When agencies furlough employees for more than 30 calendar days or 22 discontinuous work days, they must use RIF procedures.If this was the plan all along, it would explain why President Trump goaded Chuck and Nancy in his televised meeting with them last year, boasting that he would claim credit for the shutdown. The basic concept of the article coordinates the RIF procedures with the recent anonymous federal employee essay that was recently published that went into great detail about how most of the "deep state" does very little work, and that the work that they do engage in seems to be motivated by the desire to "resist" what the President want's accomplished.
So the theory is that between the shut down, the ability to lay employees off after thirty days of furlough, and Trump's deep seeded desire to rid the government of the "deep state" - that this all could be part of a means to seriously scale back of the size of the Government, especially in areas that are considered "non-essensial".
Could the President be that clever? Could he be so bold? Well, I guess we will see.
For good or bad, Ronald Reagan was well known for his move to fire 11,000 air traffic controllers and eventually ban them from returning to the field (although most were eventually reinstated). History remembers and respects big moves by politicians. Could this be one of those big moves?
