That all sounds a rather dim view of things. That despite having a very large militia at this point in time, that they do not have the tools at their disposal to hold off a trained army. At least that is how I am reading that article from the Guardian.
You can put together a citizen militia and arm them with AK47s - but they will hold up well against a heavy armor division coming through with tanks and they cannot defend against any airstrikes.
