Russia pushes back...

So the President has determined that there will be "consequences" against Russia over their alleged hacking of the DNC and Clinton campaigns. Russian officials have pushed back, demanding (rightfully so) that the President and the United States provide the international community with their evidence that the Russians are to blame.


It's one thing to make an internal determination that your best guess is that the Russians did it. It's one thing to provide the crybaby left with another scapegoat to blame for their election loss. It's another to tell the world that you are planning to retaliate.

So far, there is scant evidence that the new found CIA assessments are anything more than loosely pieced together theories based on circumstantial evidence. I wrote before that in some ways it is more the CIA's job to determine possible scenarios and the chances that these scenarios are real. But it's the FBI's job to evaluate the evidence and make a more solid determination based on what they can prove.

When it comes to threatening Russia with retaliation, I would argue that our President should take heed and follow the FBI lead, rather than jump the gun and move forward and take action based on the CIA assessment. This should be fairly simple common sense.

From what we can gather (and this is because the CIA is not cooperating with calls for transparency) the argument sort of goes like this:
  • Nobody "other" than the Russian government is sophisticated enough to pull this off. They claim there is evidence of hacking technology consistent with the Russian Government.
  • Since someone within the Russian government had to provide the technology to whoever did do the hacking, then Putin must have signed off on it. 
There are several problems with this logic. First, how do we know that this technology wasn't sold, stolen, or otherwise copied by someone else? It's sort of naive to assume that since a particular technology has been used by one Government, that this fact would remain static for any real length of time. Secondly, how can we be sure that it was coordinated by a member of the Russian Government, that this person wasn't acting rogue? Lastly, how do we know that a more sophisticated hacker (not-Russian) didn't purposely leave obvious false "foot prints" to throw off would be investigators and pin it on Russia? Since almost all hacking can be done without leaving any evidence, the fact that there are signs (footprints) suggests that it could have been planted.

There would appear to be almost an infinite amount of alternate theories that would provide a problem when your entire argument seems to be based on the process of elimination.

Also, what exactly can this President do when he is only in office for a few weeks and the man replacing him is on record as stating he agrees more with the assessment of the FBI than the CIA? What sort of possible consequences can he dish out without Trump's ultimate backing? Should he even make such a statement without consulting the person who would likely have to follow through?

Lastly... should the United States Government retaliate on behalf of the DNC and the Clinton Campaign? Technically neither of these organizations were Governmental. They are technically private political organizations. Is it the President's place to use the resources of the federal government to retaliate for an attack on his Party?

I think this was a fundamental blunder on the Part of President Obama. He doesn't have to move forward dealing with the relationship between the United States and Russia. His actions at this point, may well work to undermine anything that the new Administration might be trying to accomplish in those regards. The only way this was not a blunder is if straining relations was the ultimate goal.

While the White House derived its number using survey data, which it then adjusted, Heritage instead went directly to the sources for enrollment data — Medicaid and private insurers — to see what's really happened.

What they found is that the Obama administration has inflated the ObamaCare coverage number by almost 42%. The actual gain in coverage between 2013 and 2015 was 14 million, Heritage found. That's close to the Census Bureau's estimate that the number of uninsured declined by 12.8 million over these years. And of that, only 2.2 million gained private coverage, Heritage figures. The other 11.8 million went on Medicaid. (Heritage only has hard data through 2015, but enrollment in the exchanges was basically flat in 2016.)

Think about that 2.2 million number for a moment.

ObamaCare has caused massive disruptions of the individual market, forced millions to drop health plans they like, caused huge price spikes and mounting insurance losses, created monopoly markets around the country, and resulted in the virtual takeover of the individual market by HMO plans.

That's to say nothing of the enormous costs of setting up and running the ObamaCare exchanges and the trillion dollars in subsidies to offset the cost of premiums for lower-income families.

All to increase the number of privately insured by a meager 1%.

As for the nearly 12 million added to Medicaid, this cannot be called a victory, given that Medicaid is a bloated, fraud-ridden program that leaves many unable to get to a doctor.

Even before ObamaCare, a third of primary care doctors said they weren't taking new Medicaid patients, according to a 2012 report to Congress. Several states have bumped up reimbursement rates in hopes of attracting more physicians.

