Los Angeles has dedicated $1.2 billion to a new program fighting homelessness, but instead of maximizing the budget’s impact, the city is spending up to $837,000 per unit to house homeless people.

An audit released by Los Angeles City Controller Ron Galperin shows that Proposition HHH, a ballot measure that issued a $1.2 billion bond to fight homelessness in 2016, has been an abject failure.

The audit states that “more people are unhoused today than when Prop. HHH passed in 2016.” Plagued by high costs and major delays, Proposition HHH has left taxpayers with a $1.2 billion bill, and even more homelessness.

One of the most egregious parts of the report shows the cost of new units being built to house homeless residents. Most units being built are meant to accommodate one person.

There is at least one building in the predevelopment phase that is expected to cost $837,000 per unit. Another 12 projects being planned or built are expected to cost more than $700,000 per unit, and another 41 will cost more than $600,000 per unit.

Despite the measure passing more than five years ago, only 18 projects have been completed so far. Another 65 projects are under construction and 27 projects are still in the predevelopment stage.

In response to ballooning costs and delays in completion, the city controller recommended that the city speed up the review process, acquire and convert existing buildings for housing, build interim housing using available funds, and reevaluate expensive or stalled projects before finalizing loans. Of these, the City of Los Angeles has only decided to implement the first two.

Apparently, reassessing out-of-control spending is too much to ask from Los Angeles.

President Joe Biden is expected to announce new steps to expedite the intake of Ukrainian refugees to the United States as early as this week during a trip overseas, according to multiple sources familiar with the conversations.

But refugee resettlement organizations, advocates and Democratic lawmakers — all of whom urged the White House to take such swift action — say that the steps being outlined are a start but don’t go far enough in certain cases.

At issue is the resolution of one of the worst humanitarian crises on the European continent since World War II. Roughly 3 million Ukrainians have fled across the border since Russia launched an attack on their country last month, with uncertain futures ahead.

We are not currently part of this conflict and most certainly "you" are not part of this conflict. Eventually Putin and the Russians will leave Ukraine, likely with more territory under their umbrella and other political concessions.

Ukraine will be left with tens of billions if not hundreds of billions in destruction of their infrastructure and tens of millions displaced. Then it will be up to the US and others to pay for it.

Driving the news: President Biden announced that the U.S. would sanction over 600 Russian elites, lawmakers and defense companies in coordination with the EU and G7.

The G7 and EU also announced a sanctions evasion initiative to enforce current penalties, including by "making clear that any transaction involving gold related to the Central Bank of the Russian Federation is covered by existing sanctions."
The NATO allies said Secretary-General Jens Stoltenberg will stay on for a year past his term, which was set to expire in September, to maintain stability during the crisis in Ukraine.

The United States and allies upped the pressure on Russia over its invasion of Ukraine at summits in Brussels Thursday, warning Moscow its costs will keep rising the longer the war continues.

Washington unveiled fresh sanctions on Russian lawmakers and defense contractors, and outlined a push by the G7 to freeze Russia out of international organisations and to cut it off from its gold reserves.

US President Joe Biden was the central figure of the summits, which gathered, in succession, the 30 NATO member countries, the G7 powers and then the EU's 27-nation bloc.

Ukraine President Volodymyr Zelensky also participated by videolink. He pleaded with NATO leaders to send his forces weapons "without restrictions".

"The alliance can still prevent the deaths of Ukrainians from Russian strikes, from Russian occupation, by giving us all the weapons we need," he said.

NATO has repeatedly ruled out Kyiv's demand that it impose a no-fly zone and said it would not send forces into Ukraine for fear of nuclear-armed Russia escalating and expanding the conflict.

But the alliance stresses Kyiv's right to self-defense and its promise to keep supplying it with weapons.

Notably, the US said it and allies were discussing sending anti-ship missiles to Ukraine.

NATO chief Jens Stoltenberg insisted the alliance was "determined to continue to impose costs on Russia to bring about the end of this brutal war".

He warned Russia against mounting any chemical attack in Ukraine -- and said the alliance has activated "chemical, biological, radiological and nuclear defense elements" for allied forces in eastern Europe.

NATO has already rushed tens of thousands of extra troops to its eastern flank in the wake of the invasion, and leaders launched four new "battle groups" in allies Hungary, Bulgaria, Slovakia and Romania.

Stoltenberg said the alliance would also "reset" its eastern defenses in the long term by adding "substantially more forces" to face off against the threat from Moscow.

In a sign of the Western unity of purpose on Ukraine, Stoltenberg, 63, announced he would stay on in his post for another year past the original expiry of his term, to the end of September 2023, at the request of NATO leaders.

Once the three-hour NATO summit was over, Biden and the leaders from Britain, Canada, France, Germany, Italy and Japan stayed on at NATO headquarters for an hour-long G7 summit.

