Little is known about him, other than he apparently had a instagram post that included a quote taken from a Nietzsche influenced book largely based on social darwinism that apparently digs into the Master/Slave and herd mentalities. The book is being described as misogynistic, anti-semitic, and racist.
Quite obviously the press is actually now tying both the shooter (who is not white) as a white supremacist, and the book quote itself as being about "white supremacy".
