Manchin now says he has not signed off on the new framework

 I can see why Manchin is getting frustrated. Biden and others are apparently just assuming his support.

From what is being offered, Manchin still wants to know a few things, like how they plan to pay for all of this? Like many, he will likely want to see a CBO score. He also is resisting certain aspects of the bill that appear to be nearly deal breakers for other Democrats. Ultimately, I believe that Democrats, Biden included, just assume that if they move down close to the amounts that Manchin has asked for, that he will just cave in on the rest. 

Problem is that they don't appear to be actually interested in involving him in any of the negotiations. At least Sinema is said to be in talks about some of her concerns. It seems, on the flip side, that everyone in the country (other than Democratic leaders) understand the concerns of Manchin. The powers to be just sort of ignore them and hope they will go away rather than face them head on.
