To be clear, the seventeen year total of forty nine murders doesn't even qualify as a lethal "month" in the city of Chicago, and comes up just short of the average amount of murders committed in one day (forty four) across the United States. Between 2000-2016, there have been two thousand seven hundred and seven police officers killed in the line of duty (the number of them killed by White Supremacist Extremist represents 00.14% of the total).

It is true, that allowing these groups to pull their stunts tends to defuse them. The rallies, the outrageous speeches, provocative costumes, blocking traffic and chanting and so on. When these things are their achievements, and they believe they are accomplishing something, their energies and resources are not devoted to more dangerous endeavors. It's a strange facet of human nature that people would rather be heard than actually do anything, so if you oppose them it's sometimes in our own interests to let them have their platform. Extremists who want to shout down their opponents, or intimidate them with physical violence, are fools.
But I think we do need to draw a line, and that line is already penciled in for the most part. I am libertarian as long as no harm is done, but the flip side to that is holding to certain and consistent repercussions when harm IS done or likely to be done. Incitement to violence, hate speech, insurrection, these are already illegal and we, our society and authority, have been perhaps too tolerant. I might add to that list, exhortation to oppression of any group - minority or majority, regardless of "protected class" status.
