You do not know that as fact, WP.. The are many pieces of equipment on ships and subs that are Sight Sensitive Top Secret...Company I worked for made some of those items ... One in particular had an aluminum casting that required the foundry to have a top secret clearance and the workers to have a similar classification..Out manufacturing line was curtained off, workers cleared, shipping and receiving personal were cleared and the building had to have proper storage areas.....A royal pain.....So don't be so sure what the sailor did was a minor offense compared to Hillary with comsec equipment and the NSA calling the shots......Classified handling is a very complicated system to administer correctly.... and all workers have to be completely aware of their surroundings in order to discharge their duties without issue.....BTW ever see a classified document?????

Criminal charges are a matter of public record. It doesn't require any guess work or inside knowledge when the Government documents declare the submarine pictures to be "confidential" rather than "secret" or "top secret".
I don't really recall if I've seen unredacted classified documents, if I had I probably wouldn't talk about it. When I was briefed on handling secret information - and this was way back in college - it was so involved that I decided to just not talk about any of it, ever. This sailor didn't even expose it as did Clinton, he just had it.
No doubt the sailor was boneheaded to take a souvenir photo, and the nature of those rules means that we, the public, don't really know whether anything in the shot is problematic or how much. His destroying evidence put it in a darker light. But a little common sense should apply - reprimand, transfer and maybe bust in rank would be appropriate. Discharge even. Even in the armed forces, greater transgressions are punished much less.
I suspect that it took Trump this long because it would be politically embarrassing to pardon the sailor while agitating for charges against Clinton and/or her aids.