As a result, ObamaCare's Medicaid expansion created a flood of people heading to emergency rooms for care, which has contributed to the sharp, unexpected hike in Medicaid costs.

The Washington Post and Huffington Post came out today, "reporting" that the FBI agrees with the CIA and Trump.

The only official news on the subject is that the CIA circulated a memo where Brennan stated that the CIA and FBI were on the same page. The only quotes making this claim continue to come from the CIA.

As of now, James Clapper's last official assessment to the Congressional Intelligence committees still stand.

So... I would offer that these headlines from what are slowly but surely becoming partisan "blogs" are little more than "fake news".

A new report released today finds that the provisions of the Affordable Care Act have resulted in an estimated 20 million people gaining health insurance coverage between the passage of the law in 2010 and early 2016—an historic reduction in the uninsured. Those provisions include Medicaid expansion, Health Insurance Marketplace coverage, and changes in private insurance that allow young adults to stay on their parent’s health insurance plans and require plans to cover people with pre-existing health conditions.

The report’s model controls for general economic conditions (i.e., employment status), preexisting trends, geographic location, and demographic changes, so its estimates focus on the decline in the number of uninsured Americans specifically associated with the provisions of the Affordable Care Act.

“Thanks to the Affordable Care Act, 20 million Americans have gained health care coverage,” said HHS Secretary Sylvia M. Burwell. “We have seen progress in the last six years that the country has sought for generations. Americans with insurance through the Health Insurance Marketplace or through their employers have benefited from better coverage and a reduction in the growth in health care costs.”

According to today’s report, 6.1 million uninsured young adults ages 19 to 25 have gained health insurance coverage because of the Affordable Care Act. This is especially important because young adults were particularly likely to be uninsured before the law went into effect. Coverage gains for young adults began in 2010 because of the provision of the Affordable Care Act that allows children to stay on their parents’ health insurance plan until they are 26 years of age.

2.3 million young adults gained coverage from 2010 through the start of Open Enrollment in October 2013 due to the provision that allows people under age 26 to stay on their parents’ plan
An additional 3.8 million young adults gained coverage between October 2013 and early 2016, a 46.5 percent drop in the number of uninsured young adults over that period.
Gains in coverage because of the Affordable Care Act were strong across all racial and ethnic groups between October 2013 and early 2016.

The uninsured rate among Black non-Hispanics dropped by more than 50 percent (from 22.4 to 10 percent); corresponding to about 3 million adults gaining coverage.
The uninsured rate among Hispanics dropped by more than 25 percent (from 41.8 to 30.5 percent), corresponding to about 4 million Hispanic adults gaining coverage.
The uninsured rate among White non-Hispanics declined by more than 50 percent (from 14.3 to 7.0 percent), corresponding to about 8.9 million adults gaining coverage.
Separately, the National Health Interview Survey has estimated the uninsured rate was 9.1 percent for the overall U.S. population, including those under the age of 18 and over the age of 64, in the first nine months of 2015. Today’s report is limited to estimates of coverage gains for individuals 18 – 64 years of age that are attributable to the provisions of the Affordable Care Act. Excluding children and seniors, this report finds that 11.5 percent of U.S. nonelderly adults were uninsured as of early 2016, based on data from the Gallup-Healthways Well-Being Index.

Today’s findings are an update to previous estimates released in September 2015, which found that 17.6 million uninsured adults had gained health insurance coverage. Accordingly, 2.4 million more people are estimated to have gained coverage since the last report. Presumptive Eligibility (PE) is an expedited process of enrolling eligible applicants in the Medicaid program. PE allows certain providers, designated as Qualified Provider (QP)/ Qualified Hospital (QH), to make a preliminary Medicaid eligibility determination for an applicant.

This temporary coverage is available prior to a formal determination of eligibility by the local Right from the Start Medicaid (RSM) Project or the Division of Family and Children Services (DFCS).

My ex-wife worked for Ernst & Young 25 years ago working in the SALT (State and Local Tax ) division doing reverse audits on hospital patients that were eligible for Medicaid but didn't know it.

