If you look up Isopropyl alcohol you will find that it is popular in particular for pharmaceutical applications, due to its low toxicity.
Obviously like you don't want to drink aquarium cleaner, you don't want to drink rubbing alcohol either. But it sounds like in certain applications the chemical has been used for pharmaceutical products.
And it was the doctor (not Trump) that tied the idea of Isopropyl alcohol in saliva and respiratory fluids. Not sure exactly what he meant by that, but I am pretty sure the good doctor didn't claim that you should be injesting Rubbing alcohol (much less bleach).
