban promises not to harbor terrorists and to engage in their first direct negotiations with the Afghan government. Mr. Trump’s secretary of state, Mike Pompeo, attended the signing ceremony in Doha and posed for a photo alongside the Taliban leader, Mullah Abdul Ghani Baradar, which resurfaced this week on social media. Mr. Baradar is widely expected to become the head of a new Taliban government based in Kabul.

WASHINGTON (AP) — The United States is struggling to pick up the pace of American and Afghan evacuations at Kabul airport, constrained by obstacles ranging from armed Taliban checkpoints to paperwork problems. With an Aug. 31 deadline looming, tens of thousands remained to be airlifted from the chaotic country.
Taliban fighters and their checkpoints ringed the airport — major barriers for Afghans who fear that their past work with Westerners makes them prime targets for retribution. Hundreds of Afghans who lacked any papers or clearance for evacuation also congregated outside the airport, adding to the chaos that has prevented even some Afghans who do have papers and promises of flights from getting through.
It didn’t help that many of the Taliban fighters could not read the documents.

In a hopeful sign, State Department spokesman Ned Price said in Washington that 6,000 people were cleared for evacuation Thursday and were expected to board military flights in coming hours. That would mark a major increase from recent days. About 2,000 passengers were flown out on each of the past two days, Pentagon spokesman John Kirby said.
Kirby said the military has aircraft available to evacuate 5,000 to 9,000 people per day, but until Thursday far fewer designated evacuees had been able to reach, and then enter, the airport.
Kirby told reporters the limiting factor has been available evacuees, not aircraft. He said efforts were underway to speed processing, including adding State Department consular officers to verify paperwork of Americans and Afghans who managed to get to the airport. Additional entry gates had been opened, he said.
And yet, at the current rate it would be difficult for the U.S. to evacuate all of the Americans and Afghans who are qualified for and seeking evacuation by Aug. 31. President Joe Biden said Wednesday he would ensure no American was left behind, even if that meant staying beyond August, an arbitrary deadline that he set weeks before the Taliban climaxed a stunning military victory by taking Kabul last weekend. It was not clear if Biden might consider extending the deadline for evacuees who aren’t American citizens. The president will deliver remarks on the evacuation Friday afternoon at the White House.
At the Kabul airport, military evacuation flights continued, but access remained difficult for many. On Thursday, Taliban militants fired into the air to try to control the crowds gathered at the airport’s blast walls. Men, women and children fled. U.S. Navy fighter jets flew overhead, a standard military precaution but also a reminder to the Taliban that the U.S. has firepower to respond to a combat crisis.