A US official said that grouping coalesced around other measures with which to hit Russia, on top of several rounds of sanctions already imposed by the US, the EU and allies.

"We in the G7, we're joined together in saying that international organizations and multilateral fora should no longer conduct their activities with Russia in a business-as-usual manner," the official said.

The G7 also aimed "to blunt Russia's ability to fund... (President Vladimir) Putin's war, including by making clear that any transaction involving gold... is covered by existing sanctions".

Additionally, the White House announced a fresh wave of US sanctions against 328 members of Russia's lower legislative chamber, the State Duma, as well as oligarchs and 48 Russian defense companies.

The measures, which involve freezing US-held assets, aligned with those already taken by the European Union, Britain and Canada.

President Joe Biden emerged from a series of emergency summits in Brussels on Thursday touting the unity of the Western response to Russia's invasion of Ukraine as allies worked to settle on the next phase of their response to the invasion.

"Putin was banking on NATO being split," Biden said in a news conference Thursday afternoon.
"NATO has never, never been more united than it is today. Putin is getting exactly the opposite of what he intended to have as a consequence of going into Ukraine," he added.
During the critical day of meetings, Biden announced new punishment directed at members of Russia's parliament and unveiled a plan to accept as many as 100,000 refugees fleeing the violence in Ukraine, steps intended to show American resolve in confronting the crisis.

A discussion of NATO's force posture along its eastern edge was also part of the last-minute diplomatic burst. And leaders conferred on what to do if Russia deploys a chemical, biological or even nuclear weapon, a prospect causing increasing concern as the war reaches a stalemate.
Biden said the use of chemical weapons in Ukraine would spark an American response. The President declined to say what current intelligence says about the threat level of such an attack, but he said the level of US response would correspond to the attack itself.
"The nature of the response would depend on the nature of the use," Biden said.
As the summit got underway, leaders heard a call for more help from Ukrainian President Volodymyr Zelensky, who addressed the gathering virtually. He stopped short of issuing his usual request for a no-fly zone. But he did say Ukraine needs fighter jets, tanks and better air defenses.
"You can give us 1% of all your planes. One percent of all your tanks. One percent!" he said in a virtual address to the summit.
Following Zelensky's remarks, a senior US official said the US is still opposed to providing fighter jets to Ukraine. Previously, US officials said providing such jets to Ukraine could be viewed by Russian President Vladimir Putin as an escalatory step.
When the meeting got started, Biden made a reference to his predecessor when addressing NATO leaders as he made the case for allies to increase their defense spending, according to a Western official who was present for the remarks.
While it's not clear if Biden mentioned former President Donald Trump by name, Biden did implore the leaders to add to their defense budgets during this moment of crisis, but asked that they "don't mistake" him for his predecessor, who Biden said didn't treat the NATO allies very well, the official said.
"That got a round of laughter in the room," per the official.
The White House declined to comment.
During his tenure, Trump urged NATO countries to contribute more to the alliance and complained repeatedly that the US had been paying more than its fair share.

A national poll from Grinnell College and pollster J. Ann Selzer of Selzer & Company shows only about a third of Americans think he's doing a good job.

Biden’s approval ratings have dropped from 37% to 34%, with 89% of Republicans saying they disapprove of his performance, the poll shows.

On the war in Ukraine, 72% of Americans support supplying Ukrainian soldiers with U.S. weapons, and 77% of Americans support allowing Ukrainian refugees to resettle in the United States. The poll shows 70% oppose sending U.S. troops to fight in the war in Ukraine.

Biden gets low marks for his handling of the war, with 37% approving and 48% disapproving.

Many individuals whose knowledge of Ukraine is less than comprehensive labor under the belief that the country is a part of the Clinton and/or Biden crime empires and as such does not deserve support. Now, the Ukrainian government is corrupt in the same way that every former Soviet state is corrupt. But we need to make a distinction – the same as we do in the U.S. – between the government and the people. Because Ukraine has largely been ruled by corrupt ex-Soviet oligarchs, many in cahoots with western would-be oligarchs, is no reason that they should be crushed under Russian tanks. (Quite apart from the fact that Russian corruption makes the Ukrainian variety look like rifling the petty cash drawer.)

There’s another aspect here as well, namely that Volodymyr Zelensky is, on current evidence, not one of these oligarchs, and in fact can be seen as an ally of Donald Trump. Recall that it was a phone call between the two that prompted the first bogus impeachment effort. Recall that Zelensky agreed with Trump and promised to help him out in the Hunter Biden investigation. Recall that Zelensky came to Trump’s defense when the thing blew up.

