The military and contractors use the GSA or state department per diem rates which give the payable rates for lodging and food that are allowable for any given site.....You can stay anywhere you like as long as you pay for it....Don't know too many service men who can afford turnberry or any other resorts..... Having the GSA rates, I or you cannot say how the property stacks up against the actual costs allowable costs!!!.

I don't think they do a per diem based on the hotel you stay at and of the per diem included the hotel then why does the hotel have to turn in invoices?
When I was traveling on business the per diem allowance only covered meals.
