But apparently it's a constitutional crisis when Trump does it?

Operation Jump Start 
…the President called for up to 6,000 National Guard members to assist with surveillance, installing fences and vehicle barriers, as well as provide training. This support mission, Operation Jump Start, will provide significant assistance to securing the southern U.S. border during the next two years.
CBP Border Patrol and the National Guard coordinated with the state governors and adjutants general to deploy National Guard troops in support of Border Patrol operations. This unprecedented cooperative effort has resulted in the deployment of 6,000 National Guard personnel to California, Arizona, New Mexico and Texas. Deployment numbers are based on operational need and threat.
This two-year deployment supplements and supports current efforts while CBP hires and trains 6,000 additional Border Patrol agents and implements the Secure Border Initiative and SBInet.
National Guard units assist CBP by executing logistical and administrative support, operating detection systems, providing mobile communications, augmenting border-related intelligence analysis efforts, and building and installing border security infrastructure.
Operation Jump Start relieves Border Patrol agents from non-law enforcement duties, allowing them to focus on border security. To date more than 350 Border Patrol agents have been able to return to traditional frontline duties due to the presence of the Guard.
 
Operation Phalanx 
The Army National Guard (ARNG) established Operation Phalanx in July 2010, based on an Executive Order from President Obama authorizing up to 1,200 Soldiers and Airmen along the 1,933-mile southwest border in support of the Customs and Border Protection (CBP) agency. Operation Phalanx is the successor operation to Operation Jump Start, which was declared by former President Bush authorizing up to 6,000 National Guard Soldiers and Airmen from 2006 through 2008. Operation Phalanx, scheduled to end in June 2011, provides support primarily from the Southwest Border States of California, Arizona, New Mexico, and Texas.
The National Guard Soldiers and Airmen assigned to Operation Phalanx have been serving as a force multiplier for the U.S. Border Patrol by spotting border intrusions and providing technical support. The National Guard has performed tasks such as ground surveillance, criminal investigative analysis, command and control, mobile communications, transportation, logistics, and training support.

Governor Kate Brown said she will refuse any order from President Donald Trump to send Oregon's guard troops down south to the US-Mexico border.

Trump wants National Guard troops sent to the Mexican border as his effort to build an impenetrable wall stalls because his administration is struggling to secure enough funds from Congress or other sources. He originally said Mexico would pay for the wall, but it has refused.

In a presidential memorandum authorizing the request of deployment of Guards to the border, Trump says U.S. security is "imperiled by a drastic surge of illegal activity", in particular drug trafficking by gangs and unlawful immigration.

He said it is a "crisis" of "lawlessness" at the southern border.

"If @realDonaldTrump asks me to deploy Oregon Guard troops to the Mexico border, I’ll say no," tweeted Democratic Gov Brown. "As Commander of Oregon’s Guard, I’m deeply troubled by Trump’s plan to militarize our border."

She added: "There’s been no outreach by the President or federal officials, and I have no intention of allowing Oregon’s guard troops to be used to distract from his troubles in Washington."

Invading another country when it's necessary for the defense of this country is not contradictory to the principle of limited government. Because you can bet that the enemy is not fighting for our liberties.

I would be cheering a US President who actually adhered to "necessary for the defense of this country" for sending troops into combat.

On that subject, it just struck me that as sad as Obama's backing off his "Red Line" in Syria was, at least he had a red line. Trump doesn't appear to be concerned about Syrian chemical weapon attacks. Perhaps because the Russians are backing them? In fact, he's toed Russia's line in Syria ever since his symbolic bombing of nothing ... Hmmm, one wonders what the connection might be ...

Allowing people freedom of movement and the freedom to relocate as they see fit is called "liberty". At one time the Republican Party valued it. Using the power of the federal government to try to control the movement of residents in and out of this country in order to maintain quotas and demographic targets is social engineering.

Furthermore, nobody is "overrunning the country". That's another bullshit applause line invented for knuckle-draggers.

There are 11 million illegal immigrants and 323 million of us. That's 29 American citizens for every illegal immigrant. Even if the entire combined populations of Mexico and every Central American country illegally relocated here en masse, we would still outnumber them 2 to 1.

Nobody is getting "overrun" any time soon.

That's a fine sentiment as long as every country in the world were like Canada where there was some economic and cultural equivalency.

But that is not the case. You have people from desperately poor countries getting in with no skills and no cultural affinity for the country.

As best they displace some native born workers at worst that put strain on the social welfare system, turn to crime, or are victims of slavery.

I would say that it's more reflective of tribalism in modern Republican politics than anything racial or bigoted. Being "overrun" and "ballots in Spanish" is outrageous to them because it implies the potential of "them" eventually having more votes than "us". Their intense focus on tribalism, rather than the needs of society as a whole, means that their interests (as they see it) will eventually lose out.

Ironically, the political philosophy that is more inclusive, that they struggle against, will be protecting their interests if that time comes.
