Why do we still not have a result in CA13 three weeks after the election?

What could we possibly be waiting for? Mindboggling!

• All the ballots should be there
• There is no mail that takes three weeks to arrive
• They appear to have about 5000 ballots to count
• They have had 5000 ballots to count for about a week