Medicaid eligigble were enrolled immediately in Medicaid. Argue the semantics of whether they had insurance the moment before all you want

It's great that some hospitals can explore whether patients can qualify for temporary benefits. What people desperately need is coverage for their health care, not simply hospitalization.

I see that link from Georgia, and it reminds me of the millions of people here who cannot be eligible because Georgia refused the expansion, deliberately, for the sole reason of making the ACA less effective. To PREVENT people from being covered, because they would NOT be eligible for medicaid. Let's not forget now that when someone says "those people with ObamaCare could have gotten medicaid before ACA" are talking about how THEY prevented their coverage in the first place.

WP - the expansion of Medicaid actually costs these States money. While the Federal Government promised to cover much of the costs up front, that cost will eventually be transferred to the States... and at that point, we will see if the states still think it's such a grand bargain. (and no, WP, you cannot blame the GOP for refusing to extend the benefits coming from the Federal Government).

The reality is that people always like free stuff, and it's easy to get elected by promising people free stuff. But it's hardly an adult manner in which to run a country. The person who offers the most people the most free stuff gets elected, while the person who realistically suggests that there are no means to pay for it... loses?

By your logic, why not expand medicaid out to everyone? Just offer free Government insurance to everyone and then figure out later how to pay for it. Considering large tax increases for the "rich" is not going to be flying anytime soon, tell me where the money comes from?

Medicaid is supposed to be for people living in poverty who cannot otherwise afford health insurance. Like most entitlements, it's meant as a fail saft to temporarily help people out of trouble... it's not meant as a long term solution to insurance coverage (unless someone's lifelong goal is to remain living below poverty levels).

Because it's illogical.

First: They never endorsed the idea in the first place

Second: the original concept of federal assistance was written into law to be temporary. Eventually every state that expanded medicaid would end up footing the bill. The fact that liberals may have assumed that they would still be in charge and that would allow them to continue to extend federal benefits beyond the original bill doesn't obligate the Republicans to do the same.

Your logic would assume that whatever Trump decides to put into place, should continue to be extended past his Presidency, even if he is replaced by a Democrat who promised change. I am pretty sure you would not agree with that principle (as it pertains to Trump) so why (other than blatant hypocrisy) would you demand that the GOP extend Obama policy?

The logic is about how much "free stuff" our Government can afford to give away. We are 20 trillion in debt, and it's growing.

Using a combination of "semantics" and "strawman" does not change the fundamental fact that the Federal Government does not have authority to demand states pay for benefits written into law by the Federal Congress. That was determined (rightfully so) by the courts. No where in their decision was there any consideration for how potential recipients might be labeled. As in,

No, constitutionally you cannot do that unless of course such a law benefits the "poorest citizens", and otherwise the states are "screwing them". Then it's okay.

I expect a little more from you on this one W.P.

Obamacare is not popular. Many states do not have the resources to expand medicaid long term. It may be argued that many of the states that "did" expand their medicaid will struggle to pay for it, once the bill comes due. There will be more painful tax increases. It may also be argued that these Governors made this decision out of loyalty to Obama more than out of loyalty to their state.

People with Obamacare have to be at least 138% above the FPL (federal poverty level). The expansion of Medicaid was from 101-138% FPL.

How many people in that gap in Georgia. those 680,000 poor people, can actually afford the premiums for insurance in Georgia?

I have issues with the numbers the current admin touts to prop up this transference, 12-15 million people were eligible for Medicaid PRE Obamacare, to count 44% of the increased Medicaid enrollment, that were already eligible, is disingenuous if not an outright lie.

Are these champions of the ACA cause citing the number of people "overall" that signed up for Medicaid since Obamacare became law... or are they just counting those who fell into the 100-138 percent range.

If it's the former (which I believe it is) then it's not accurate to state that the full number of sign ups is "because" of Obamacare. Many could have signed up had the medicaid expansion not been passed.

Similarly, the same holds true for the children who stay on their parents policy. Most states already have laws to that effect, and those children could have already stayed on had ACA not been written into law. Are they only counting those children who would otherwise not have been eligible or are they counting all of them. Again, the latter would be dishonest.