Joe Biden is not a very good president. His communication skills are subpar, e.g. when he found himself praising the “Iranian” instead of the Ukrainian people in his State of the Union speech. His political judgments are sometimes poor, e.g. devoting most of his first year to assuaging the demands of the progressive wing of his party. His stubbornness can be destructive, e.g. his decision to withdraw precipitously from Afghanistan. And his priorities are often wrong, e.g. focusing on voting rights legislation that addressed small problems like the number of days of early voting and dropboxes at the expense of the urgent need to reform the Electoral Count Act.

And yet, I thank God every day that Biden is president. The Russian offensive against Ukraine is the first crisis of his presidency (other than COVID, which was ongoing when he assumed office) and in this emergency he has redeemed the hopes of those who voted for competence. The administration’s warnings to Moscow were unambiguous without being hysterical. Our revelations of intelligence unmasking Russian disinformation and false flag narratives were on the nose. Biden’s coordination with European allies was neither bullying nor “leading from behind,” but a skillful presentation of unity (special kudos to Secretary of State Antony Blinken). Biden’s muscular reaffirmation of the U.S. commitment to NATO was crucial not just for Europe but for the world. China is taking notes on how the globe is responding to Putin and perhaps thinking twice about trying to conquer Taiwan.

By proclaiming American solidarity with Ukraine and our democratic allies around the world, Biden has restored our equilibrium. If Ronald Reagan were still alive, he’d find little to criticize in the administration’s approach.

WASHINGTON (Reuters) -A group of Georgia voters on Thursday asked state officials to block Republican U.S. Representative Marjorie Taylor Greene from running for reelection, alleging she is unfit for office because of her support of rioters who attacked the U.S. Capitol.

In a legal challenge filed with the Georgia Secretary of State, the voters claim Greene has violated a provision of the U.S. Constitution known as the "Insurrectionist Disqualification Clause."

The clause, passed after the 19th-century U.S. Civil War, prohibits politicians from running for Congress if they have engaged in "insurrection or rebellion" against the United States, or "given aid or comfort" to the nation's enemies.

The Georgia voters are represented by Free Speech For People, a Texas-based advocacy group that brought a similar challenge to Republican congressman Madison Cawthorn's qualifications for office.

A federal judge dismissed the Cawthorn case on March 4, but Free Speech for People has urged North Carolina officials to appeal that ruling, and has filed its own emergency appeal.

1.3 million people in the United Kingdom will soon fall into poverty, partially as a result of recent economic decisions made by Chancellor of the Exchequer Rishi Sunak, a report has claimed.

It comes as multiple publications predict that Britons will soon face the worst downturn in living standards ever recorded.

According to the Office for Budget Responsibility, disposable incomes are set to drop by 2.2 per cent this year, which it says will result in the worst living standards drop since records began in the mid-1950s.

This prediction has also been backed up by the Resolution Foundation think-tank, which also notes that it expects 1.3 million people in the country to soon be thrown into poverty.

“Taking into account the measures announced by the Chancellor, the typical working-age household faces an income fall of 4 per cent, or £1,100, in 2022-23,” a report by the think-tank reads. “But the greatest falls will be felt by the poorest quarter of households who are set to see their incomes fall by 6 per cent.”

“This will see a further 1.3 million people fall into absolute poverty next year, including 500,000 children – the first time Britain has seen such a rise in poverty outside of recessions,” it goes on to claim.

(Bloomberg) -- The head of the biggest U.S. oil lobby groups said the Biden administration is “misusing facts” when it claims the industry has more than 9,000 federal drilling permits on which it can drill to boost supply and ease soaring energy prices.

Mike Sommers, the chief executive officer of the American Petroleum Institute, who was in Houston Monday for CERAWeek by S&P Global, said the industry is using a higher percentage of federal onshore and offshore leases than at any time in the past, and it’s continuing to increase production to meet surging demand.

The Biden administration has repeatedly pointed to the number of approved but untapped drilling permits on federal land when questioned about how U.S. production can rise, and what the federal government can do to help.

“There’s a fundamental misunderstanding of the administration as to how the process actually works,” Sommers said in an interview on the sidelines of the conference.

“Just because you have a lease doesn’t mean there’s actually oil and gas in that lease, and there has to be a lot of development that occurs between the leasing and then ultimately permitting for that acreage to be productive,” he said. “I think that they’re purposefully misusing the facts here to advantage their position.”

Sommers said the Biden administration should support policies that promote U.S. oil and gas production over OPEC+, which includes Russian oil. The U.S. and its allies are considering banning imports of Russia crude after the country invaded Ukraine.

The great cities of Kyiv and Kharkiv are being attacked relentlessly, and the brave Ukrainian defenders holding them at bay deserve more from us.

