The authorization to investigate the President had to come from either the director of the FBI and or the Secretary of Justice. Both positions were approved by the United States Senate.

The Director of the FBI in not an elected, constitutional officer.
Neither is Attorney General of the United States (I actually had enough civics education to know the head of the department of justice is called the Attorney General, not the Secretary of Justice). And I'm pretty sure Jeff Sessions didn't order it since he recused himself.
The authorization can only come from the president and we know Trump didn't authorize an investigation of himself.
So that leaves the investigation being a rogue operation authorized by unelected, unaccountable functionaries of the federal government.
In other words, a slow motion coup.
