In other words, Birx is echoing the same sort of sentiment that Trump and others have towards our lame-stream media. It has been a fairly consistent trait that rather than take these briefings as a chance to educated the American public, the media press corp is attempting to use it to undermine the President.
This attitude literally serves nobody any good what-so-ever. I like the idea floated that after every press conference, the American public would "vote out" a media member for asking the dumbest question. Once voted out, they would be replaced with another media person from a different outlet. That way if CNN wants Acosta as their main guy, they would have to make sure he doesn't ask stupid questions.

WASHINGTON — Dr. Deborah Birx, the White House Coronavirus Task Force coordinator, told NBC News' "Meet the Press" Sunday that while the coronavirus trends give her “great hope” for slow re-openings over the next few months, many of the social distancing measures that have upended American life will be a constant fixture through the summer.
And, while President Donald Trump and many governors press to re-open the economy, Birx said the U.S. needs a “breakthrough” on coronavirus testing to help screen Americans and get a more accurate picture of the virus’ spread.
Birx said the task force intends to continue working with states to scale up testing for those sick with the virus. "At the same time," she added, "we have to realize that we have to have a breakthrough innovation in testing” for those who have already had the virus but had either mild or no symptoms.
Birx said that current diagnostic testing, which tests a sample from someone’s nose or mouth for evidence of the live virus, can “carry us through the spring and summer.”
But she added that there needs to be a significant breakthrough with antigen testing, which can discover whether someone had already had the virus and can help “screen large numbers of individuals quickly.”
Identifying a better understanding of the extent of the virus’ spread is one key to ultimately relaxing restrictions that have hamstrung both the American economy and American life, even as the World Health Organization warned Saturday that that there’s no clear evidence that someone who recovered from COVID-19 is immune from developing a second infection.
Birx also addressed Trump’s recent musings about whether disinfectant or using ultraviolet light could help as a treatment for those infected with coronavirus, comments Trump later said were sarcastic. On Saturday, she told Fox News that the president was “digesting” information about a recent study about the effect of sunlight on the virus, comments she reiterated Sunday.
“I also made it very clear, and so has Dr. Fauci and everyone associated with the task force, and the clarity around this is not a treatment,” she said.
“All of us are very clear and very clear in our discussions with the American people how we are looking and utilizing data to drive decision-making within the task force."

It’s not clear whether Birx’s comments will mean all that much. Just over a week ago, Trump was screaming on Twitter to “LIBERATE” states from public health orders. With nail salons and barber shops already open in Georgia and Oklahoma, and Colorado, Minnesota, and Montana planning to ease up on restrictions this week, the White House has so far allowed governors to choose when and how to lift social distancing guidelines.

So in essence... the question being asked was clearly designed to get her to disagree withe Pence, rather than actually gather any real information.
The problem is that now Birx is being tossed into the middle of something that she clearly doesn't want to be part of (media vs Trump administration squabbles).
She (as a scientist) is not going to make any guarantees (nor is Mike Pence making any guarantees). Both Birx and Pence are looking at the exact same models (https://covid19.healthdata.org/united-states-of-america) where it shows the virus down to nearly nothing by the end of May.
But nobody... not Pence, not Birx, not Trump, not Fauci can know what the hell will be happening in five weeks. We can make a good guess based on the data, but that's it.
If the media wanted to ask about the models and when the task force believes the numbers will be under control... then they should ask that question without trying to make her say something that they can use to suggest that she "disagrees" with the Vice President.
This is EXACTLY the sort of thing that Birx and Fauci have been seeing from the childish press and quite obviously they have had their fill of it.

First, I am practicing a rather extreme lockdown form of social distancing by observing the “stay at home” practice that we in Illinois have been asked to observe. That means that my wife and I do not visit others or have others over to visit us. We do all of our communicating with others by telephone, email, or in online chat rooms only. I attend meetings online only and my wife teaches online only.
Second, when we do go out, we continue to practice social distancing by going only to buy food and other needed supplies. We wear masks and gloves and try to stay six feet away from others. If we have to see a dentist or doctor, it is only under the conditions outlined by them. If we were to go to a restaurant, it would be to get take out, and thus far we have not done even that. We take walks around the neighborhood while keeping our distance from others.
Now if you want to argue with any of that, go right ahead. I may choose, however, to ignore you.

What you "believe" about social distancing and lock downs being the same thing cannot be transformed over to what the task force believes about social distancing and lock downs.
I assure that parts or our economies will reopen in the near future and that our task force is not going to throw up their arms and abandon calls for social distancing because "YOU" believe that you cannot have one without the other.
The fact of the matter is (and it is a fact) that our entire medical community (including Fauci and Birx) will still make calls for social distancing even after a lion's share of the economy is open.
People are talking about remodeling movie theaters to move seating further away, and turning restaurants with 100 seating capacity to restaurants with 30 seating capacity. They are talking about reopening sporting events that will limit crowd sizes. They are talking about how to hold graduations here in Minnesota in open outdoor settings (possibly in shifts) where people can still walk across a podium, get handed a diploma, while still practicing safe social distancing.
Because you can actually figure out ways to go to movies,go out to eat, and many many other social activivies, and still practice a degree of social distancing.
Most importantly, there are entire industries that can reopen with moderate changes to how they do things in order to maintain certain social distancing guidelines.
So I know you disagree with the concept that any of this can be done...
Because YOU believe Social Distancing means total lock down.
But these businesses and our citizens are not going to stay shut in forever because of the view points of one old retired Reverend... and most certainly our medical community (and task force) is not going to suddenly give up on asking people to follow safety guidelines, because they are back out in public.
I suspect that there will just as many (if not more) calls for it.