Highlighting the extraordinary gravity of this situation, the president of Poland, Andrzej Duda, recently said:

My countrymen, Poles, are looking today at Mariupol and are saying, "God" — they say it with tears in their eyes — "Mariupol looks like Warsaw did in 1944 when Nazis, Hitler's Germans, were brutally bombing houses, killing people, killing civilians with no mercy at all."

This is not a matter of liberal or conservative, left or right, hawk or dove. It is time we do what is right. The world still waits on the United States to lead. If we stand up against the murderous despotism of Putin's regime by whatever means are necessary to end it as soon as possible, then Americans can once again call themselves the greatest nation on Earth. The stakes are truly incredibly high, and we must face this challenge with valor and boldness, not with meekness and uncertainty. We need real leadership to be shown now.

U.S. officials told me that this will also be a central component of discussions regarding NATO’s “new strategic concept” to take place at the upcoming NATO Summit, scheduled to take place in Madrid in June. It was also announced that Stoltenberg would stay on as NATO Secretary General for an additional year in order to help the alliance manage the current crisis.

The emergency meetings taking place this week were also intended to define ways that the alliance could provide additional support for Ukraine.

President Biden has indicated the U.S. will do so via the provision of additional military assistance. In a written statement the president said, “We are committed to identifying additional equipment, including air defense systems, to help Ukraine.”

The last point, regarding air defense, has been a sore spot in NATO’s otherwise robust support for Ukraine—a fact made clear during a live video address to the western leaders made by Ukraine’s President Volodomyr Zelenskyy. During his remarks, Zelenskyy made an impassioned plea for even a tiny fraction of Western resources to assist with his country’s thus far remarkable efforts to defend themselves. He called for just “1 percent of all your planes, 1 percent of all your tanks,” as well as for anti-aircraft and anti-ship weapons.

The U.S. also announced its intent to provide $1 billion in aid to Europe to help with refugee relief, and a commitment to accept up to 100,000 Ukrainian refugees into the United States to help ease the growing humanitarian crisis.

It was noteworthy that Zelenskyy’s past calls for a NATO-enforced no-fly-zone were not repeated.

Clearly, Zelenskyy is reluctantly coming to terms with the fact that while NATO is committed to supporting Ukraine, it is also committed to stopping short of providing anything that might trigger a wider escalation of the war, one that might draw in NATO forces and thereby trigger the onset of World War III. rrb is a fool's game

The three-prong approach of the U.S., Europe, and friendly nations elsewhere has been to provide military aid, humanitarian aid, and increasing pressure via sanctions. But each of those efforts has clear limits.


There will be no direct deployment of NATO forces to Ukraine. There will be no no-fly-zone or, for now it seems, aircraft deployments. There will be substantial aid for the more than 3.5 million Ukrainian refugees, but when it comes to accepting the refugees, the appetite to do so differs from nation to nation. And when it comes to sanctions, while the U.S. today announced new sanctions against an additional 400 Russian elites and entities, one recurring message at the summit was that European nations like Germany say they are currently unable to stop purchasing Russian oil and gas.

A point of focus at the summit has been to find ways to reduce Europe’s dependence on Russian energy. EU President Ursula Von Der Leyen laid out a goal of being able to endure for up to two years without the need for Russian resources. This too can be seen as a preparation not just for a longer war in Ukraine but for the realities of the new Cold War II era we are entering.

But should Russia use WMDs, it may well be that the West will have to alter its stance on military support (or on energy sanctions) in order to have the ability to forcefully respond. And that is going to make even more precarious the balancing act between managing the exigencies of the current war, preparation for a new Cold War, and the effort to avoid a broader, more dangerous global conflict.

While the public announcements of support for Ukraine and the solidarity of the alliance will dominate the leaders’ agendas in Europe this week, it is the behind the scenes questions about what might happen should Putin unleash a new wave of barbarity that are the most delicate, and may be the most consequential for the people of Ukraine and of the world.

In Brussels, President Biden declared that NATO is as “strong and united as it has ever been.” All evidence suggests that is true. But the evolving situation in Ukraine, and the big questions left unanswered at this week’s emergency summit, suggest that NATO is also being tested in ways it has seldom (if ever) been.

The most difficult and risk-laden challenges associated with this now one-month-long war in Ukraine, and with the new era into which we have entered, still lie ahead.

So far, our President has altered this situation in a better way than before the last election.

But when he urged Cheney to respond with a joke and pivot to hitting President Joe Biden, saying she missed the former president, she told him she wouldn’t do it, according to Hudson. “This feels different,” Hudson said. “Everyone is in a good mood.”

As the GOP gleefully looks to that November election, House Minority Leader Kevin McCarthy is working intently to make sure this year’s retreat doesn’t resemble last year’s intraparty rupture centering around Cheney (R-Wyo.) and her criticisms of Trump.
