This is why moving to Paris is a genuine consideration.

Breaking: Paris police shoot hammer-wielding attacker outside Notre Dame

Police in Paris shot and wounded an attacker near the Notre Dame Cathedral after the perpetrator tried to hit them with a hammer. At the moment the motive for the attack is unknown, but clearly French authorities are taking no chances. They issued an alert to stay out of the area, and have flooded the area with police:
Yeah, after spending time in Paris over the past two years, my wife and I have had some serious talks about the possibility of eventually moving there.  Not only is the city beautiful, but there is just a sort of dignified uniformity of decorum there, that is so unlike the obnoxious behavior of most American cities.

Also...  one of the things that I do like is that even with all of the terror activity there over the past two or three years, you have a tendency to feel safe when you have both the police and military wandering around the city wielding their rifles and automatic pistols (as in wielding, not holstered).

More to the point, when there have been attacks, the culprits are generally shot within minutes (if not seconds) of the attack. The police don't have to wait for a back up because the suspect is minority. The police don't have to worry about investigations into claims of racism. They are not criticized in the press and asked why they didn't take a more non-violent approach.

Oh, and when someone committing a crime is gunned down, the people of Paris do not protest and burn down the city. They universally recognize the good guys from the bad.

The question is moot because France has pretty much prohibited the private ownership of firearms.

And therefore "open carry" is non-existence.

Things that are "pretty much prohibited" do happen from time to time. Either in defiance of prohibition or by dispensation.

the answer would tell us a thing or two about the safety provided by these military and police.
